6. How has the increase of the Special Telephone Call (STC) tax affected the <strong>VIP</strong> <strong>Plans</strong>?Due to the recent 10% GCT added to STC tax the following changes will be made to the <strong>VIP</strong>plans.<strong>For</strong> Prepaid customers the minutes in your plan will be reduced to account for the increase innew tax.i. Therefore your <strong>VIP</strong> Talk plan with 250 minutes has now been reduced to 240 minutes,while the subscription fee remains unchanged at $450.ii.Your <strong>VIP</strong> Talk Unlimited Plan with 1350 minutes has also been reduced to 1180 minuteswhile the subscription fee remains unchanged at $900<strong>For</strong> Postpaid customers, the tax will be charged as a line item on the Postpaid bill for all minutesused. The plan minutes and subscription fee will remain unchanged.<strong>For</strong> customers currently on a <strong>VIP</strong> Plan purchased before the change, there will also be areduction in available usage minutes. Reduced minutes will also apply when your plan isrenewed.7. Nielson (R) has a bill pending thatwould provide for the direct election of StateBoard of Education members, repealing theinvolvement of the governor’s nominatingcommittee in the selection process. The billwould maintain the elections as nonpartisanand move the election to oddnumberedyears. He believes voter turnoutwould improve, as repositioning the timingof the election would significantly raise itsvisibility level.The congressman is confident the public“political will” does not exist for partisanelections. Further, he believes on principlethat partisan politics would be unnecessarilydivisive and should have no place ineducation. He acknowledged it would fall tothe individual candidates themselves topublicize their campaign platforms so thepublic could make an informed choice in anonpartisan race.Responding to questions, Rep. Nielson saidthat although the governor’s committee doeshave a vetting process, it is better to trust thevoters’ instincts. Eliminating the committeeand establishing a direct election is the mostimportant aspect of his bill. Although it hasnot yet been numbered or given a fiscal note,the bill does have bi-partisan support.Peter Cannon, speaking in favor of apartisan State Board of Education election,said political parties are a vital, and not evil,part of the electoral process. The financialand public relations support political partiescan provide for candidates are crucial.In his own case, several grassrootsorganizations, including The 9/12 Projectand Utah Eagle <strong>For</strong>um, offered him theirsupport. Otherwise, he believes he couldnever have personally knocked on enough ofthe 28,000 voters’ doors to win election tohis district’s school board. Such grassrootsorganizations essentially function aspolitical parties, in that they have thestructure and the resources for getting acandidate’s message to enough voters. Theyserve to educate the public on the issuesinvolved, as well as the candidates’ differingviews.3


12. Can I join multiple groups simultaneously?Yes. You can have a maximum of three (3) groups of varying sizes BUT you cannot havemore than 10 “friends”. (Your number is not counted as a friend. To find out how manyfriends you have, subtract your own number from each group size you have) E.g. you canhave:o 3 ‘Group of 2 persons’ *plans i.e. you have 3 friendso 1 ‘Group of 2 persons’ plans (1 friend) and 2 ‘Group of 5 persons’ – (4 friends each= 8) i.e. you have 9 friendso 2 ‘Group of 5 persons’ – ( 4 friends each = 8), and 1 ‘Group of 3 persons’) (2friends) i.e. you have 10 friends13. If I am a <strong>Digicel</strong> Postpaid customer, can I create a <strong>VIP</strong> group with a Prepaid customer?Yes. It is possible to have a <strong>VIP</strong> group created with any of the following combination of<strong>Digicel</strong> customers. Prepaid ONLY Postpaid ONLY Postpaid and Prepaid (mixed)14. Is the master pay option now available if I’m signing up for a group of two?Yes. The master pay option is available for groups of two.15. What is the maximum number of persons that can be in a group?Each group must have a maximum of 2 persons16. I am a Postpaid customer. If I choose to join a <strong>VIP</strong> plan, will I be required to pay my regularmonthly subscription in addition to a <strong>VIP</strong> subscription?Yes. All Postpaid users will be required to pay monthly subscriptions for BOTH the <strong>VIP</strong> planand their selected rate plan.


