[1740-1747.them from siding with the English, who on theirpart regarded them astheir Indians, and were satisfiedwith nothing less than active alliance.When Shirley's plan for the invasion of Canadawas afoot, Clinton, governor of New York, withmuch ado succeeded in convening the deputies ofthe confederacy at Albany, and by dint of speechesand presents induced them to sing the war-song andtake up the hatchet for England. The Iroquois weredisgusted when the scheme came to nought, theirwarlike ardor cooled, and they conceived a lowopinion of English prowess.The condition of New York as respects militaryefficiency was deplorable.She was divided againstherself, and, as usual in such cases, party passionwas stronger than the demands of war. The provincewas in the midst of one of those disputes withthe representative of the Crown, which, in one degreeor another, crippled or paralyzed the military activityof nearly all the British colonies. Twenty years ormore earlier, when Massachusetts was at blows withthe Indians on her borders, she suffered from thesame disorders ;ofbut her governor and Assembly wereone mind as to urging on the war, and quarrelledonly on the questions in what way and under whatcommand it should be waged. But in New Yorkthere was a strong party that opposed the war, beinginterested in the contraband trade long carried onwith Canada. Clinton, the governor, had, too, anenemy in the person of the chief justice, James de
1745-1747.] CLINTON'S DIFFICULTIES. 207Lancey, with whom he had had an after-dinner dispute,ending in a threat on the part of De Lanceythat he would make the governor's seatuncomfortable.To marked abilities, better education, andmore knowledge of the world than was often foundin the provinces, ready wit, and conspicuous socialposition, the chief justice joined a restless ambitionand the arts of a demagogue.He made good his threat, headed the opposition tothe governor, and proved his most formidableantagonist.If either Clinton or Shirley had had the independentauthority of a Canadian governor, theconduct of the war would have been widely different.Clinton was hampered at every turn. The Assemblyheld him at advantage ;for it was they, and not theKing, who paid his salary, and they could withholdor retrench it when he displeased them. The peoplesympathized with their representatives and backedthem in opposition, — at least, when not under theof imminent danger.A body of provincials, in the pay of the King, hadstressbeen mustered at Albany for the proposed Canadaexpedition; and after that plan was abandoned,Clinton wished to use them for protecting the northernfrontier and capturing that standing menace tothe province.
