2.2 <strong>GCF</strong> BodiesPLENARY BODYThe plenary body, which consists of <strong>the</strong> <strong>GCF</strong> state and prov<strong>in</strong>ce representatives, is <strong>the</strong>decisionmak<strong>in</strong>g entity of <strong>the</strong> <strong>GCF</strong>. It renders decisions on all major strategic and governance issues of<strong>the</strong> <strong>GCF</strong>, <strong>in</strong>clud<strong>in</strong>g but not limited to <strong>the</strong> approval of new members, fundamental changes <strong>in</strong> <strong>the</strong>structure of functions of <strong>the</strong> <strong>GCF</strong>, and substantive <strong>GCF</strong> reports. It provides guidance and direction to<strong>the</strong> Secretariat and <strong>the</strong> <strong>GCF</strong> technical/advisory bodies. Each state and prov<strong>in</strong>ce has one (1) vot<strong>in</strong>gmember and <strong>GCF</strong> decisions are made by consensus.TECHNICAL/ADVISORY BODIESTechnical/Advisory Bodies develop recommendations and reports <strong>for</strong> <strong>the</strong> <strong>GCF</strong> plenary on a range oftechnical, policy, <strong>in</strong><strong>for</strong>mational, and o<strong>the</strong>r issues. <strong>GCF</strong> members, stakeholders, and private consultantsmay be recruited to produce and/or provide <strong>in</strong>put on <strong>the</strong> work products of <strong>the</strong> technical/advisorybodies. The <strong>GCF</strong> currently has 7 Technical and Advisory Bodies: 3 Work<strong>in</strong>g Groups established <strong>in</strong>2009 and 4 Task Groups established <strong>in</strong> mid-2010 (see pages 3 and 6, respectively). When active,<strong>the</strong>y report to <strong>the</strong> full <strong>GCF</strong> at <strong>the</strong> bi-annual <strong>GCF</strong> meet<strong>in</strong>gs each year. Technical/Advisory Bodies areled by one person chosen by <strong>the</strong> <strong>GCF</strong> plenary body or by <strong>the</strong> Technical/Advisory Body (if delegated by<strong>the</strong> plenary) with <strong>the</strong> understand<strong>in</strong>g that <strong>the</strong> lead will: guide <strong>the</strong> implementation and development of<strong>the</strong> agreed-upon outcomes and processes; dedicate time to completion of <strong>the</strong> outcomes; oversee anyconsultants hired to deliver specific work products <strong>for</strong> <strong>the</strong> Technical/Advisory Body; and encourage<strong>the</strong> participation of stakeholders and consider <strong>the</strong>ir <strong>in</strong>put. The Technical/Advisory Bodies may alsoorganize workshops and/or o<strong>the</strong>r ad-hoc meet<strong>in</strong>gs or sub-groups to produce specific work related to<strong>the</strong>ir objectives, <strong>for</strong> <strong>in</strong>corporation <strong>in</strong>to <strong>the</strong> Technical/Advisory Body outcomes and ultimatepresentation to <strong>the</strong> <strong>GCF</strong>.<strong>GCF</strong>-STAKEHOLDER FORUMAt each <strong>GCF</strong> meet<strong>in</strong>g (to date held twice per year), <strong>the</strong>re is a meet<strong>in</strong>g of <strong>the</strong> <strong>GCF</strong> plenary and technicaladvisory bodies with stakeholders. This meet<strong>in</strong>g provides a <strong>for</strong>um <strong>for</strong> stakeholders to offer <strong>in</strong>put on<strong>the</strong> <strong>GCF</strong> Task Force’s activities. The <strong>GCF</strong> is <strong>in</strong> <strong>the</strong> process of develop<strong>in</strong>g a <strong>for</strong>mal stakeholder policywith <strong>in</strong>put from stakeholders to <strong>for</strong>malize this and o<strong>the</strong>r opportunities <strong>for</strong> stakeholder <strong>in</strong>put <strong>in</strong>to <strong>the</strong><strong>GCF</strong>’s activities. The proposal will be up <strong>for</strong> discussion <strong>in</strong> Santarém, Pará at <strong>the</strong> 4 th <strong>GCF</strong> meet<strong>in</strong>gSeptember 14-16, 2010, where <strong>for</strong> <strong>the</strong> first time, stakeholders have been <strong>in</strong>vited to attend two fulldays of <strong>the</strong> <strong>GCF</strong> plenary meet<strong>in</strong>g, dur<strong>in</strong>g which <strong>the</strong> <strong>GCF</strong> will discuss its activities <strong>in</strong> depth and takerelevant decisions on <strong>the</strong> future direction of <strong>the</strong> <strong>GCF</strong>.3


