REPORTON FOOD HYGIENE AND SAFETY CONTROL IN BASA CATFISHINDUSTRY IN VIETNAMI. Summary <strong>on</strong> <strong>basa</strong> catfish farm<strong>in</strong>g <strong>in</strong> Vietnam- The Mek<strong>on</strong>g River has its source <strong>in</strong> Ch<strong>in</strong>a, flow<strong>in</strong>g across Laos, Thail<strong>and</strong>,Cambodia <strong>and</strong> Vietnam <strong>and</strong> empties <strong>in</strong>to the sea. 4 sub-Mek<strong>on</strong>g countries hav<strong>in</strong>gtraditi<strong>on</strong>al <strong>basa</strong> catfish farm<strong>in</strong>g are Thail<strong>and</strong>, Cambodia, Laos <strong>and</strong> Vietnam.- Vietnamese <strong>basa</strong> catfish are produced ma<strong>in</strong>ly <strong>in</strong> prov<strong>in</strong>ces of An Giang, Can Tho,D<strong>on</strong>g Thap, V<strong>in</strong>h L<strong>on</strong>g <strong>and</strong> Tien Giang by <strong>in</strong>dustrial method with cages (major typeof Basa farm<strong>in</strong>g before 2000). Recently, farm<strong>in</strong>g <strong>in</strong> p<strong>on</strong>ds is more popular to assurenatural flow of the river <strong>and</strong> c<strong>on</strong>stant circulati<strong>on</strong> of <strong>in</strong> <strong>and</strong> out waters as well asc<strong>on</strong>trol more effectively the cultur<strong>in</strong>g.- Breed<strong>in</strong>g sources: natural or artificial. Feed<strong>in</strong>g method: ma<strong>in</strong>ly <strong>in</strong>dustrial feeds <strong>and</strong>comb<strong>in</strong>ed with <strong>in</strong>-place formula of cooked ground fish <strong>and</strong> cereal flour. Rais<strong>in</strong>gperiod: 6-8 m<strong>on</strong>ths.- Basa farm<strong>in</strong>g establishments must be <strong>in</strong> compliance with Vietnamese requirementsrelated to <strong>food</strong> <strong>hygiene</strong> <strong>and</strong> <strong>safety</strong> <strong>and</strong> veter<strong>in</strong>ary <strong>hygiene</strong> c<strong>on</strong>diti<strong>on</strong>s as well asundergo regular <strong>in</strong>specti<strong>on</strong>s <strong>and</strong> surveillance (Sector St<strong>and</strong>ards 28 TCN 176:2002Cage culture of <strong>basa</strong> bocourti, <strong>basa</strong> catfish – c<strong>on</strong>diti<strong>on</strong>s for <strong>food</strong> <strong>safety</strong>; 28 TCN192: 2004 Cage culture area - c<strong>on</strong>diti<strong>on</strong>s for <strong>food</strong> <strong>safety</strong>; provisi<strong>on</strong>s <strong>on</strong> veter<strong>in</strong>ary<strong>hygiene</strong> c<strong>on</strong>diti<strong>on</strong>s <strong>in</strong> Veter<strong>in</strong>ary Ord<strong>in</strong>ance 2004 <strong>and</strong> Decree No. 33/2005 of March15, 2005 of the Government).- Some householders <strong>in</strong> An Giang prov<strong>in</strong>ce have applied farm management system <strong>in</strong>compliance with SQF 2000. Tra, <strong>basa</strong> farm<strong>in</strong>g establishments are apply<strong>in</strong>gsusta<strong>in</strong>able aquaculture ( GAP <strong>and</strong> CoC) which have been <strong>in</strong>spected <strong>and</strong> certifiedaccord<strong>in</strong>g to the Decisi<strong>on</strong> No. 56/2008/QD-BNN of April 29, 2008 of the M<strong>in</strong>istryof Agriculture <strong>and</strong> Rural Development, focus<strong>in</strong>g <strong>on</strong> <strong>in</strong>put factors (quality of supplywaters <strong>and</strong> breeds), c<strong>on</strong>trol dur<strong>in</strong>g feed<strong>in</strong>g (use of feed, veter<strong>in</strong>ary drugs, chemicals,water chang<strong>in</strong>g…) <strong>and</strong> output factors (treatment of waste water <strong>and</strong> mud beforedischarge) for purpose of <strong>food</strong> <strong>safety</strong>, disease-free <strong>and</strong> envir<strong>on</strong>ment protecti<strong>on</strong>.