WongThe Hong Kong Bird Watching Society LtdAbstractThe International Black-faced Spoonbill Census is an annual event to provide acomparable figure to assess the health of the globally endangered Black-faced Spoonbill interms of its population and distribution. In the 2007 census, which took place during 19-21January, a total of 1,695 Black-faced Spoonbills were counted, the highest total yet recordedof the species. However, this figure is only 1% higher than in the previous year, a very smallincrease. As in previous censuses, Tainan (Taiwan) and Deep Bay (Hong Kong andShenzhen) were the two areas holding the largest congregations of wintering Black-facedSpoonbills in 2007.IntroductionBlack-faced Spoonbill Platalea minor inhabits coastal areas on the eastern fringe of Asia(Hancock et al. 1992, del Hoyo et al. 1992, Yu and Swennen 2004) and is listed as a globallyendangered species (Collar et al. 1994, Baillie and Groombridge 1996, BirdLife International2000) due to its small known population. This species started to attract the attention ofconservationists in the early 1990s when fewer than 300 individuals were found at a smallnumber of sites in East Asia (Kennerley 1990). Since then, as a result of natural populationexpansion and conservation efforts at some sites, its known population has increased, firstexceeding 1,000 individuals in January 2003 (Yu 2003) and reaching a new high figure of1,679 individuals in the census of 2006 (Yu and Wong 2006).Since 1993, the wintering population of the Black-faced Spoonbills has been assessed byan annual international census. This was a high priority recommendation by Severinghauset al. (1995) and has proved to be an effective and practical means of providing an annualand comparable figure on the population and distribution of wintering Black-facedSpoonbills. The Hong Kong Bird Watching Society, an affiliate of BirdLife International, hascoordinated the international census each year since 2003. This report presents the results ofthe census taken in January 2007.2

MethodThe census period for the winter of 2006/07 was chosen as 19-21 January 2007.Censuses have always been held in mid-winter because this is the period when thespoonbills are thought to be settled at their main wintering sites. Map 1 shows the areacovered by the census and the sites at which spoonbills were found this winter. Surveyswere also carried out in areas of suitable habitat where Black-faced Spoonbills have beenreported in the past. Technical guidelines were sent to surveyors before the census started.Field counts were done in a synchronized manner with the use of binoculars and telescopes.Some other counts in the mid-winter period are also presented in this report.Counting of the spoonbills relies on voluntary efforts from counters includingexperienced bird watchers, conservationists, researchers and ornithologists. The censusresults in Fujian, Hainan, Hong Kong, Japan, Macao, Taiwan and Vietnam are summarizedby coordinators from the respective regions. The counts in South Korea and some parts ofthe coast of mainland China and the Philippines were carried out by individuals who sent inseparate reports.Counts within the Pearl River Estuary were synchronized since the sites (Mai Po inHong Kong, Futian in Shenzhen and Taipa in Macao) lie so near one another that spoonbillscan easily fly from site to site within a day,.Results and discussionOverviewThe census