In 2011-12, NQBP ports collectivelyhandled approximately 124 million tonnes throughput, making a vital contribution to the exportperformance <strong>of</strong> <strong>Queensland</strong> and Australia.NQBP trading ports handle bulk shipments <strong>of</strong> coal, bauxite, grain, petroleum, sugar/sugarproducts and molasses, as well as general cargo.<strong>Hay</strong> <strong>Point</strong>Figure 1 NQBP <strong>Port</strong>s with <strong>Hay</strong> <strong>Point</strong> highlighted


P o r t o f H a y P o i n t P o r t H a n d b o o k Page | 22.0 THE PORT OF HAY POINT2.1 DescriptionThe <strong>Port</strong> <strong>of</strong> <strong>Hay</strong> <strong>Point</strong> is one <strong>of</strong> the largest coal export ports in the world, and is situated about40 km south <strong>of</strong> Mackay. The port comprises two separate coal export terminals: DalrympleBay Coal Terminal (DBCT), leased from the State Government by DBCT Management PtyLtd (DBCTM) and the <strong>Hay</strong> <strong>Point</strong> Coal Terminal (HPCT), owned by BHP Billiton MitsubishiAlliance (BMA) and operated by <strong>Hay</strong> <strong>Point</strong> Service. Together the two terminals service minesin the central Bowen Basin region <strong>of</strong> <strong>Queensland</strong>.The mines are linked to the port terminals through an integrated rail port network. Aurizonowns the below rail component <strong>of</strong> the rail network (track, signalling and overhead wiring)which provides access to the above rail service providers (rolling stock and locomotives).The rail service provider is Aurizon.DBCT has a terminal capacity <strong>of</strong> 85mtpa and BMA is progressing the approved HPX3expansion from 44 Mtpa to 55 Mtpa. BMA is investigating further expansions in the longerterm to a possible 75 Mtpa.2.2 FacilitiesInfrastructure at the port consists <strong>of</strong> purpose-built rail inloading facilities, onshore stockyardsand <strong>of</strong>fshore jetties leading to wharves. The <strong>of</strong>fshore wharves are serviced by conveyorsystems which run the coal from the stockyard to the wharves situated about 2.2 km out tosea and allow loading in deep water.DBCT consists <strong>of</strong> four berths, serviced by three manually operated shiploaders with a loadingcapacity <strong>of</strong> 7,200 tph to 8,650tph.


P o r t o f H a y P o i n t P o r t H a n d b o o k Page | 3The HPCT wharf is 1.8 km <strong>of</strong>fshore. It has two berths and is owned and operated by the BHPBilliton Mitsubishi Alliance. Berth #1 is serviced by a luffing boom gantry with telescopic chutewith an average loading capacity <strong>of</strong> 4,500 tph with a maximum <strong>of</strong> 6,000 tph. Berth #2 isserviced by a rail-mounted shuttle boom with telescopic chute and an average loadingcapacity <strong>of</strong> 4,500 tph with a maximum <strong>of</strong> 6,000 tph.Maritime Safety <strong>Queensland</strong> (MSQ) provides marine pilotage services for the terminals, withmost transfers to and from ships via helicopter with a pilot launch utilised for all otheroccasions. Each terminal has its own towage arrangements in place.2.3 TradeIn 2011-12, total throughput was 82,883,893 tonnes, comprising 50,843,846 tonnes throughDBCT and 32,040,047 tonnes through HPCT. The continued growth in central <strong>Queensland</strong>coal production ensured that the port retained its status as one <strong>of</strong> the largest coal export portsin the world.A total <strong>of</strong> 809 bulk carriers visited the port during the year.2.4 Transport LinksThe nearest city is Mackay which is about 40 km north <strong>of</strong> the port. Mackay is one <strong>of</strong><strong>Queensland</strong>’s fastest growing cities with a population <strong>of</strong> approximately 116,000 (Office <strong>of</strong>Economic and Statistical Research 2011). Transport to Mackay can be arranged by privatebus. Please contact the ship’s agent to organise this.2.4.1 AirportMackay has a large regional airport which <strong>of</strong>fers domestic services and connectinginternational services from Brisbane and Cairns.Hire cars are available at the airport and must be pre-booked from the hire car companiesdirectly.2.4.2 BusGreyhound Coaches has a daily coach service into Mackay, connecting with servicesthroughout Australia. The service will pick up from the <strong>Hay</strong> <strong>Point</strong> turn <strong>of</strong>f. Note that bookingscannot be made online and that Greyhound Coaches require 48 hours notice 1 .3.0 PORT AUTHORITY ROLE AT HAY POINTAs the port authority for <strong>Hay</strong> <strong>Point</strong>, NQBP’s roles include:facilitating appropriate levels <strong>of</strong> port security and safety with terminal operators;coordinating emergency response;protecting the environment by minimising impact <strong>of</strong> development; andbeing committed to, and having regard for the interests <strong>of</strong> the community.Maintaining navigable port depths is an NQBP responsibility while pilotage and portnavigation is controlled by Maritime Safety <strong>Queensland</strong> (MSQ).1 Information correct as at December 2012

