<strong>June</strong> <strong>22</strong>-<strong>23</strong>, <strong>2004</strong> 29241programming, the enlargement and updating <strong>of</strong> this major meeting area are necessary. Theservices <strong>of</strong> a design firm for the full range <strong>of</strong> architectural and engineering services will berequired. The proposed project will consist <strong>of</strong>:1. Enlargement <strong>of</strong> the room by removing walls <strong>of</strong> adjacent smaller rooms.2. Upgrade <strong>of</strong> the wall finishes, lighting, and audio/video capability, and installation <strong>of</strong>carpet.3. Installation <strong>of</strong> a public elevator.4. Renovation/upgrade <strong>of</strong> the freight elevator.5. Enlargement and upgrade <strong>of</strong> the public restrooms to comply with ADA.6. Installation <strong>of</strong> additional heating, ventilating and air conditioning capability.7. Replacement <strong>of</strong> window coverings on the large exterior building wall windows.8. Replacement <strong>of</strong> existing furniture and fixtures.The selection process will follow the guidelines established in Section 4 <strong>of</strong> the Board<strong>of</strong> Regents’ Policy Manual for Cameron University and Rogers State University. Preliminaryestimated cost <strong>of</strong> the project is $700,000. Architectural and engineering fees will be determinedbased on guidelines provided by the Office <strong>of</strong> Central Services. The project is to be funded fromStudent Facility Fees, Section 13 funds, existing reserves, and private contributions.President Ross recommended the Board <strong>of</strong> Regents:I. Authorize the addition <strong>of</strong> a project to expand and renovate the mezzanine level<strong>of</strong> Shepler Center to Cameron University’s Long-Range Capital PlanningCommission’s Campus Master Plan <strong>of</strong> Capital Projects; andII.Approve initiating the process to select a consultant firm to provide pr<strong>of</strong>essionalservices for developing plans and specifications for the above project.Regent Stuart moved approval <strong>of</strong> the recommendation. The following voted yes onthe motion: Regents Everest, Clark, Stuart, Weitzenh<strong>of</strong>fer and Wade. The Chair declared themotion unanimously approved.SELECTION OF ARCHITECTURAL AND ENGINEERING SERVICES FORREDESIGN AND RESURFACE OF THE MUSIC BUILDING AND THEATERPARKING LOTSThe Music Building and Theater are part <strong>of</strong> a five-building complex that composesthe Louise D. McMahon Fine Arts Center. The two buildings are adjacent and were constructedin 1978 and 1979, respectively.At the time <strong>of</strong> construction, a separate parking lot was constructed for each facility.Although the buildings and parking lots are adjacent, a dividing median and roadway betweenthe lots prohibits travel from one to the other. The lots must be entered from different citythoroughfares that are one block apart. During hours <strong>of</strong> peak daytime class attendance, parkingin the lots is <strong>of</strong>ten difficult. The confusing configuration is even more evident in the evening andnighttime hours when Theater patrons, unfamiliar with the lot layouts, are searching for aparking space to attend a Theater production.In addition, barriers created by the dividing medians and roadway and the differencesin elevations between the lots causes surface drainage water to collect and stand in the parkingarea. The standing water continues to deteriorate the surface and sub-surface <strong>of</strong> the lots.