total in January 2007 was 1,695 Black-faced Spoonbills. Though this is theeighth consecutive year with increasing numbers and the census total is the highest yet forthe species (Table 1, Figure 1), it is of some concern that the total is only marginally larger(by 16 birds or 1%) than that of the previous census (1679 birds), representing the lowestrate of increase since the winters 1996-97 and 1998-99 when decreases were noted (table 9).The biggest increases of Black-faced Spoonbill number occurred in mainland China andJapan where there was a total increase of 75 individuals compared to the previous census.However, this was offset by a drop of 65 individuals counted in Taiwan and Vietnam.The two areas with the largest concentrations remain Tainan (Taiwan) and Deep Bay(Hong Kong and Shenzhen), respectively holding 44% and 21% of the known world3

population.Coverage was the widest yet - a total of 68 sites were surveyed by all the participants,with spoonbills found at 44 sites (table 1 and 2), compared to totals of 59 sites surveyed inwinter 2005-06, 61 sites in winter 2004-05, and 54 sites in winter 2003-04. Given the extent ofcoverage and the fact that all the major sites were surveyed, it is unlikely that manyindividuals were missed.Further details and discussion of numbers and trends in each place are given below.TaiwanA total of 790 Black-faced Spoonbills was recorded in Taiwan during the 2007 census.This is a 4% decrease on the figure of 826 individuals recorded in the previous census (table3). Nevertheless, Taiwan still hosts the largest winter congregations of this species and thisyear’s count from the island constituted 47% of the known world population (figure 2). Asin previous years, most spoonbills were found in the Tainan area (including Chi-ku andSitsao), where a total of 754 Black-faced Spoonbills were recorded. Outside of this area, afew individuals were recorded at localities including Chiayi, Ilan, Kaoshiung and Kinmen(Table 1).Pearl River Estuary : Deep Bay (Hong Kong and Shenzhen) and Taipa (Macao)Counts of Black-faced Spoonbills in the Pearl River Delta were conductedsynchronously on all three counting days. The peak count was on 20 January when 404individuals were recorded, of which 320 were on the Hong Kong side of the Deep Bay, 36were at Futian, Shenzhen and the remaining 48 at Taipa, Macao. This year’s count shows amarginal increase of seven birds (2%) compared to the previous census (Table 4). The wholePearl River Delta area holds a total of 24% of the known world population (Figure 2).Coverage in the Deep Bay area enclosed by both Hong Kong and Shenzhen was verygood on the counting days. Sites surveyed included the Mai Po Inner Deep Bay Ramsar Site,Lok Ma Chau fishponds, the outer Deep Bay inter-tidal area, the Hong Kong Wetland Parkand Nam Sang Wai (all in Hong Kong) as well as the Futian National Nature Reserve inShenzhen. The total count in the Deep Bay area (including both Hong Kong and Shenzhen)constitutes 21% of the world population of Black-faced Spoonbill (Figure 2).In Macao, there was a small decrease by three birds (6%) compared to the previousyear. The wetland for the Black-faced Spoonbills in Macao is diminishing in size as a result4

