The park,funded through a unique partnership with local businesses andorganizations, and through the fund-raising efforts <strong>of</strong> communityyouth, provides street and transition elements as well as flow forboarders while blending in with the current Mingo Park landscape.The <strong>City</strong> <strong>of</strong> <strong>Delaware</strong> is not liable in damages in a civil action fornjury, death, or loss to person or property allegedly caused by anyct or omission <strong>of</strong> the political subdivision or an employee <strong>of</strong> theolitical subdivision in connection with a bicycle motocross facility orther type <strong>of</strong> recreational area or facility in which bicycling, skating,kate boarding, or scooter riding is engaged.