- Veter<strong>in</strong>ary drugs, chemicals <strong>and</strong> antibiotics used <strong>in</strong> aquaculture: the M<strong>in</strong>istry ofFisheries which had been merged <strong>in</strong>to the M<strong>in</strong>istry of Agriculture <strong>and</strong> RuralDevelopment had issued the Decisi<strong>on</strong> No.07/2005/QD-BTS of February 22, 2005which was replaced by the Circular No. 15/2009/TT-BNN of March 17, 2009 of theM<strong>in</strong>istry of Agriculture <strong>and</strong> Rural Development. The Circular No. 15/2009/TT-BNN promulgated the lists of veter<strong>in</strong>ary drugs, chemicals <strong>and</strong> antibiotics prohibited<strong>and</strong> restricted from use <strong>in</strong> fishery producti<strong>on</strong> <strong>and</strong> trad<strong>in</strong>g (enclosed list). These listsfully c<strong>on</strong>form to requirements of the EU, the US, Canada,… Farmers areresp<strong>on</strong>sible for not us<strong>in</strong>g the banned drugs, chemicals <strong>and</strong> antibiotics <strong>and</strong> stop us<strong>in</strong>gdrugs before harvest<strong>in</strong>g <strong>in</strong> c<strong>on</strong>formity with regulati<strong>on</strong>s.- Veter<strong>in</strong>ary drugs, chemicals <strong>and</strong> feeds used <strong>in</strong> aquaculture are must be exam<strong>in</strong>ed formanufactur<strong>in</strong>g / trade license <strong>and</strong> requested for test<strong>in</strong>g / field trials before circulati<strong>on</strong><strong>in</strong> Vietnam.1


- The number of tra, <strong>basa</strong> catfish process<strong>in</strong>g establishments is about 120 (updated tothe beg<strong>in</strong>n<strong>in</strong>g of 2009); all of them meet <strong>food</strong> <strong>hygiene</strong> <strong>and</strong> <strong>safety</strong> c<strong>on</strong>diti<strong>on</strong>saccord<strong>in</strong>g to Vietnamese requirements; many of them meet strict requirements ofimport<strong>in</strong>g countries such as the EU, the US,…- All fishery process<strong>in</strong>g establishments have been tra<strong>in</strong>ed <strong>on</strong> <strong>and</strong> applied quality <strong>and</strong><strong>safety</strong> management program based <strong>on</strong> HACCP. The results of annual <strong>in</strong>specti<strong>on</strong>s(by the EU <strong>and</strong> the US) showed that HACCP plans of the establishments wereappropriate <strong>and</strong> effective.- The c<strong>on</strong>signments <strong>in</strong>tended for export to the EU, the US <strong>and</strong> Canada must be testedat the laboratories of <strong>in</strong>ternati<strong>on</strong>al st<strong>and</strong>ard (ISO 17025) before be<strong>in</strong>g dispatched.- Vietnamese tra, <strong>basa</strong> catfish have been exported to over 128 countries / territories,<strong>in</strong>clud<strong>in</strong>g difficult markets as the EU, Russia, the US, Australia, Canada…which arealso the major c<strong>on</strong>sumers of Vietnamese tra, <strong>basa</strong> fish.II. Food <strong>hygiene</strong> <strong>and</strong> <strong>safety</strong> c<strong>on</strong>trol <strong>in</strong> tra, <strong>basa</strong> catfish producti<strong>on</strong> <strong>in</strong> Vietnam1. Organizati<strong>on</strong>al system1.1. Central competent authorityVietnamese Competent Authority <strong>in</strong> charge of <strong>food</strong> <strong>hygiene</strong> <strong>and</strong> <strong>safety</strong> of fisheryproducts is the Nati<strong>on</strong>al Agro-Forestry-Fisheries