Background• prEN4179 introduced the concept of a<strong>National</strong> <strong>Aerospace</strong> <strong>NDT</strong> <strong>Board</strong> to providesupport with the qualification and approval of<strong>NDT</strong> personnel.• At a meeting of interested parties in April1996 to discuss prEN4179 and the need for aNAndtB, consensus opinion of the <strong>UK</strong><strong>Aerospace</strong> Industry was against theestablishment of such a <strong>Board</strong>.• This was also the view of SBAC <strong>NDT</strong> SIG.2 NAndtB_11 Issue 1 2010-03-29© <strong>UK</strong> NA<strong>NDT</strong>B


JAR 145 and Protected Rights• JAR 145 amendment 3 brought in therequirement for <strong>NDT</strong> personnel to bequalified to EN4179 after 31 December2003.• <strong>NDT</strong> Personnel qualified to a nationalstandard recognised by the JAA Fullmember authority may continue to carry outand control such tests after December 2003.(JAR145.30(f)(1))3 NAndtB_11 Issue 1 2010-03-29© <strong>UK</strong> NA<strong>NDT</strong>B


EASA Part 145• Part 145.A.30(f) states that <strong>NDT</strong> personnelmust be qualified to a European standardrecognised by the Agency.• AMC145.A.30(f) declares that the Europeanstandard recognised by the Agency isEN4179:2000 and does not include EN473.4 NAndtB_11 Issue 1 2010-03-29© <strong>UK</strong> NA<strong>NDT</strong>B


<strong>National</strong> <strong>Aerospace</strong> <strong>NDT</strong> <strong>Board</strong>• AMC145.A.30(f) 4 requires in addition toEN4179 that all examinations should beconducted by personnel or organisationsunder the control of a <strong>National</strong> <strong>Aerospace</strong><strong>NDT</strong> <strong>Board</strong>. Where there is not a <strong>National</strong><strong>Aerospace</strong> <strong>NDT</strong> <strong>Board</strong>, the <strong>NDT</strong> <strong>Board</strong> ofanother Member state should be used asdefined by the competent authority.5 NAndtB_11 Issue 1 2010-03-29© <strong>UK</strong> NA<strong>NDT</strong>B


<strong>National</strong> <strong>Aerospace</strong> <strong>NDT</strong> <strong>Board</strong>• Until a <strong>National</strong> <strong>Aerospace</strong> <strong>NDT</strong> <strong>Board</strong> isestablished, newly qualified <strong>NDT</strong> personnelwill not be able to carry out tasks under Part145. A <strong>National</strong> <strong>Aerospace</strong> <strong>NDT</strong> <strong>Board</strong> could,according to EN4179:2000 paragraph 4.5recognise equivalences of qualification andapproval, which could allow recognition ofEN473 qualification within EN4179 schemes.6 NAndtB_11 Issue 1 2010-03-29© <strong>UK</strong> NA<strong>NDT</strong>B