3. DESICIONMAKING AND RULES OF PROCEDUREThe follow<strong>in</strong>g rules govern<strong>in</strong>g decisionmak<strong>in</strong>g, composition, and o<strong>the</strong>r aspects of <strong>the</strong> <strong>GCF</strong>’s activities wereadopted by <strong>the</strong> <strong>GCF</strong> members at <strong>the</strong> Belém meet<strong>in</strong>g:Each <strong>GCF</strong> state/prov<strong>in</strong>ce has two <strong>GCF</strong> representatives, which must be designated by <strong>the</strong>Governor.Only one representative from each <strong>GCF</strong> state/prov<strong>in</strong>ce has <strong>the</strong> authority to vote on behalf of<strong>the</strong> state/prov<strong>in</strong>ce.NGOs may be appo<strong>in</strong>ted by <strong>the</strong> Governor of a <strong>GCF</strong> state/prov<strong>in</strong>ce to serve as thatstate/prov<strong>in</strong>ce’s representative to <strong>the</strong> <strong>GCF</strong>.Each <strong>GCF</strong> state/prov<strong>in</strong>ce can designate additional observer/non-vot<strong>in</strong>g governmentalparticipants <strong>in</strong> <strong>GCF</strong> activities.Decisions of <strong>the</strong> <strong>GCF</strong> must be reached by consensus.Where <strong>the</strong>re is no consensus on action items, alternative views will be specifically noted.The chairmanship of <strong>the</strong> <strong>GCF</strong> rotates annually and will be held by a different <strong>GCF</strong>state/prov<strong>in</strong>ce and country every year.The <strong>GCF</strong> membership at <strong>the</strong> time of <strong>the</strong> Belém meet<strong>in</strong>g (June 2009) are to be referred to as <strong>the</strong>“found<strong>in</strong>g members.”New members will have <strong>the</strong> same rights as found<strong>in</strong>g members and have been added as follows:o Current <strong>GCF</strong> members will submit suggestions <strong>for</strong> observer states/prov<strong>in</strong>ces to <strong>the</strong>Chair by <strong>the</strong> first week of August <strong>for</strong> attendance at <strong>the</strong> September meet<strong>in</strong>g.o There is no limit on <strong>the</strong> number of observers that can be suggested, but <strong>the</strong>re might belimited fund<strong>in</strong>g or no fund<strong>in</strong>g <strong>for</strong> non-found<strong>in</strong>g member participants.o Found<strong>in</strong>g <strong>GCF</strong> members can submit <strong>for</strong>mal nom<strong>in</strong>ations to <strong>the</strong> <strong>GCF</strong> after <strong>the</strong> Septembermeet<strong>in</strong>g.o New members must be accepted by consensus.o New members must adopt all key <strong>GCF</strong> documents.o Announcements of new members will occur at <strong>the</strong> UNFCCC Conference of <strong>the</strong> Partiesand be effective at <strong>the</strong> first <strong>GCF</strong> meet<strong>in</strong>g <strong>in</strong> <strong>the</strong> year subsequent to <strong>the</strong> announcement.The Chairs and Secretariat need to confirm with <strong>the</strong> current members that <strong>the</strong>y wish to acceptnew members <strong>in</strong> <strong>the</strong> second half of 2010, and if so what <strong>the</strong> process will entail (similar or <strong>in</strong>addition to <strong>the</strong> process noted above).4. STAKEHOLDER INVOLVEMENT AND 2010 <strong>GCF</strong> ACTIVITIES4.1 