17. If I renew my <strong>VIP</strong> <strong>Voice</strong> plan before the expiration date, do I lose any days from my service? No. If you renew the plan before it expires the <strong>VIP</strong> application resets your expiry date to 30days after your initial expiry date and NOT your renewal date. Therefore, you will not loseany time from the service.18. Is there any time restriction on the activation process?Yes. The following restrictions apply:Process Details Time FrameConfirm MembershipThis is the time it gives for allmembers to confirm that theyare interested in joinInitializationThis is the time the system takesto set up the group i.e. the timefrom the first code is sent to allmembers added. Can I check my <strong>VIP</strong> Call minutes balance?2 hours30 minutes2 hoursIf you are a Prepaid customer you can check your Call minutes balance by dialling *145#. Ifyou are a Postpaid customer you can dial Customer Care to query you’re your Call minutesbalance.The Prepaid <strong>VIP</strong> balance that is given is quoted in monetary value.‣ Eg. If a customer has 50 <strong>VIP</strong> minutes when he/she checks the balance they will see$500 (50mins x $10 per min).20. Can I check my <strong>VIP</strong> SMS balance?If you are a Prepaid customer you can check your SMS balance by dialling *120*2#. If youare a Postpaid customer you can dial Customer Care to query your SMS balance.21. If I am in a Corporate Closed User Group can I join any of the plans?No. <strong>VIP</strong> is only available to customers NOT in a Corporate CUG.


22. If I am a Postpaid customer will calling my <strong>VIP</strong> affect my bundle minutes?No. <strong>VIP</strong> calls do not affect your bundled minutes. It will not affect Rollover minutes.23. How will charges be displayed on my monthly bill?The summary sheet of your bill will indicate the Subscription fee for Postpaid accounts.Subscription for Postpaid accounts will be displayed as “<strong>VIP</strong> Subscription Fee”.24. Do I need to change my <strong>Digicel</strong> telephone number to be a member of a <strong>VIP</strong> group?No. you do not need to change your <strong>Digicel</strong> telephone number in order to be a member of a<strong>VIP</strong>. <strong>Digicel</strong>’s <strong>VIP</strong> service allows any combination of <strong>Digicel</strong> Prepaid and Postpaid numbers tobe members of a <strong>Digicel</strong>’s <strong>VIP</strong>.Once your <strong>Digicel</strong> number is added to a <strong>VIP</strong>, the system will recognize that you are part ofthe group, and not charge you when you call other numbers in that same group. Also, othermembers of the same will not be charged when they call you.25. Can I include a number registered to another network in my <strong>VIP</strong> plan?No. Only <strong>Digicel</strong> numbers can be included in a <strong>Digicel</strong> <strong>VIP</strong>. No other telecommunicationservice provider’s number can be included in <strong>Digicel</strong>’s <strong>VIP</strong>.26. If I am a prepaid user, can I still add credit using phone cards?Yes. Prepaid users will still be able to use all existing and available methods (e.g. Plasticcards, Direct Flex, Flex E etc.) to add credit to their account. Adding credit to Prepaid useraccounts will allow them to make calls to numbers outside the <strong>VIP</strong> or use any other <strong>Digicel</strong>service. You will need to top up in order to continue the service every month.27. When I am roaming will I pay for calls made to or received from other members of my group?The benefits for <strong>VIP</strong> users are only available within the home network. Therefore once a <strong>VIP</strong>customer is roaming, all roaming charges will be applied to their account.


<strong>VIP</strong> /Roaming Example #1: If a <strong>Digicel</strong> <strong>Jamaica</strong> customer is roaming in the USA and callsa member of his/her <strong>VIP</strong> in <strong>Jamaica</strong>, roaming call charges will be applied as per usual.(I.e. The customer will be charged at the regular roaming rates.)<strong>VIP</strong> /Roaming Example #2: If a member of the in <strong>Jamaica</strong> calls another member of thewho is roaming in the USA, the roaming member will be charged the applicable roamingcharge, however the member in <strong>Jamaica</strong> will not be charged for making that call.28. As a Prepaid user, will I still be able to use <strong>Digicel</strong>’s “Call Me” service?Yes. “Call Me” will still be available to all Prepaid <strong>VIP</strong> customers based on the existingguideline. You will need to have less than $3.00 available Prepaid credit before you are ableto send a “Please Call Me” message. Feel free to contact us for further details on how to use<strong>Digicel</strong>’s “Call Me” service.29. As a Prepaid customer will I be able to make calls while my account is airtime expired?No. If your account becomes airtime expired during the period you will not be able to makecalls.30. As a Postpaid customer will I be able to make calls while my account is inactive?If your account becomes one-way barred, two-way barred, suspended or terminated withinthe service period, you will not be able to make calls to person in your group. If you are oneway barred you will be able to receive calls from members of your group (they will not becharged to call you).
