Secretary,Ministry of Health & Family WelfareGovernment of the People's Republic of BangladeshFOREWORDThe Contraceptive Prevalence Surveys conducted during the period from 1979 to 1991 provided rapidfeedback to policymakers and program managers on the status of implementation of programs. Thisinformation helped to formulate corrective measures on current program issues and to develop future policiesand plans.A more comprehensive study, the Bangladesh Demographic and Health Survey (BDHS) wasconducted in 1993-94. This study provides information on basic national indicators of social progress,including fertility, mortality, contraceptive behavior, and matemal and child health.BDHS data indicate a steady decline in fertility and infant mortality and a steady increase incontraceptive knowledge and use. In addition, results show that a substantial number of Bangladeshi womenare either currently spacing or limiting their births or desire to do so. A small family norm thus appears tohave taken root in Bangladesh. Policymakers, program managers, and family planning personnel at the grassroots level can take great pride in this achievement.Mitra and Associates, a private Bangladeshi research firm, was given the responsibility forconducting the Demographic and Health Survey 1993-94 under the auspices of the National Institute ofPopulation Research and Training (NIPORT). I am happy to note that they have completed the task withprofessional excellence.A Technical Review Committee was constituted by the Govemment of Bangladesh through NIPORT.The Technical Review Committee included representatives from the Govemment, nongovernmental organizations(NGOs), USAID/Bangladesh, and prominent Bangladeshi researchers---another example of the closecooperation between the Government, NGOs, donors and research communities in the health and familyplanning sector.I thank all parties for this excellent report, the findings of which will be useful in setting the directionand priorities of future programs.(Syed Ahmed)xiii
