Secretary,Ministry of <strong>Health</strong> & Family WelfareGovernment of the People's Republic of <strong>Bangladesh</strong>FOREWORDThe Contraceptive Prevalence Surveys conducted during the period from 1979 to 1991 provided rapidfeedback to policymakers <strong>and</strong> program managers on the status of implementation of programs. Thisinformation helped to formulate corrective measures on current program issues <strong>and</strong> to develop future policies<strong>and</strong> plans.A more comprehensive study, the <strong>Bangladesh</strong> <strong>Demographic</strong> <strong>and</strong> <strong>Health</strong> Survey (B<strong>DHS</strong>) wasconducted in <strong>1993</strong>-94. This study provides information on basic national indicators of social progress,including fertility, mortality, contraceptive behavior, <strong>and</strong> matemal <strong>and</strong> child health.B<strong>DHS</strong> data indicate a steady decline in fertility <strong>and</strong> infant mortality <strong>and</strong> a steady increase incontraceptive knowledge <strong>and</strong> use. In addition, results show that a substantial number of <strong>Bangladesh</strong>i womenare either currently spacing or limiting their births or desire to do so. A small family norm thus appears tohave taken root in <strong>Bangladesh</strong>. Policymakers, program managers, <strong>and</strong> family planning personnel at the grassroots level can take great pride in this achievement.Mitra <strong>and</strong> Associates, a private <strong>Bangladesh</strong>i research firm, was given the responsibility forconducting the <strong>Demographic</strong> <strong>and</strong> <strong>Health</strong> Survey <strong>1993</strong>-94 under the auspices of the National Institute ofPopulation Research <strong>and</strong> Training (NIPORT). I am happy to note that they have completed the task withprofessional excellence.A Technical Review Committee was constituted by the Govemment of <strong>Bangladesh</strong> through NIPORT.The Technical Review Committee included representatives from the Govemment, nongovernmental organizations(NGOs), USAID/<strong>Bangladesh</strong>, <strong>and</strong> prominent <strong>Bangladesh</strong>i researchers---another example of the closecooperation between the Government, NGOs, donors <strong>and</strong> research communities in the health <strong>and</strong> familyplanning sector.I thank all parties for this excellent report, the findings of which will be useful in setting the direction<strong>and</strong> priorities of future programs.(Syed Ahmed)xiii