Quality Assurance Department(NAFIQAD) under the M<strong>in</strong>istry of Agriculture <strong>and</strong> Rural Development, <strong>in</strong>clud<strong>in</strong>g:- NAFIQAD Headquarters <strong>in</strong> Hanoi,- 02 Regi<strong>on</strong>al Agencies <strong>in</strong> Nha Trang <strong>and</strong> Hochim<strong>in</strong>h City;- 06 NAFIQAD Branches hav<strong>in</strong>g 06 laboratories which are sufficiently equippedto test for <strong>food</strong> criteria <strong>in</strong>clud<strong>in</strong>g micro-biological, chemical <strong>and</strong> antibioticresidues, c<strong>on</strong>tam<strong>in</strong>ants...).Total staffs: 384 (updated to 31 st January 2009). Professi<strong>on</strong>al officials have everbeen tra<strong>in</strong>ed <strong>on</strong> <strong>food</strong> <strong>safety</strong> c<strong>on</strong>trol <strong>in</strong> Vietnam <strong>and</strong> foreign countries such as theNetherl<strong>and</strong>s, France, USA, Canada, Korea…).1.2. Prov<strong>in</strong>cial competent authorities:Prov<strong>in</strong>cial competent authorities have 789 officials <strong>in</strong> total (until 31 st January2009). Annually, prov<strong>in</strong>cial competent authorities send their professi<strong>on</strong>al officials totra<strong>in</strong><strong>in</strong>g courses <strong>on</strong> fishery quality <strong>and</strong> <strong>safety</strong> c<strong>on</strong>trol organized by NAFIQAD.1.3. Research <strong>in</strong>stitutes assist<strong>in</strong>g state management <strong>in</strong> <strong>food</strong> <strong>safety</strong> c<strong>on</strong>trol:M<strong>on</strong>itor<strong>in</strong>g Centers for Aquaculture envir<strong>on</strong>ment <strong>and</strong> Epidemic (under Institutes ofAquaculture Research No. 1, 2 <strong>and</strong> 3) are available.2. Envir<strong>on</strong>ment m<strong>on</strong>itor<strong>in</strong>g results <strong>in</strong> Tra <strong>and</strong> Basa farm<strong>in</strong>gDur<strong>in</strong>g the recent years, <strong>in</strong> order to develop susta<strong>in</strong>able tra <strong>and</strong> <strong>basa</strong> farm<strong>in</strong>g, theM<strong>in</strong>istry of Agriculture <strong>and</strong> Rural Development has carried out surveys <strong>and</strong> plann<strong>in</strong>g offarm<strong>in</strong>g areas <strong>in</strong> accordance with Sector St<strong>and</strong>ards <strong>on</strong> Tra <strong>and</strong> Basa farm<strong>in</strong>g (No.:28TCN 192:2004) to ensure <strong>food</strong> <strong>safety</strong> <strong>and</strong> friendly envir<strong>on</strong>ment.Vietnamese Competent Authorities regularly c<strong>on</strong>duct envir<strong>on</strong>ment <strong>and</strong> <strong>food</strong><strong>safety</strong> surveillance <strong>in</strong> aquaculture areas:2


- S<strong>in</strong>ce 2004, M<strong>on</strong>itor<strong>in</strong>g Centers for Aquaculture envir<strong>on</strong>ment <strong>and</strong> Epidemicunder Research Institutes for Aquaculture have developed the programs ofaquaculture envir<strong>on</strong>ment m<strong>on</strong>itor<strong>in</strong>g <strong>and</strong> surveillance <strong>in</strong> Mek<strong>on</strong>g Delta Z<strong>on</strong>ewith frequency of 4 times a year <strong>in</strong> its upper, middle <strong>and</strong> lower reaches. Thesurveillance results show that water quality <strong>in</strong>dex (pH, turbidity, sal<strong>in</strong>ity, DO,H 2 S, Nitrit,…) range <strong>in</strong> the permitted level <strong>and</strong> meet the water st<strong>and</strong>ards forfresh water fish.