To foster and perpetuate music as an art form and an essential component of thesecondary school curriculum;2. To organize and regulate festivals that assure fairness and equity and also stimulatestudents to their greatest possible potential;3. To establish criteria and standards for musical performances that insure the musical/educationalintegrity of Iowa high school music programs;4. To encourage member participation in Association-sponsored events, assuring allparticipants of an nonbiased evaluation of their performances;5. To develop programs that bring due recognition to outstanding musicians and performances;6. To provide musical opportunities that will enrich the lives of high school students andaid in the development of a life-long appreciation of music.NOTEWORTHY DECISIONS OF THE EXECUTIVE COMMITTEE1. Increased adjudicator honorariums to $135.002. Established provisions for a 40th Anniversary Tour Scholarship (Buddy Holly).3. Increased 4A S/SE string registrations to 60 entries4. Approved revision of string entries for S/SE Festival
5. Removed duet limitations for vocal and string entries6. Established a “rain-out” date for MB Festival - the Thursday following the establisheddate.7. Piano and organ candidates for All-State must be a member of either band, orchestraor chorus.8. Adopted a penalty fee to permit corrections of clerical errors in AS Registrations.9. Contracted with Mr. Video to video the Show-Jazz Choir/Jazz Band Festivals.10. Approved the development of a Required Music List for Concert Bands.11. Permit 3A orchestras to partcipate at 4A-2A LG sites with an orchestra center.ATTENTION!! ADMINISTRATORS AND MUSIC DIRECTORS!!The following is the sanctioning policy as amended on April 23, 1991. It is imperativethat you check closely any music competition that is sponsored by any agency other thanthe IHSMA office. If it has not been approved, your school will be in violation ofthis policy if you participate.SANCTIONING POLICY OF THE IHSMA(Effective July 1, 1991)Recognizing that school music programs have a community commitment that extendsbeyond the confines of strictly school events, and, recognizing also that there areevents that extend beyond the desire or intent of the Iowa High School Music Associationto administer, the Executive Committee of the Iowa High School Music Association, actingunder the authority granted in the constitution, sets forth the following regulations andrecommendations for governing the participation of its member schools in events sponsoredby agencies other than this Association during the academic year.1. Member schools may participate in other competitive music events provided theyalso participate in the IHSMA program in instances of same-day programs.2. Member schools, and students representing member schools, may not compete forcash prizes other than out-of-pocket expenses.3. Competitions, in Iowa, will not be approved if classification guidelines do not complywith those established by the IHSMA. The only exception permitted is an opencompetition with all schools competing in the same class.4. The eligibility regulations of the Iowa High School Music Association are in effect forany competitive music program that is sponsored-approved by the Iowa High SchoolMusic Association. In instances of early graduation, the student loses eligibility atthe conclusion of the last scheduled day of attendance.5. Programs must be open to all students, regardless of race, creed, sex or nationalorigin.6. Competitive music events, originating in Iowa, must have the written approval of theIHSMA office.7. Multiple-day events must make use of at least one day of the weekend.8. Participation, by any member school, in out-of-state competitive music programsshall be the sole responsibility of the involved school district provided Regulation No.1,2, and 4 of the above are abided.It is further RECOMMENDED that:1. Whenever possible, competitions should be held on nonschool time (weekends, vacation,etc.)
