REGENTS’ POLICY MANUALSECTION 2—ACADEMICSB. A quorum shall consist <strong>of</strong> more than half <strong>of</strong> the voting members <strong>of</strong> the Council.C. Items <strong>of</strong> Council business and agenda shall be mailed to all members <strong>of</strong> the Council so as to be in theirhands in advance <strong>of</strong> a meeting.D. Business <strong>of</strong> an emergency nature can be brought before Council at any meeting if a majority <strong>of</strong> themembers present vote to consider the issue.E. Items <strong>of</strong> business shall be passed if a majority <strong>of</strong> members present vote favorably.F. The Chairperson <strong>of</strong> the Graduate Council shall appoint a faculty member to serve as parliamentarian.G. All meetings shall follow Robert’s Rules <strong>of</strong> Order.ARTICLE VI: COMMITTEESA. There shall be the following standing committees <strong>of</strong> the Graduate Council:1. Special Degree Programs2.Faculty Membership3. Courses and Program Changes4. Inter-Council LiaisonB. Each standing committee shall have at least four members and generally be chaired by one <strong>of</strong> the deansin the Graduate College. A slate <strong>of</strong> membership for each Committee shall be prepared by the Dean <strong>of</strong> theGraduate College and presented to the Graduate Council for approval at the first Council meeting in theFall semester. The term <strong>of</strong> duty is one calendar year.C. Agenda items for these standing committees normally shall be directed to them by the GraduateCouncil or by the Dean <strong>of</strong> the Graduate College. These committees shall report and makerecommendations to the Graduate Council.D. Ad hoc Committees, whose membership may be drawn from the graduate faculty at large, shall beauthorized and selected by the Dean <strong>of</strong> the Graduate College.ARTICLE VII: COUNCIL ACTIONThe dean <strong>of</strong> each college and chair/director <strong>of</strong> each department/school shall be sent copies <strong>of</strong> theCouncil’s agenda before its meetings and copies <strong>of</strong> the Council’s minutes afterward. Three additionalcopies <strong>of</strong> the agenda will be sent to each chair/director for duplication and distribution to each facultymember within the department/school. All members <strong>of</strong> the graduate faculty will be sent copies <strong>of</strong> theminutes <strong>of</strong> Graduate Council meetings unless they desire not to receive them. Each department is urgedto post a copy <strong>of</strong> the minutes so they will be available to graduate students. Members <strong>of</strong> the graduatefaculty and deans <strong>of</strong> each college (or their designated representatives) shall have the right to be present atmeetings <strong>of</strong> the Council and may, with the permission <strong>of</strong> the Council’s Chairperson or a majority <strong>of</strong> theCouncil, participate in a nonvoting capacity in discussion <strong>of</strong> business before the Council.THE UNIVERSITY OF OKLAHOMA 129