- The sanitati<strong>on</strong> m<strong>on</strong>itor<strong>in</strong>g program for bivalve mollusk producti<strong>on</strong> areas hasbeen implemented s<strong>in</strong>ce 1999. The microbiological test<strong>in</strong>g results (E. Coli,Coliform…) <strong>in</strong> bivalve mollusk producti<strong>on</strong> areas <strong>in</strong> lower Mek<strong>on</strong>g show thatthese producti<strong>on</strong> areas are graded at class B <strong>and</strong> authorized to harvest bivalvemollusks to be processed for export to the EU, the US, New Zeal<strong>and</strong>…(harvest<strong>in</strong>g notes <strong>and</strong> m<strong>on</strong>itor<strong>in</strong>g results are regularly uploaded <strong>on</strong> website:www.nafiqad.gov.vn). This dem<strong>on</strong>strates that water <strong>in</strong> Mek<strong>on</strong>g River has not yetbeen c<strong>on</strong>tam<strong>in</strong>ated with microorganism.- The residues m<strong>on</strong>itor<strong>in</strong>g program for certa<strong>in</strong> harmful substances <strong>in</strong> aquaculturefish <strong>and</strong> products thereof has been implemented s<strong>in</strong>ce 1999 <strong>and</strong> the results of theprogram show that residues of c<strong>on</strong>tam<strong>in</strong>ants (heavy metals, pesticides…) arenot-detected or detected at the levels lower than the MRLs <strong>in</strong> tra, <strong>basa</strong> catfishflesh (Notificati<strong>on</strong>s of m<strong>on</strong>thly <strong>and</strong> annually m<strong>on</strong>itor<strong>in</strong>g results are uploaded <strong>on</strong>website: www.nafiqad.gov.vn).The above m<strong>on</strong>itor<strong>in</strong>g programs show that Mek<strong>on</strong>g River has not been microbiologicallynor physicochemically polluted, it is appropriate for aquaculture <strong>and</strong> fishcultured <strong>in</strong> Mek<strong>on</strong>g bas<strong>in</strong> comprehensively meet the <strong>food</strong> <strong>hygiene</strong> <strong>and</strong> <strong>safety</strong>requirements.3. Hygiene <strong>and</strong> <strong>safety</strong> c<strong>on</strong>trol of tra, <strong>basa</strong> producti<strong>on</strong>3.1. C<strong>on</strong>trol results at aquaculture <strong>and</strong> post-harvest<strong>in</strong>g stages- Local competent authorities <strong>in</strong> prov<strong>in</strong>ces <strong>and</strong> cities regularly <strong>in</strong>spect <strong>and</strong>m<strong>on</strong>itor the use of chemicals, antibiotics <strong>and</strong> <strong>hygiene</strong> c<strong>on</strong>diti<strong>on</strong>s <strong>in</strong> Tra <strong>and</strong> Basa farms.The farms applied susta<strong>in</strong>able aquaculture models accord<strong>in</strong>g to GAP, CoC are <strong>in</strong>spected<strong>and</strong> certified <strong>in</strong> c<strong>on</strong>formity with Decisi<strong>on</strong> No. 56/2008/QDD-BNN dated 29 April 2008of M<strong>in</strong>istry of Agriculture <strong>and</strong> Rural Development.- To prevent from <strong>and</strong> verify the abuse of antibiotics, chemicals <strong>and</strong> harmfulsubstances <strong>in</strong> aquaculture, particularly <strong>in</strong> Tra <strong>and</strong> Basa farm<strong>in</strong>g, NAFIQAD has beenimplement<strong>in</strong>g the m<strong>on</strong>itor<strong>in</strong>g Program for certa<strong>in</strong> harmful substances <strong>and</strong> residuesthereof <strong>in</strong> aquaculture animals s<strong>in</strong>ce 1999. The results of the program show thatresidues of c<strong>on</strong>tam<strong>in</strong>ants (heavy metals, pesticides…) are not-detected or detected at thelevels lower than the MRLs <strong>in</strong> Tra <strong>and</strong> Basa catfish flesh (Notificati<strong>on</strong>s of m<strong>on</strong>thly <strong>and</strong>annually m<strong>on</strong>itor<strong>in</strong>g results are uploaded <strong>on</strong> website: www.nafiqad.gov.vn). ThisProgram has been <strong>in</strong>spected <strong>and</strong> recognized by competent authorities of the EU, the US,Canada about the organizati<strong>on</strong>al system, legislati<strong>on</strong> <strong>and</strong> practical c<strong>on</strong>trol activities.