of development for tourism (Table 4).China Mainland and Hainan IslandA total of 247 Black-faced Spoonbills were counted elsewhere along the coast ofcontinental China and on Hainan Island (Table 5), comprising 16% of the census total(Figure 2). This is the highest number yet for this area and is 20% up on the previous year’stotal of 206 birds, thus a considerable increase.Sites with significant numbers of Black-faced Spoonbills in the previous two censuseswere again surveyed in 2007 and found to hold good numbers. Of note were the counts of72 birds at Haifeng (Guangdong), 66 at Beili Bay, Dongfang (Hainan) and 59 at Xinhua Bay(Fujian), which together constitute 12% of the census total. Smaller numbers were also foundat other places, including Yenchang and Nanjiang (Jiangsu), Chongming Dongtan(Shanghai), Xiapu and Xiamen (Fujian) and Lingao (Hainan). The bird at Nanjiang was arare inland record.The actual number of the Black-faced Spoonbills present in China mainland and onHainan Island in winter 2006-07 could be higher than this figure. Two birds were noted atShankou Nature Reserve, Guangxi in early January but not found during the census period,and a flock of 36 Black-faced Spoonbills present at Chonghua River estuary, Dongfang(Hainan) on 21 January was not added to the census total due to fears of double-counting,66 birds having been counted the previous day at nearby Beili Bay. Further investigationand synchronous counts are needed in future to provide a more complete figure for thisarea.Red River Delta, VietnamA total of 45 Black-faced Spoonbills were recorded in Xuan Thuy in this year’s census(Table 1 and 6), which is almost 40% lower than in the previous year and thus indicates aconsiderable decline. Ha Nam Island was also surveyed but no spoonbills were found.This count constitutes 2.6% of the census total (Figure 2). Though previously one ofthree largest wintering sites for Black-faced Spoonbill, Xuan Thuy’s importance for thespecies is declining. Other sites along the south China coast and on Hainan Island are nowreplacing Xuan Thuy as globally important sites for wintering Black-faced Spoonbills (seethe previous section: China mainland and Hainan Island).JapanA total of 189 Black-faced Spoonbills were recorded in western Japan and on the5

Nasei-shoto Islands (Table 1). This figure, constituting 11% of the known world population(Figure 2), is the highest winter census total yet for this species in Japan (Table 7), up 22% onthe previous total. The largest wintering group in Japan was a flock of 32 birds in the area ofKumamoto New Port and Shira-kawa River estuary (Table 1). In addition, two singles wererecorded in Ibaragi and Tottori Prefectures, indicating that this species might be expandingto the east on Kyushu Island.Republic of KoreaA total of 20 Black-faced Spoonbills were recorded during the census at the traditionalsite on Jeju Island. Hence, at least 1% of the world population is utilizing this site in winter(Figure 2). The number of wintering Black-faced Spoonbills at this site remains relativelystable within a range of 14-29 birds (Table 1 and 8). However, the site is now threatened by adevelopment project in the area involving a marine resort.There were also reports of 10 Black-faced Spoonbills at the Nakdong River estuary nearBusan during the census period and a single bird among a flock of 28 Eurasian SpoonbillsPlatalea leucorodia at Cheonsu Bay, Seosan in January 2007. However, no photographicevidence could be provided to substantiate these records, both at regular wintering sites forthe similar Eurasian Spoonbills, and further information is welcome to support theoccurrence of Black-faced Spoonbill at these sites in winter.ThailandNone was reported during the census period, but a single bird was found nearBangkok on 16-23 February 2007 (Table 1). In the past, a few odd birds have occurred in thearea of the Gulf of Thailand.