issues; <strong>and</strong> in the event this becomes law, request DHSS to consult with tribes over the foster carelicensing st<strong>and</strong>ards.Also, support enactment <strong>of</strong> federal legislation similar to that in S. 672, introduced in March 2005,allowing tribes to directly apply for <strong>and</strong> administer Title IV-E from the federal government, whilemaintaining consistent funding levels for the states.Rationale for Option:• There is a shortage <strong>of</strong> <strong>Alaska</strong> Native foster care homes for <strong>Alaska</strong> Native children.• Additionally, tribes currently lack a mechanism for accessing federal foster care subsidypayments for tribally-ordered foster care placements.Impact Statement:This would serve the best interests <strong>of</strong> <strong>Alaska</strong> Native children needing foster home placements, byincreasing the supply <strong>of</strong> suitable foster homes available in state child protection cases, <strong>and</strong> byincreasing the resources available to support tribally-ordered foster care placements.______________________________________________________________________________Recommendation 41 (JS-23): Home Community ProbationStatement <strong>of</strong> Need:Probation <strong>of</strong>ficer coverage in the villages is insufficient.Option:Focus the new recruitment effort to hire qualified <strong>Alaska</strong> Natives as probation <strong>of</strong>ficers. Continueincreasing utilization <strong>and</strong> training <strong>of</strong> Village Public Safety Officers in that role. Considercontracting with Village Councils to provide oversight <strong>of</strong> community service work.Rationale for Option:• The Dept. <strong>of</strong> Corrections has been training <strong>and</strong> utilizing VPSO’s in this role.• Experience from years ago in the Village <strong>of</strong> Chistochina indicates that arrangements withVillage Councils can supply this need.Impact Statement:Increased supervision <strong>of</strong> <strong>of</strong>fenders under probation <strong>and</strong> parole supervision in rural <strong>Alaska</strong>.______________________________________________________________________________Recommendation 42 (JS-17): DPS/DOC Native HireStatement <strong>of</strong> Need:<strong>Alaska</strong> Natives, over-represented in <strong>Alaska</strong>’s prison population, need to have a substantiallygreater presence in the staffing <strong>of</strong> public safety <strong>and</strong> corrections agencies.Option:Increase the number <strong>of</strong> <strong>Alaska</strong> Natives who work in corrections (as well as those who work asVPSO’s <strong>and</strong> in other law enforcement roles). This might be done with targeted recruitmentcampaigns, including films, DVDs, a workbook or written guide, <strong>and</strong> website, with materialsgeared to high school age Natives.Convene a meeting <strong>of</strong> stakeholders to consider the development <strong>and</strong> implementation <strong>of</strong> suchtargeted recruitment measures. The stakeholder group could also consider what additionaleducational <strong>and</strong> training opportunities for careers in the fields <strong>of</strong> law enforcement <strong>and</strong> correctionscould be implemented in rural <strong>Alaska</strong>. Participants in the stakeholder group could include, butnot be limited to, representatives <strong>of</strong> the <strong>Department</strong> <strong>of</strong> Education, <strong>Department</strong> <strong>of</strong> Labor <strong>and</strong>Workforce Development, the <strong>Alaska</strong> Association <strong>of</strong> School Boards <strong>and</strong> the <strong>Alaska</strong> Association <strong>of</strong>School Administrators.<strong>Alaska</strong> Rural Justice <strong>and</strong> <strong>Law</strong> Enforcement Commission - Page 103