- In additi<strong>on</strong>, NAFIQAD has also carried out the Post-Harvest Sanitati<strong>on</strong>M<strong>on</strong>itor<strong>in</strong>g Program <strong>in</strong>clud<strong>in</strong>g carry<strong>in</strong>g out <strong>in</strong>specti<strong>on</strong> of <strong>hygiene</strong> c<strong>on</strong>diti<strong>on</strong>s at primaryproducti<strong>on</strong> units (fish<strong>in</strong>g vessels, fish<strong>in</strong>g ports/l<strong>and</strong><strong>in</strong>g sites, middlemen…); sampl<strong>in</strong>gof post-harvested fishery products (<strong>in</strong>clud<strong>in</strong>g Tra <strong>and</strong> Basa) for test<strong>in</strong>g <strong>and</strong> verify<strong>in</strong>g3


criteria of chemicals, antibiotics, pathogenic microbiology <strong>and</strong> preservati<strong>on</strong> substances.Violati<strong>on</strong>s are strictly treated.3.2. C<strong>on</strong>trol results at process<strong>in</strong>g stage- Fishery process<strong>in</strong>g establishments are enforced to build up <strong>and</strong> implementHACCP-based quality management program, risk management (antibiotic, ch emicalresidues, pathogenic microbiology, tox<strong>in</strong>, etc) <strong>in</strong> compliance with Vietnameserequirements (Sector St<strong>and</strong>ards: No. 28 TCN 129:1998 <strong>on</strong> fishery process<strong>in</strong>gestablishments - HACCP-based quality management program <strong>and</strong> No. 28 TCN130:1998 <strong>on</strong> fishery process<strong>in</strong>g establishments - basic <strong>hygiene</strong> <strong>and</strong> <strong>food</strong> <strong>safety</strong>c<strong>on</strong>diti<strong>on</strong>s).- Fishery process<strong>in</strong>g establishments are prohibited to use raw materials withoutclear orig<strong>in</strong>. Raw materials must be tested for pathogenic microbiology, banned <strong>and</strong>restricted antibiotics, chemical residues before be<strong>in</strong>g processed by establishments.- NAFIQAD verifies the effectiveness of the own-check applied by theestablishments by carry<strong>in</strong>g out regular <strong>in</strong>specti<strong>on</strong> <strong>and</strong> tak<strong>in</strong>g samples to test for <strong>food</strong><strong>safety</strong> criteria if necessary, <strong>in</strong> accordance with Vietnamese regulati<strong>on</strong>s (the Decisi<strong>on</strong>No. 649/2000/ QĐ-BTS dated 04 August 2000 of the M<strong>in</strong>ister of Fisheries, replaced bythe Decisi<strong>on</strong> No. 117/2008/ QĐ-BNN dated 11 December 2008 of the M<strong>in</strong>ister ofAgriculture <strong>and</strong> Rural Development).- Under the framework of regular <strong>in</strong>specti<strong>on</strong>s carried out by Competentauthorities of the EU, the US, Canada, Korea, etc.. , the effectiveness of <strong>food</strong> <strong>safety</strong>c<strong>on</strong>trol system <strong>in</strong> Vietnamese fishery, particularly Tra <strong>and</strong> Basa process<strong>in</strong>g, have beenrecognized. 