[The Philippines]There were no reports of Black-faced Spoonbills from the Philippines this winter.Whilst the Philippines are at present peripheral to its main wintering range, with a very fewbirds recorded, the upward trend in the world population of Black-faced Spoonbill is likelyto lead to further records on these islands and indeed elsewhere outside of its normal range.Such reports are very much welcome.ConclusionThe increase in the world population of Black-faced Spoonbill, as indicated by thecensus of January 2007, is relatively insignificant in comparison to the strong increasesshown in the previous seven censuses. This year’s increase of just 1% compares to an6

average year on year increase of about 14% (Table 9) since the commencement of annualcensuses in winter 1993-94. Nevertheless, the census total of 1,695 individuals of thisglobally endangered species is the highest yet and is encouraging for the conservation of thespecies.This census shows that Black-faced Spoonbills still depend on a very small number ofsites in winter . The Tainan (Taiwan) and Deep Bay areas (Hong Kong and Shenzhen)together support of 65% of the known world wintering population. The increases ofwintering population in China mainland and Japan in the recent censuses provide a hintthat more birds would go to other wintering sites. This is a good trend because highcongregation to one or a few sites would only make the species susceptible to threats ofhabitat degradation and destruction, and any avian disease. An intriguing case is theoutbreak of avian botulism in winter 2002-03 that killed a total of 73 Black-faced Spoonbillsin Taiwan.In the light of the 2007 census, the 1% population mark for Black-faced Spoonbill is setat 17 individuals. A total of 13 sites held at least 17 birds in the 2007 census and thereforequalified as internationally important sites for the species. These sites are:• Tsengwen River estuary area, Tainan – 754 birds (44%),• Deep Bay, Hong Kong and Shenzhen – 356 birds (21%),• Haifeng, Guangdong – 72 birds (4%),• Beili Bay, Dongfang, Hainan – 66 birds (4%),• Xinhua Bay, Fuqian and Putian, Fujian – 59 birds (3.5%),• Taipa, Macao – 48 birds (3%),• Xuan Thuy National Park, Red River Delta – 45 birds (3%),• Kumamoto New Port and Shira-kawa River estuary, Kumamoto – 32 birds (2%),• Funing Bay, Xiapu, Fujian – 23 birds (1%),• Kagami River estuary, Kumamoto – 23 birds (1%),• Imazu-Higata, Fukuoka – 20 birds (1%),• Manose River estuary, Kagoshima – 20 birds (1%) and• Seongsanpo and Hado-ri fishponds, Jeju Island – 20 birds (1%).A flock of 20 Black-faced Spoonbills was also found at Putai, Chiayi (Taiwan), but thissite is not a regular wintering site for the spoonbill. Some sites such as the Tatara Riverestuary, Fukuoka, the Beppu River estuary, Kagoshima and the Bin River, Okinawa (allJapan) held 14 to 15 birds during this census and were therefore close to meeting the 1%criterion.7

