In this process, it is important that the authorities <strong>and</strong>responsibilities <strong>of</strong> probation <strong>of</strong>ficers <strong>and</strong> <strong>Alaska</strong> State Troopers continue to be separate.7. Build Additional CapacityThe Commission finds that there is a significant lack <strong>of</strong> infrastructure supportingpolice <strong>and</strong> public safety functions in rural <strong>Alaska</strong>, which undermines the safety <strong>of</strong> rural<strong>Alaska</strong>ns <strong>and</strong> negatively affects recruitment <strong>and</strong> retention <strong>of</strong> police <strong>and</strong> public safety<strong>of</strong>ficers. To help remedy this situation, the Commission recommends that the Statedevelop, improve, <strong>and</strong> maintain the infrastructure that supports the delivery <strong>of</strong> police <strong>and</strong>public safety services in rural <strong>Alaska</strong> in the following categories:• Housing: The Commission encourages (a) streamlining the approval process <strong>and</strong>prioritization <strong>of</strong> HUD homes for use by police <strong>and</strong> public safety <strong>of</strong>ficers in ruralvillages; (b) exploring other available <strong>and</strong> currently vacant federal, state, <strong>and</strong> publichousing that may be available for use by police <strong>and</strong> public safety <strong>of</strong>ficers; <strong>and</strong> (c)changing the eligibility rules for federal rural housing programs that are nowavailable for teachers 117 <strong>and</strong> health providers to include funding for police <strong>and</strong> publicsafety <strong>of</strong>ficers. Although not directly related to law enforcement, the samerecommendation also applies to other pr<strong>of</strong>essionals whose services are so badlyneeded in rural <strong>Alaska</strong>, including those working to prevent <strong>and</strong> treat the problems <strong>of</strong>domestic violence, child abuse, <strong>and</strong> sexual assault. In some locations, theconstruction <strong>of</strong> rental units should be considered. 118• <strong>Law</strong> enforcement transportation: The Commission recommends increasing theavailability <strong>of</strong> appropriate vehicles for intra-community use by local police <strong>and</strong> publicsafety <strong>of</strong>ficers in rural <strong>Alaska</strong>. Additional upgrades to inter-communitytransportation infrastructure should also be sought, <strong>and</strong> VPSOs, tribal police, <strong>and</strong>other village-based law enforcement <strong>of</strong>ficers should be able to access publictransportation systems on the same terms as other law enforcement <strong>of</strong>ficers.• <strong>Law</strong> enforcement <strong>of</strong>fices <strong>and</strong> holding facilities: The Commission recommendsproviding adequate <strong>of</strong>fice <strong>and</strong> holding facilities, including maintenance <strong>and</strong>operational funding, in rural communities commensurate with the type <strong>of</strong> police orpublic safety <strong>of</strong>ficer <strong>and</strong> community need, in a manner that will ensure continuity inpublic safety services.• <strong>Law</strong> enforcement equipment: The Commission recommends providing adequate <strong>and</strong>appropriate equipment to rural police <strong>and</strong> public safety <strong>of</strong>ficers.The State should seek funding to construct multipurpose facilities with anapartment, an <strong>of</strong>fice, <strong>and</strong> a holding cell for the <strong>Alaska</strong> State Troopers in larger underservedvillage locations. Qualified State Troopers who are currently assigned to hubcommunities should be reassigned to these new posts in “sub-hub” villages such asGambell <strong>and</strong> Holy Cross.