3.3. Inspecti<strong>on</strong> <strong>and</strong> certificati<strong>on</strong> of pre-export fishery c<strong>on</strong>signments- In accordance with Vietnamese regulati<strong>on</strong>s (Decisi<strong>on</strong> No. 118/2008/QĐ-BNNdated 11 December 2008 of the M<strong>in</strong>istry of Agriculture <strong>and</strong> Rural Development), the<strong>in</strong>specti<strong>on</strong> <strong>and</strong> certificati<strong>on</strong> of pre-export fishery c<strong>on</strong>signments are performed <strong>in</strong> l<strong>in</strong>ewith requirements of import<strong>in</strong>g countries. In case import<strong>in</strong>g countries do not apply thisrequirement, the <strong>in</strong>specti<strong>on</strong> <strong>and</strong> certificati<strong>on</strong> fishery c<strong>on</strong>signments <strong>in</strong>tended for exportcan be carried out as required by c<strong>on</strong>signor (importer/exporter).- To certify a c<strong>on</strong>signment, NAFIQAD Branches need to verify not <strong>on</strong>lyproducti<strong>on</strong> records, but also orig<strong>in</strong>, packag<strong>in</strong>g <strong>and</strong> label<strong>in</strong>g of the c<strong>on</strong>signment. Thesampl<strong>in</strong>g for test<strong>in</strong>g organoleptic, physical <strong>and</strong> microorganism criteria ( E. Coli,Staphylococcus aureus, Salm<strong>on</strong>ella, Vibrio cholera ...) <strong>and</strong> chemicals residues(Malachite Green, Chloramphenicol, Nitrofurans...) are carried as required by import<strong>in</strong>gcountries or c<strong>on</strong>signor. The Health Certificate can <strong>on</strong>ly be granted to the c<strong>on</strong>signment<strong>in</strong> case of satisfatory test<strong>in</strong>g results.- S<strong>in</strong>ce 2002, NAFIQAD laboratories have applied quality management <strong>and</strong> beenaccredited with ISO 17025 by Vietnam Bureau of Accreditati<strong>on</strong> (VILAS -BoA),S<strong>in</strong>gapore Accreditati<strong>on</strong> Council (SAC-S<strong>in</strong>glas) <strong>and</strong> Norwegian Accreditati<strong>on</strong> (NA) .Annually, these laboratories have also participated <strong>in</strong> <strong>in</strong>ternati<strong>on</strong>al proficiency test<strong>in</strong>gprograms <strong>and</strong> achieved sucessful results. NAFIQAD test<strong>in</strong>g capabilities have also beenrecognized by the EU, USA... follow<strong>in</strong>g their regular <strong>in</strong>specti<strong>on</strong>s carried out <strong>in</strong>Vietnam.- Up to date, NAFIQAD has signed bilateral cooperati<strong>on</strong> arrangements withcerta<strong>in</strong> EU member countries, Korea, Russia, Ch<strong>in</strong>a, Canada, Taiwan... These countrieshave also recognized NAFIQAD competencies <strong>on</strong> quality <strong>and</strong> <strong>safety</strong> c<strong>on</strong>trol of fish <strong>and</strong>fishery products. The <strong>in</strong>specti<strong>on</strong> <strong>and</strong> certificati<strong>on</strong> of fishery c<strong>on</strong>signments <strong>in</strong>tended forexport to these countries are carried out <strong>in</strong> compliance their requirements.4. C<strong>on</strong>clusi<strong>on</strong>Quality <strong>and</strong> <strong>safety</strong> c<strong>on</strong>trol of fishery products (<strong>in</strong>clud<strong>in</strong>g Tra <strong>and</strong> Basa catfish) <strong>in</strong>Vietnam is carried out comprehensively <strong>and</strong> effectively <strong>in</strong> the whole producti<strong>on</strong> cha<strong>in</strong>from aquaculture to process<strong>in</strong>g <strong>and</strong> export.The competencies <strong>and</strong> effectiveness of Vietnamese Competent Authority <strong>in</strong> charge offishery quality c<strong>on</strong>trol have been approved by competent authorities of import<strong>in</strong>gcountries (EU, USA, Canada, Russia, Korea, Ch<strong>in</strong>a…).
