Bright from the Start: Department of Early Care and LearningRoles, Responsibilities, and OrganizationBright from the Start: Department of Early Care and LearningRoles, Responsibilities, and OrganizationBright from the Start: Georgia Department of Early Careand Learning is responsible for meeting the child care andearly education needs of Georgia's children ages birththrough school age and their families. It administers thenationally recognized Pre-Kindergarten Program, licensesand registers child care centers and home-based child care,administers federal nutrition programs and the Even Startprogram, and houses the Head Start Collaboration Office.Bright from the Start also works to enhance the quality andavailability of early care and education by managing theStandards of Care and Homes of Quality programs,distributing federal funding, and working collaborativelywith Georgia child care resource and referral agencies andother organizations throughout the state.PRE-KINDERGARTEN PROGRAMGeorgia's lottery-funded voluntary universal Pre-Kindergarten Program currently serves approximately 79,000students in 3,950 classes. Georgia's Pre-K Program is one ofthe largest and most comprehensive Pre-K programs in thenation and continues to be a model for other states.Pre-K is offered in public school systems as well asthrough private providers. Children four years of age onSeptember 1st of the current school year whose parents areGeorgia residents are eligible to attend Georgia's Pre-KProgram.Training and professional development are integralparts of all programs administered by Bright from the Start.The program coordinates training and technical assistancefor approximately 15,000 child care workers, early educationproviders, and program sponsors annually.CHILD CARE SERVICESChild Care Services is responsible for licensing andregistering approximately 3,035 child care learning centers,over 5,333 family child care homes, 2,210 informal careproviders, and 252 group day care homes.Licensing consultants conduct annual licensinginspections of all child care facilities and conduct additionalperiodic visits to all child care programs to evaluatecompliance with state requirements and to provideconsultation, training, and technical assistance to child careprograms.Child Care Services also provides regular customerfocusedlicensing orientation sessions for prospectivecenters and group day care homes, responds to inquiriesfrom parents, concerned citizens, and others regarding childcare programs, and processes criminal record checks on alldirectors and family day care home providers.NUTRITION SERVICESThe Nutrition Services program is responsible foradministering the United States Department of Agriculture’sChild and Adult Care Food Program (CACFP) and the SummerFood Service Program (SFSP) for Georgia.