P o r t o f H a y P o i n t P o r t H a n d b o o k Page | 77.0 SERVICES – NAVIGATION7.1 LocationThe <strong>Port</strong> <strong>of</strong> <strong>Hay</strong> <strong>Point</strong> is located in the area surrounding Latitude 21 o 15’S and Longitude 149 o19’E.7.2 <strong>Port</strong> limitsThe port limits which are defined in the regulations <strong>of</strong> the Transport Infrastructure Act 1994,are highlighted on the map on the following page and include the waters within the followingboundaries:starting at the high water mark at the southern extremity <strong>of</strong> the north head <strong>of</strong> BakersCreek entrance;then generally north-easterly along the geodesic to latitude 21º10.76'S, longitude149º17.73'E;then generally north-easterly along the geodesic to latitude 21º09.91'S, longitude149º20.06'E;then east along the parallel to latitude 21º09.91'S, longitude 149º30.06'E;then south along the meridian to latitude 21 o 17.91’S, longitude 149 o 30.06'E;then west along the parallel to the intersection <strong>of</strong> the high water mark on the mainlandat latitude 21º17.91'S; andthen generally northerly along the high water mark on the mainland to the starting point(Transport and Main Roads 2010).The port limits also include all navigable waters <strong>of</strong> rivers and creeks flowing directly orindirectly into the waters as described above.

These anchorages are shown on chart AUS 249and are identified by either a northern or southern prefix or a number. Please check the latestNotice to Mariners for the <strong>Port</strong> <strong>of</strong> <strong>Hay</strong> <strong>Point</strong> at http://www.msq.qld.gov.au/Notices-tomariners.aspxfor the most current depth information.7.8 PilotageThe Transport Operations (Marine Safety) Act 1994 specifies that, unless a current PilotageExemption Certificate (PEC) is held by the Master <strong>of</strong> a ship, pilotage is compulsory for:a ship that is 50 m or more;a vessel towing another vessel where the combined length <strong>of</strong> the vessels is 50 m ormore;a ship whose owner or Master asks for the services <strong>of</strong> a pilot; ora ship whose Master is directed by the Regional Harbour Master to use the services <strong>of</strong>a pilot (Transport and Main Roads 2009).There are no pilotage exemptions issued for <strong>Hay</strong> <strong>Point</strong> for trading vessels.


P o r t o f H a y P o i n t P o r t H a n d b o o k Page | 138.0 SERVICES – OPERATION8.1 Application to BerthAn ‘Application to Berth’ form must be received by <strong>Hay</strong> <strong>Point</strong> VTS and either DBCT or HPCTno later than 48 hours before the vessel’s estimated pilot boarding time. The ship’s agent willsend a blank ‘Application to Berth’ form to the vessel seven to ten days before their arrival.This ensures up-to-date documents are always used.Contact your ship’s agent for the latest information on berthing applications at either DBCT orHPCT.8.2 BunkeringThere are no bunkering services available.8.3 Cargo completionVessels must vacate the berth subject to tidal conditions. Call on VHF Channel 16 and workon VHF Channel 6.8.4 CommunicationsPilot vessel and tugs call on VHF Channel 16 and work on VHF Channel 13.8.5 Cyclone ProceduresDetailed cyclone procedures are provided in the NQBP Emergency Response Plan and areconsistent with the Maritime Cyclone Contingency Plan for the <strong>Port</strong> <strong>of</strong> <strong>Hay</strong> <strong>Point</strong> which isissued by MSQ. Alert phases in the port provide a guide for action as a cyclone or severeheavy weather approaches an area. All cyclone-related responses are managed andcommunicated by the Regional Harbour Master. All messages/instructions to shipping will beannounced by the Regional Harbour Master over VHF Channel 16.8.6 Electrical PowerThere is no shore power connection available.8.7 Emergency ServicesNQBP has developed an Emergency Response Plan that covers situations such as cyclones,marine incidents, bomb threats, fire, explosion or fatalities. Copies <strong>of</strong> the Response Plan areheld at NQBP’s <strong>of</strong>fice in the port, by the Regional Harbour Master in Mackay and by anumber <strong>of</strong> port users and other key agency contacts.Where a non-marine incident is caused through the activities <strong>of</strong> a port user on port land, theinitial response is the responsibility <strong>of</strong> the port user. NQBP and <strong>Hay</strong> <strong>Point</strong> VTS can becontacted on VHF 16 and they will coordinate the required response based on proceduresdetailed in the NQBP Emergency Response Plan for the <strong>Port</strong> <strong>of</strong> <strong>Hay</strong> <strong>Point</strong>. For localemergency services telephone 000 and specify if fire, ambulance or police are required.8.8 Estimated Time <strong>of</strong> Arrival (ETA) NoticeAll agents, owners or masters are required to complete arrival and departure informationdirect into QSHIPS (http://www.qships.transport.qld.gov.au).