To conclude, the Black-faced Spoonbill’s population is recovering from the very lowfigure of the late 1980s to reach over 1,600 individuals in the winter censuses of 2006 and2007. Such increases are encouraging, but there is still a long way to go before the speciescan be considered safe from extinction. A large proportion of the population still dependson a very small number of coastal sites in the East Asia region. The major risks to thespoonbill are pressure from development leading to habitat destruction and degradation.8

有 些 地 區 距 離 咫 尺 , 例 如 香 港 米 埔 、 深 圳 福 田 和 澳 門 路 環 , 都 是 位 於 華 南 珠 江 河 口 地 區 ,琵 鷺 可 於 一 天 內 飛 達 這 幾 個 地 點 。 因 此 , 這 些 地 點 的 點 算 工 作 有 需 要 同 步 進 行 。結 果 及 討 論綜 觀2007 年 普 查 期 間 共 錄 得 1,695 隻 黑 臉 琵 鷺 , 這 是 新 高 數 字 ( 表 1, 圖 1), 但 較 2006 年 普查 所 得 的 1,679 隻 僅 多 了 16 隻 或 1% 的 上 升 , 這 個 升 幅 是 眾 多 年 普 查 中 最 輕 微 的 。 除 了在 1996-97 冬 季 和 1998-99 冬 季 年 ( 表 9) 有 輕 微 下 降 外 , 這 是 連 續 八 年 有 上 升 趨 勢 。中 國 大 陸 和 日 本 同 共 錄 得 比 上 年 多 75 隻 黑 臉 琵 鷺 , 升 幅 較 其 他 地 區 為 大 。 而 台 灣 和 越南 則 較 上 年 一 共 少 了 65 隻 。 台 灣 台 南 和 珠 江 三 角 洲 ( 香 港 、 澳 門 和 深 圳 ) 仍 是 兩 大 越 冬地 , 分 別 佔 全 球 總 數 44% 和 21%。 以 下 是 每 個 地 區 的 詳 盡 資 料 和 分 析 。參 與 是 次 黑 臉 琵 鷺 全 球 同 步 普 查 的 人 員 共 考 察 了 68 個 調 查 地 點 , 其 中 44 個 有 黑 臉 琵 鷺紀 錄 ( 見 表 1 和 表 2)。 調 查 的 覆 蓋 範 圍 是 歷 年 最 多 的 (2005-06 年 冬 :59 個 ,2004-05 年冬 :61 個 ,2003-04 年 冬 :54 個 ), 但 越 冬 種 群 的 總 數 卻 沒 有 明 顯 增 加 。 由 於 所 有 重 要的 渡 冬 地 都 已 經 覆 蓋 , 漏 數 一 些 琵 鷺 的 機 會 不 大 。 以 下 是 關 於 各 地 黑 臉 琵 鷺 越 冬 地 數 量及 趨 勢 的 討 論 。台 灣在 2007 年 普 查 中 , 台 灣 共 錄 得 790 隻 黑 臉 琵 鷺 。 這 個 數 目 較 上 年 826 隻 下 降 了 百 分 之四 ( 見 表 三 )。 即 使 如 此 , 台 灣 仍 是 最 大 的 越 冬 地 , 佔 全 球 已 知 總 數 的 47%( 見 圖 2)。754隻 琵 鷺 是 在 台 南 地 區 錄 得 , 包 括 七 股 和 四 草 。 其 他 的 少 數 則 分 別 於 嘉 義 、 宜 蘭 、 高 雄 及金 門 等 地 區 錄 得 ( 見 表 1)。珠 江 河 口 ( 包 括 香 港 和 深 圳 的 后 海 灣 , 以 及 澳 門 氹 仔 路 環 )珠 江 河 口 的 黑 臉 琵 鷺 普 查 是 以 同 步 方 式 進 行 , 在 1 月 20 日 , 有 最 多 的 404 隻 記 錄 , 當中 的 320 隻 是 香 港 后 海 灣 地 區 ,36 隻 於 福 田 和 深 圳 , 澳 門 氹 仔 路 環 則 有 48 只 。 較 上 年只 是 略 多 七 隻 或 2% 的 升 幅 ( 見 表 4), 但 仍 佔 全 球 已 知 的 數 目 達 百 分 之 二 十 四 ( 見 圖 2)。香 港 和 深 圳 兩 地 的 普 查 覆 蓋 範 圍 相 當 高 , 包 括 米 埔 內 后 海 灣 國 際 重 要 濕 地 、 落 馬 洲 魚 塘區 、 外 后 海 灣 潮 澗 帶 ( 流 浮 山 至 稔 灣 ), 天 水 圍 香 港 濕 地 公 園 、 以 及 福 田 國 家 級 自 然 保 護區 。 后 海 灣 ( 包 括 香 港 和 深 圳 ) 的 總 數 佔 全 球 黑 臉 琵 鷺 21%( 見 圖 2)。11

澳 門 的 數 目 較 2006 年 減 少 了 三 隻 或 6%, 但 該 處 的 濕 地 卻 因 為 發 展 旅 遊 而 續 漸 消 失 ( 見表 4)。中 國 大 陸 和 海 南 島今 年 在 中 國 大 陸 和 海 南 島 共 錄 得 247 隻 琵 鷺 ( 見 表 5), 佔 全 球 已 知 種 群 16%( 見 圖 2)。 這除 了 是 一 個 新 高 數 目 , 亦 較 前 年 206 隻 有 高 達 20% 增 幅 。在 前 兩 次 普 查 發 現 中 國 大 陸 沿 海 的 主 要 越 冬 地 , 今 年 仍 有 不 少 的 黑 臉 琵 鷺 : 廣 東 海 豐72 隻 , 海 南 東 方 北 黎 灣 66 隻 , 福 建 興 化 灣 59 隻 。 這 三 個 地 點 的 總 數 佔 全 球 已 知 數 量12%。 除 此 , 少 量 的 黑 臉 琵 鷺 亦 在 普 查 期 間 出 現 於 其 他 地 點 , 包 括 江 蘇 鹽 城 和 南 京 ( 罕有 的 內 陸 紀 錄 )、 上 海 崇 明 東 灘 、 福 建 霞 浦 和 廈 門 、 海 南 臨 高 。在 2006-07 年 冬 季 , 中 國 大 陸 和 海 南 島 的 黑 臉 琵 鷺 實 際 數 字 可 能 更 高 。 一 月 初 在 廣 西 山口 有 兩 隻 琵 鷺 的 紀 錄 , 但 在 普 查 當 天 卻 不 見 了 。 在 一 月 二 十 一 日 , 海 南 東 方 昌 化 河 有 一群 36 隻 的 黑 臉 琵 鷺 , 接 近 該 地 的 北 黎 灣 卻 於 一 月 二 十 日 進 行 調 查 。 在 未 來 , 這 兩 個 區域 有 需 要 進 行 更 多 或 同 步 的 調 查 , 以 確 定 數 位 的 全 面 性 。越 南 紅 河 口春 水 國 家 公 園 是 越 南 最 大 的 黑 臉 琵 鷺 越 冬 地 , 今 年 共 錄 45 隻 琵 鷺 , 較 上 年 有 近 四 成 的下 降 ( 表 1 及 表 6)。 哈 南 島 亦 有 進 行 普 查 , 但 沒 有 發 現 黑 臉 琵 鷺 。春 水 國 家 公 園 曾 是 黑 臉 琵 鷺 的 第 三 大 越 冬 地 , 在 是 次 的 普 查 中 佔 全 球 已 知 總 數 2.6%,重 要 性 明 顯 下 降 。 現 在 南 中 國 和 海 南 島 已 取 代 春 水 為 第 三 大 越 冬 地 點 ( 見 中 國 大 陸 及 海南 島 一 段 )。日 本日 本 西 面 和 西 南 群 島 共 錄 得 189 隻 琵 鷺 ( 表 1), 這 個 數 目 佔 全 球 11%( 圖 2), 較 上 年 有22% 的 升 幅 , 亦 創 歷 史 新 高 ( 表 7)。 最 大 的 群 落 是 位 於 九 州 島 熊 本 縣 新 港 和 白 川 水 源 河口 ( 表 1), 另 有 兩 個 單 獨 黑 臉 琵 鷺 於 茨 城 縣 和 鳥 取 縣 的 紀 錄 , 顯 示 琵 鷺 在 九 州 島 有 向 東面 擴 展 的 趨 勢 。韓 國是 次 普 查 在 濟 州 島 錄 得 20 隻 琵 鷺 , 全 球 最 少 有 1% 琵 鷺 利 用 該 島 越 冬 ( 圖 2)。 琵 鷺 的 數目 由 14 至 29 隻 , 多 年 來 相 對 穩 定 ( 表 1 和 8)。 但 該 地 正 面 臨 發 展 渡 假 村 的 威 脅 。12
