REGENTS’ POLICY MANUALSECTION 2—ACADEMICS2.9—UNIVERSITY OF OKLAHOMA PRESSThe University <strong>of</strong> Oklahoma Press shall be a division <strong>of</strong> the University and shall be administered by adirector appointed by the President and approved by the Board <strong>of</strong> Regents.The University <strong>of</strong> Oklahoma Press shall consist <strong>of</strong> two divisions:• Publishing Division• Sales DivisionThe Publishing Division shall remain under the direct supervision <strong>of</strong> the Director <strong>of</strong> The University <strong>of</strong>Oklahoma Press, and shall be budgeted from University appropriations from year to year, according to itsneeds.The functions <strong>of</strong> the Publishing Division shall be to receive manuscripts and certify those acceptablefor publication by The University <strong>of</strong> Oklahoma Press; to edit, design, and generally prepare suchacceptable manuscripts for manufacture into book, brochure, or pamphlet form; to maintain full control <strong>of</strong>its book manufacturing, including control over quality standards, scheduling requirements, bidderselection, and other requirements necessary to function efficiently and competitively as a businessoperation; to maintain all necessary relations between The University <strong>of</strong> Oklahoma Press and such writersand authors <strong>of</strong> scholarly manuscripts who may be resident on the University campus or elsewhere; topromote and publicize scholarly undertakings, particularly those which promise to become or do becomepublished works under the imprint <strong>of</strong> The University <strong>of</strong> Oklahoma Press; to serve as a coordinatingagency and the publishing instrumentality when feasible for <strong>of</strong>ficial bulletins, magazines, periodicals, andother printed matter intended to represent the University to the State, the nation, and abroad; to assist inthe development <strong>of</strong> such informational services as may be decided upon by the University; and to receivemoneys, credits, and funds from foundations, institutions, corporations, or private individuals, by bequest,gift, or in any other way whatsoever, for the purposes <strong>of</strong> specific scholarly publications or for generalpurposes or for the benefit <strong>of</strong> the employees <strong>of</strong> The University <strong>of</strong> Oklahoma Press, such gifts, bequests, orgrants to be deposited with the University as restricted funds or with The University <strong>of</strong> OklahomaFoundation, in accordance with instructions <strong>of</strong> the donor or donors and the regulations <strong>of</strong> the Board <strong>of</strong>Regents, and to be disbursed on order <strong>of</strong> the Director <strong>of</strong> The University <strong>of</strong> Oklahoma Press.In accordance with state laws and with the University Purchasing Department procedure, thePublishing Division shall, through established purchasing procedures, prepare specifications formanufacturing and provide the Purchasing Department with written specifications and a list <strong>of</strong> qualifiedbidders. With that information, and with any other information required for obtaining usable bids, thePurchasing Department shall obtain bids through regular procedures. No change in specifications shall bemade without the prior consent <strong>of</strong> The University <strong>of</strong> Oklahoma Press.The obtained bids shall be reviewed by The University <strong>of</strong> Oklahoma Press, which shall makerecommendations to the Purchasing Department on bid selection. No suppliers shall be awarded a bidwithout The University <strong>of</strong> Oklahoma Press’s consent, provided state law and the University procedureshave been followed. Any supplier not meeting bid specifications or that refuses to meet bid specificationsshall be considered an unqualified bidder and not eligible for bid awards.THE UNIVERSITY OF OKLAHOMA 1<strong>22</strong>