This reference document containsinstructions for the orderly conduct <strong>of</strong> business and public safety in the <strong>Port</strong> <strong>of</strong> <strong>Hay</strong> <strong>Point</strong>.Copies <strong>of</strong> the <strong>Port</strong> Notices are displayed at the <strong>Hay</strong> <strong>Point</strong> administration building on HoryuMaru Drive, <strong>Hay</strong> <strong>Point</strong> and are also available for downloading fromhttp://www.nqbp.com.au/hay-point/.In addition, this document outlines the process for handling dangerous goods. A person incharge <strong>of</strong> dangerous goods who proposes to store, handle, carry, use, transport or otherwisedeal with any dangerous goods within the port, must notify in a form approved by NQBP’sChief Executive Officer at least two working days before the date on which it is anticipated thedangerous goods will enter the port.Contact NQBP <strong>Hay</strong> <strong>Point</strong> <strong>of</strong>fice by telephone on +61-7-4956 3111 or emailbkemp@nqbp.com.au for the latest information on port notices for <strong>Hay</strong> <strong>Point</strong>.8.19 Stowage FactorFor the latest information on stowage factor at either DBCT or HPCT, contact the ship’sagent.8.20 Pratique/Health Regulations<strong>Hay</strong> <strong>Point</strong> is a proclaimed Australian first port <strong>of</strong> entry and therefore all overseas arrivingvessels or installations are required to give prescribed information (pratique status <strong>of</strong> yourvessel) to the Maritime National Coordination Centre (MNCC). You are required to completea Pre-Arrival Report for Vessels (QPAR) and submit it to the MNCC by emailingMaritimeNCC@daff.gov.au. If you are in Australia, phone 1300 004 605 or if you are outsideAustralia, phone +61 8 8201 6185, with the help <strong>of</strong> your agent.The information must be submitted on the QPAR no less than 12 hours, and no more than 96hours prior to the Estimated Time <strong>of</strong> Arrival (ETA) <strong>of</strong> the vessel or installations at anchorageor berth. Once forwarded to the MNCC, the information supplied on the QPAR will beassessed by a Quarantine Officer (QO). The QO will then issue the Vessel Master, throughthe Shipping Agent, with a Quarantine Approval to Berth (ATB) which lists Quarantinedirections placed on the vessel or installations.8.21 Oil Spill ProceduresFor oil spill incidents, NQBP has a first strike response role in all <strong>of</strong> its ports. The first strikerole is typically considered to be around the first 12 hours <strong>of</strong> the response after which outsideresources are provided by MSQ to take over the response.The first strike response will be under the direction <strong>of</strong> the MSQ Regional Harbour Master.The most senior port operations <strong>of</strong>ficer in each port will act as team leader in the responseunder the direction <strong>of</strong> MSQ, unless an MSQ person assumes this role.NQBP’s obligations for first strike response are defined in the Oil Pollution First StrikeResponse Deed signed with MSQ for each port.NQBP is responsible for providing trained personnel and equipment for this first strikeresponse. The number <strong>of</strong> personnel and equipment is defined in the deed <strong>of</strong> agreement foreach port. Personnel in the first strike response team can include local NQBP staff, plusother locals who have been appropriately trained. NQBP is responsible for maintaining the oilspill equipment in a fit state for use.

See portservice providers for contact details.8.26 Shore LeaveThe crew is permitted to go ashore after receiving Immigration and Customs clearance. Theagent can arrange a minibus service to Mackay and return.8.27 Time ZoneTime is Eastern Standard Time and equates to G.M.T + 10 hours. All ETA and othermessages should be made in local time.8.28 De-BallastingVessels must adhere to Australian Quarantine and Inspection Services (AQIS) ballastrequirements as outlined in Services – Quarantine.De-ballasting should be carried out without causing delays to loading. Where this is notpossible, it should be indicated in the Initial Advice to DBCT, prior to arrival at what point thevessel will stop loading. This will assist DBCT in planning the optimum use <strong>of</strong> the loadingfacilities.

When loading has ceased for de-ballasting or a vesselbreakdown, the Terminal requests that the vessel’s duty <strong>of</strong>ficer gives a minimum <strong>of</strong> onehour’s notice <strong>of</strong> intention to resume loading to allow conveyors to be prepared and filled toallow resumption <strong>of</strong> loading at the requested time.DBCT may, at its discretion, schedule pre-load de-ballasting to assist with maximisingterminal operations and vessel loading performance.9.0 PORT SECURITYAs <strong>Hay</strong> <strong>Point</strong> is a security regulated port under the Maritime Transport and Offshore FacilitiesSecurity Act 2003, NQBP has an approved whole <strong>of</strong> port Maritime Security Plan. Eachterminal has responsibility to maintain and manage its own facility security plan. All plans are<strong>of</strong>ficially approved by the Office <strong>of</strong> Transport Security and audited on a regular basis.Under International Maritime Organisation (IMO) legislation there is a procedure ships mustfollow when entering the port. Before entering the <strong>Port</strong> <strong>of</strong> <strong>Hay</strong> <strong>Point</strong>, the ship’s Master mustreport the following information directly to NQBP or via their ship’s agent:International Ship and <strong>Port</strong> Facility Security Code (ISPS) compliance number;current ship security level or any change to the ship security level while in port;ship security <strong>of</strong>ficer contact details;list <strong>of</strong> expected visitors/contractors;nominated providore;crew list and identification; and
