. Commission staff. The <strong>Alaska</strong> Native Justice Center will serve asprimary staff for the Commission.c. Additional Support. The Commission recognizes that from time to timethose supporting <strong>and</strong> affected by the actions <strong>of</strong> the Commission shall becalled upon to assist with the work <strong>of</strong> the Commission. These mayinclude, but are not limited to, the <strong>Alaska</strong> Federation <strong>of</strong> Natives, RegionalNative Non-Pr<strong>of</strong>its, the <strong>Alaska</strong> Inter-Tribal Council, the <strong>Alaska</strong> CourtSystem, <strong>and</strong> the State <strong>of</strong> <strong>Alaska</strong> <strong>Department</strong>s <strong>of</strong> Health <strong>and</strong> SocialServices <strong>and</strong> Corrections.d. Work Groups. The Commission may establish Work Groups to addressspecific issues <strong>and</strong> develop options for consideration by the Commission.A Work Group may be chaired by a Commission member <strong>and</strong> liaisonsfrom the Commission to the Work Groups may be appointed at thediscretion <strong>of</strong> the Co-chairs. Work Groups are open to any Commissionmember <strong>and</strong> such other individuals as the Co-chairs believe wouldenhance the functioning <strong>of</strong> the Work Group. Work Groups are notauthorized to make decisions for the Commission as a whole. AllCommission members will be notified <strong>of</strong> all Work Group meetings by theCo-chairs.3. Commission Meetingsa. Quorum. A quorum shall consist <strong>of</strong> six (6) members. For purposes <strong>of</strong>this protocol, member means an appointee to the Commission or theappointee’s designated alternate who may participate in all deliberations<strong>of</strong> the commission, <strong>and</strong> may vote. Alternates shall be designated inwriting by the Commissioner on a per meeting basis.b. Open meetings. While the Federal Advisory Committee Act does notapply to this Commission (see Section 112 (c), Division B, ConsolidatedAppropriations Act, 2004, P.L. 108-199), reasonable notice will be given<strong>of</strong> the time <strong>and</strong> place <strong>of</strong> Commission meetings. As a general rule,Commission meetings <strong>and</strong> work group meetings will be open to thepublic. Invited individuals, including specialists, may participate inCommission or work group meetings as needed <strong>and</strong> appropriate.c. Public participation in meetings. Members <strong>of</strong> the public are encouragedto submit written presentations <strong>and</strong> exhibits. Periodic opportunity for oraltestimony will also be provided. Public testimony must be germane to thesubject matter under consideration by the Commission. The Co-chairsmay set a time limit for public testimony, for individual speakers, or forthe length <strong>of</strong> all public testimony <strong>and</strong> individual speakers, if it appearsnecessary. The time limit for individual speakers shall be uniform for allspeakers, <strong>and</strong> shall be strictly enforced. Speakers shall not have the rightto transfer their unused time to other speakers, but the Co-chairs may grant<strong>Alaska</strong> Rural Justice <strong>and</strong> <strong>Law</strong> Enforcement Commission - Page 33