THE 4 <strong>GCF</strong> TASKS OF 2010. While <strong>the</strong> <strong>GCF</strong> will pursue <strong>the</strong> larger objectives of <strong>the</strong> Work<strong>in</strong>g Groups <strong>in</strong> 2010,<strong>the</strong> <strong>GCF</strong> Task Force agreed <strong>in</strong> Aceh (May 2000) that <strong>the</strong> primary focus of <strong>the</strong> <strong>GCF</strong> Task Force Work<strong>in</strong>gGroups and members will be on 4 Work Tasks and <strong>the</strong>ir respective outputs. A key result of <strong>the</strong> Day 3 jo<strong>in</strong>t<strong>GCF</strong> Task Force-<strong>Stakeholder</strong> meet<strong>in</strong>g <strong>in</strong> Aceh is that <strong>the</strong> enhanced and more <strong>for</strong>malized <strong>in</strong>volvement ofstakeholders will be a common thread pursued by <strong>the</strong> leads and members of each of <strong>the</strong> four Task Groupsand <strong>the</strong> <strong>GCF</strong> <strong>in</strong> general. <strong>Stakeholder</strong> <strong>in</strong>put with<strong>in</strong> <strong>the</strong> scope of <strong>the</strong> 4 Tasks and 3 Work<strong>in</strong>g Groups4

4.2. COMMUNICATION AND THE <strong>GCF</strong>-STAKEHOLDER COALITION. In order to develop and cultivate a robust <strong>GCF</strong>-<strong>Stakeholder</strong> coalition, <strong>the</strong> <strong>GCF</strong> is committed to proactively provid<strong>in</strong>g <strong>GCF</strong>-related <strong>in</strong><strong>for</strong>mation to <strong>the</strong>stakeholder community. To this end, <strong>the</strong> <strong>GCF</strong> has allocated fund<strong>in</strong>g <strong>for</strong> <strong>the</strong> translation of key documents andcommunications <strong>in</strong>to <strong>the</strong> <strong>GCF</strong> languages (English, Indonesian, Portuguese, and Spanish) and will circulate<strong>the</strong>se documents to <strong>the</strong> <strong>GCF</strong>’s stakeholder contact list. In addition, all event notices, <strong>GCF</strong> contacts, <strong>GCF</strong>documents, and o<strong>the</strong>r key <strong>in</strong><strong>for</strong>mation are regularly posted and updated on <strong>the</strong> <strong>GCF</strong> website,www.gcftask<strong>for</strong>ce.org. The <strong>GCF</strong> currently counts with <strong>the</strong>additional memberships of Acre (Brazil); Campeche (Mexico); Campeche (Mexico); Cross River State (Nigeria); EastKalimantan (Indonesia); and West Kalimantan (Indonesia).2 Article 2(b) of <strong>the</strong> MOUs establishes <strong>the</strong> overall objective of tak<strong>in</strong>g concrete steps toward develop<strong>in</strong>g rules <strong>for</strong> <strong>the</strong><strong>for</strong>est sector that ensure that emissions reductions and sequestrations from subnational activities are (1) real,measurable, verifiable and permanent; and (2) capable of be<strong>in</strong>g recognized <strong>in</strong> compliance mechanisms of eachparty’s state, prov<strong>in</strong>cial, regional, national or <strong>in</strong>ternational programs.3 Louis Blumberg from <strong>the</strong> Nature Conservancy suggests that it is important to recognize <strong>the</strong> role that <strong>the</strong> State ofCali<strong>for</strong>nia is play<strong>in</strong>g <strong>in</strong> proof of concept with <strong>the</strong> development of REDD regulations <strong>for</strong> compliance grade REDDcredits <strong>in</strong> its regulatory program. He states that this is happen<strong>in</strong>g with or without <strong>the</strong> <strong>GCF</strong> Task Force, and that <strong>in</strong>fact <strong>the</strong> <strong>GCF</strong> Task Force was <strong>for</strong>med with <strong>the</strong> expectation that Cali<strong>for</strong>nia’s program would be <strong>the</strong> first opportunity toestablish standards <strong>for</strong> REDD <strong>in</strong> a regulatory program.
