Singhal and Shri Prabhat Mohan & others in the Hon’ble CentralAdministrative Tribunal(CAT), DelhiShri A.K.Singhal and Shri Prabhat Mohan & others had filed Original Applications Nos 266 & 267 of 1994 respectively before principal benchof Hon’ble Central Administrative Tribunal (CAT), Delhi against Union of India challenging the seniority list of Assistant Director Grade-I bearingnos. 3/3/86-Adm-I(B) dated 25.8.1986, 3/5/91-Adm-I(CEA) dated 26.9.1991 & 3/1/93-Adm-I(CEA) dated 4.2.1993 issued by Central ElectricityAuthority.2. The Hon’ble Tribunal delivered its judgement vide its order dated 24.9.1998 with directions to re-determine the seniority list of the applicantsand the private respondents in the OAs. The Ministry of Power filed a review petition with the Hon’ble Tribunal on 2.11.1998, which was rejected bythe Hon’ble Tribunal on 8.12.1998. The Hon’ble Tribunal’s order was challenged by the Ministry of Power vide its Civil Writ Petition no. 1230/1999 inFebruary 1999 in the Hon’ble High Court of Delhi. The Hon’ble High Court delivered its judgement vide its order dated 29.7.2010 upholding theHon’ble Tribunal’s order. Thereafter, the MoP filed a Special Leave Petition before the Hon’ble Supreme Court which was dismissed by the Court on4.4.2011.3. Orders passed by the Hon’ble Court have been examined carefully in consultation with concerned Ministries/ Departments and a decision hasbeen taken to implement the judgement.4. Revised seniority list of officers in the Group ‘A’ junior grade (Assistant Grade -1) as on 01.04.1994 has been prepared keeping in view thedirections given by Hon’ble Courts and subsequent directions given by the Ministry of Power on the subject. A copy of the same is enclosed for theinformation of all concerned. It is requested that the contents of the list may kindly be checked and any typographical error may be intimated latest by31 st May, 2012.
