Timothy M. Burgess, was the Federal Co-chair representing the UnitedStates Attorney General’s Office through January 2006 when he wasappointed to serve as a judge on the U.S. District Court. Mr. Burgess wasnominated by President George W. Bush to be United States Attorney forthe District <strong>of</strong> <strong>Alaska</strong> in September 2001. Mr. Burgess serves on the 16-member Attorney General's Advisory Committee, co-chairs the<strong>Department</strong>'s Environmental Crimes Policy Committee <strong>and</strong> chairs the Anti-Terrorism Task Force for <strong>Alaska</strong>. Prior to his appointment as United StatesAttorney, Mr. Burgess served as an Assistant United States Attorney for 12years.David W. Márquez is the State Co-chair representing the <strong>Alaska</strong> AttorneyGeneral's Office. Governor Frank H. Murkowski appointed David W.Márquez as Attorney General for the State <strong>of</strong> <strong>Alaska</strong> on March 31, 2005,<strong>and</strong> he assumed the role <strong>of</strong> State Co-chair at that time. Márquez is agraduate <strong>of</strong> Northwestern University <strong>and</strong> the University <strong>of</strong> Wisconsin <strong>Law</strong>School. He was admitted to the <strong>Alaska</strong> Bar in 1973. He began his legalcareer with a private law firm in Anchorage doing title opinions for theTrans-<strong>Alaska</strong> Pipeline prior to construction. He later became GeneralCounsel <strong>of</strong> Alyeska Pipeline Service Company that operates TAPS. Heworked for ARCO for over 20 years where he was an Associate GeneralCounsel serving in Anchorage as Vice President <strong>and</strong> Chief Counsel forARCO <strong>Alaska</strong> <strong>and</strong> also Vice President <strong>of</strong> External Affairs <strong>and</strong>Environment, Health <strong>and</strong> Safety for ARCO <strong>Alaska</strong>. He served twice as theChair <strong>of</strong> the Board <strong>of</strong> Junior Achievement <strong>of</strong> <strong>Alaska</strong> <strong>and</strong> was also Chair <strong>of</strong>the Board <strong>of</strong> the <strong>Alaska</strong> State Chamber <strong>of</strong> Commerce. Prior to hisappointment as Attorney General, Márquez served as the Chief AssistantAttorney General, Legislative <strong>and</strong> Regulations Section in the <strong>Alaska</strong><strong>Department</strong> <strong>of</strong> <strong>Law</strong> <strong>and</strong> as the Acting Deputy Attorney General, CivilDivision for the <strong>Department</strong>.Deborah M. Smith is the Acting Federal Co-chair, representing the UnitedStates Attorney’s Office. Ms. Smith was appointed Acting U.S. Attorneyin 2006, having served as the First Assistant U.S. Attorney for <strong>Alaska</strong> from2002-2006 <strong>and</strong> from 1983-1987. She also served as the Chair <strong>of</strong> the JointCoordination Group <strong>of</strong> the Antiterrorism Advisory Council <strong>of</strong> <strong>Alaska</strong>,2004-2006. Ms. Smith began her career in <strong>Alaska</strong> as an Assistant PublicDefender. She later served as the New Engl<strong>and</strong> Bank Fraud Task ForceDirector <strong>and</strong> Deputy Chief <strong>of</strong> the Environmental Crimes Section,Environment <strong>and</strong> Natural Resources Division, U.S. <strong>Department</strong> <strong>of</strong> Justice,in Washington, D.C. Before attending law school, Ms. Smith was theeducation editor for the Fort Lauderdale News in Florida.Bruce M. Botelho representing the <strong>Alaska</strong> Municipal League, is currentlyMayor <strong>of</strong> the City <strong>and</strong> Borough <strong>of</strong> Juneau, <strong>Alaska</strong>, an <strong>of</strong>fice he held oncebefore. He served as <strong>Alaska</strong>’s Attorney General from January 1994 untilDecember 2002. He received both his undergraduate <strong>and</strong> law degrees fromWillamette University in Salem, Oregon. He also completed his B.A.equivalent from Ruprecht Karl University in Heidelberg, Germany. Hebegan his legal career in 1976 as an Assistant Attorney General <strong>and</strong> laterserved as Deputy Commissioner <strong>of</strong> the <strong>Alaska</strong> <strong>Department</strong> <strong>of</strong><strong>Alaska</strong> Rural Justice <strong>and</strong> <strong>Law</strong> Enforcement Commission - Page 68
