The Executive Committee of the Iowa High School Music Association met at 1:30 p.m.,July 3, 1999, in Washington, D.C., while in attendance at the National Federation SummerConvention. Members present were: Lee Nelson, Harlan; John A. Dotson, WallLake; Dr. David Darnell, Mason City; Frank Brigham, Oelwein; and Thomas Nugent, Villisca.Janice Merz was absent. Also in attendance was Everett D. Johnson, ExecutiveSecretary, who served as the recording secretary. President Nelson chaired the meeting.MMS(DOTSON/DARNELL) to approve the minutes of the April 30, 1999, meeting asprinted and distributed. PASSEDMMS(DOTSON/NUGENT) to approve the financial bills as submitted. PASSEDSecretary Johnson presented the Report of Secretary, highlighting each of the festivalsof 1998-1999. MMS(DOTSON/DARNELL) to approve the Secretary’s Report. It makes more evident theneed to separate the 3A and 1A festivals for Friday evening. A letter of concern fromAlice O’Connor of Urbandale regarding the requirements of the Large Group RequiredMusic list was presented and discussed. MMS(NUGENT/DOTSON) to table this issuepending recommendation from the ICDA Liaison Committee. PASSED MMS(DOTSONDARNELL) to permit 3A string programs to participate in Large Group Festival on Saturdayat those sites where 4A/2A/A festivals provide a string center. PASSEDMMS(DOTSON/BRIGHAM) to approve and implement a Required Music List for bandprograms as submitted by the Concert Band Affairs Committeed of the IBA. PASSEDThe secretary will work with the committee on the funding for this proposal.MMS(BRIGHAM/NUGENT) to pay the printing bill for IBA support materials as presented.This motion did not pass. MMS(DOTSON/DARNELL) to pay 75% of the IBA billfor support materials. PASSEDALL-STATE FESTIVAL: The secretary presented a brief overview of the 1999 festival.Plans are developing smoothly for this event. Considerable discussion ensued relative toreligious beliefs and patriotic selections perfomed for the All-State festival. The secretarywas directed to obtain a letter of verification from the school administrator to verify theseinstances. These instances will be handled on an individual basis.SOLO/SMALL ENSEMBLE FESTIVAL: Planning continues for the development of anew computer scheduling program for this event. The Committee expressed their satisfactionwith the actions of the Denver school administration relating to the Solo/SmallEnsemble incidents of their April festival.ASSOCIATION CONCERNS: Meeting dates for 1999-2000 were set for October 20,January 12, April 19, and during the summer NF convention scheduled for July 3-7.MMS(DOTSON/DARNELL) to nominate Jack Oates for the National Federation Award ofMerit. PASSED MMS(DOTSON/BRIGHAM) to provide $750 to purchase art work forthe new office the IHSAA has provided for Jeanie Dowd.
