Exp<strong>and</strong> the Use <strong>of</strong> New TechnologiesThe Commission recommends (a) increasing access to reasonably priced Internet<strong>and</strong> other telecommunications technology for police <strong>and</strong> public safety <strong>of</strong>ficers in rural<strong>Alaska</strong>; (b) changing the current regulations that support <strong>and</strong> subsidize the <strong>Alaska</strong>Federal Health Care Access Network (AFHCAN) telehealth program to allow rural<strong>Alaska</strong> police, public safety <strong>of</strong>ficers, <strong>and</strong> court <strong>of</strong>ficers to utilize excess b<strong>and</strong>width tosupport Internet access <strong>and</strong> email at the village level; (c) improving <strong>of</strong>ficer-to-<strong>of</strong>ficercommunications by st<strong>and</strong>ardizing equipment <strong>and</strong> providing more equipment to villagebased<strong>of</strong>ficers; (d) creating a system <strong>of</strong> regional 911 dispatch centers that have access toa comprehensive database <strong>of</strong> police <strong>and</strong> public safety services; <strong>and</strong> (e) opening eligibilityfor tribes <strong>and</strong> rural <strong>Alaska</strong> police <strong>and</strong> public safety <strong>of</strong>ficers to Homel<strong>and</strong> Securityprograms <strong>and</strong> funding. 136Because there is a need to utilize developing technologies to facilitate probationsupervision in rural (as well as urban) <strong>Alaska</strong>n communities, the <strong>Department</strong> <strong>of</strong>Corrections should be encouraged to develop a pilot project to evaluate the use <strong>of</strong>electronic monitoring technology in rural <strong>Alaska</strong> <strong>and</strong> include training on the use <strong>of</strong> thistechnology to rural public safety personnel. Current electronic monitoring technology,utilizing Global Positioning System (GPS), can closely track a probationer’s location <strong>and</strong>may be preferable to other probation methods under certain circumstances. 137The Commission recommends that the ABC Board develop a statewide databasefor collecting, maintaining, <strong>and</strong> retrieving all alcohol written orders <strong>and</strong> all transactions<strong>of</strong> the community distribution centers. With the new database, the State will be able tocoordinate the records <strong>of</strong> purchases from liquor stores <strong>and</strong> distribution sites <strong>and</strong> liquorstores will also be able to determine whether a proposed written order purchaser hasalready purchased his/her monthly legal limit, thereby helping to ensure that prohibitedindividuals do not make purchases. 138135 Recommendation 51.136 Recommendation 45.137 Recommendation 52.138 Recommendation 53.<strong>Alaska</strong> Rural Justice <strong>and</strong> <strong>Law</strong> Enforcement Commission - Page 61
