OfficersThe Officers shall be: Chair, Chair-Elect, Secretary, and Secretary-Elect, and such otherofficers as are provided for in the Charter.Section 5. Powers.a. The Faculty Senate shall exercise the governance of powers of the Regular Faculty of theHealth Sciences Center as delegated by the Regular Faculty.b. The Faculty Senate shall conduct the affairs of the Regular Faculty between the latter’smeetings, make recommendations to the Regular Faculty, and perform such other dutiesas are specified in the Charter and Operating Procedures and/or are necessary to achievethe objectives of the Regular Faculty.c. Any member of the Regular Faculty may bring matters relating to the governance beforethe Regular Faculty or the Faculty Senate by written request.d. The Faculty Senate shall determine its own rules, procedures, times and place ofmeetings and regulations governing its internal affairs.e. The Faculty Senate shall publish a Charter as well as Operating Procedures.Section 6. Meetings.a. The Faculty Senate shall meet at least nine times a year and at other times as necessary.b. The Faculty Senate shall report significant Senate activities to the Regular Faculty in the springAnnual Meeting of the Regular Faculty.ARTICLE VIIICOMMITTEESSection 1. Standing and Special CommitteesStanding or special committees of the Regular Faculty and/or Faculty Senate shall be establishedas deemed necessary to facilitate faculty governance.Section 2. Committee Membershipa. The Chair of the Regular Faculty shall be an ex-officio member of any and all standingand special committees with voting privileges.b. All members of the Regular Faculty are eligible to serve on special or standingcommittees, provided, that the membership is proportional among the colleges in roughlythe same ratio as are seats in the Senate.c. The Health Sciences Center Student Association may be invited to nominate a student toserve on selected Senate committees.THE UNIVERSITY OF OKLAHOMA 162

REGENTS’ POLICY MANUALSECTION 2—ACADEMICSARTICLE IXLIAISON WITH THE HEALTH SCIENCES CENTER SENIOR VICE PRESIDENT AND PROVOSTSection 1. FunctionThe Faculty Senate shall serve as an advisory body to the Senior Vice President and Provost ofthe Health Sciences Center and other administrative officers of the University in relation to matters ofinterest and importance to the faculty.Section 2. Faculty Assistance to AdministrationAt the beginning of each academic year, the Faculty Senate shall provide to the Senior VicePresident and Provost of the Health Sciences Center a list of nominees who are willing and able to serveduring the ensuing year on Health Sciences Center committees or councils. The Senior Vice Presidentand Provost shall recommend the nominations to the President, who shall make the appointments.Section 3. State of the Health Sciences Center MessageAt the first meeting of the Regular Faculty each academic year, the President and the Senior VicePresident and Provost of the Health Sciences Center shall be invited to orally present to the RegularFaculty of the Health Sciences Center a statement on the State of the Health Sciences Center andrecommendations for furthering the progress of the Health Sciences Center.Section 4. Disposition of Requests for ActionRequests from the Faculty Senate for action by the Administration or by the Board of Regentsshall be directed to the Senior Vice President and Provost of the Health Sciences Center who will thenforward these requests to the President. The Senior Vice President and Provost of the Health SciencesCenter shall, within thirty calendar days, report in writing to the Faculty Senate the disposition of anyrequest for action or information received. The reports shall include the rationale for actions taken or nottaken.ARTICLE XSENATE LIAISON COMMITTEESection 1. Purpose.The purpose of the Senate Liaison Committee shall be to routinely facilitate the exchange ofinformation between the Health Sciences Center Faculty Senates, the President, and the Norman CampusFaculty Senate.Section 2. Composition.The Senate Liaison Committee shall be composed of the Chair, Chair-Elect, and the Secretary ofthe Senate.Section 3. Meetings.a. The Committee will meet as often as necessary with the University President andrepresentatives of the Norman Campus Senate to achieve the Committee purpose as setout in Article X, Section 1 aboveTHE UNIVERSITY OF OKLAHOMA 163
