144 Managing Conflict of Interesthave been strictly formulated. It is forbidden to use publicfunds to gather public officials for dinners or to arrange privatereceptions among public officials. Likewise, there areclear principles outlined regarding the use of official vehicles,their scope of equipment, formulation, and conditionsfor change. It is prohibited to use official vehicles beyondthe standards prescribed and for personal purposes. Subsidiesfor the use of mobile phones have also been standardizedin line with officials’ rank. Officials are entitled to thesesubsidies for official business but must pay for personal callsthemselves.• Restrictions on Private Gains and Extravagant Spending:Public servants are prohibited from using public funds fortravel to take part in entertainment and leisure activitiesdisguised as meetings or training, or for any kind of privatetravel. Government entities are not allowed to build,expand, or redecorate their office building above the standardsprescribed.Regulations on Employment/Public Office and Familial Affiliations• Part-time Jobs and Post-employment. Public servants arenot allowed to engage in business or run enterprises, or totake part-time jobs while in office. Retired public servantsabove the county (division) level are forbidden to take jobsin private companies, foreign-invested enterprises, or intermediaryorganizations within their former jurisdictions, andto run businesses or represent private or foreign companieswithin their former jurisdiction within three years after resignationor retirement.• Spouse’s and Children’s Employment and Business Activities.Spouses and children of public servants above thecounty (department) level are not allowed to run enterprisesor engage in business within the public servant’s jurisdictionthat may cause conflicts of interest. They are not allowed toassume high positions in foreign companies or Sino-foreigncompanies within the public servant’s jurisdiction or areaof administration. They cannot obtain personal benefits inexchange for using the influence or power of the publicservant to facilitate the running of others’ business.
