<strong>Speaker</strong> Invitation and <strong>Guideline</strong>s1 Overview of the <strong>Caribbean</strong> <strong>ICT</strong> <strong>Roadshow</strong>The <strong>Caribbean</strong> <strong>ICT</strong> <strong>Roadshow</strong> has been developed to raise awareness within the public sector, theprivate sector, civil society and academia, of the innovative approaches possible and necessary forthe effective use of <strong>ICT</strong> in government, business and social development.The <strong>Roadshow</strong> will take the form of a series of country visits across the region, designed to foster aspirit of innovation in the development of <strong>ICT</strong>-based practical solutions, to raise awareness and toencourage harmonization of efforts in the adoption of <strong>ICT</strong> solutions for inclusive economic and socialdevelopment. The theme, Harnessing the Power of Innovation - the engine for <strong>ICT</strong>-enabled<strong>Caribbean</strong> development, is reflective of the objectives we hope to achieve.The purpose of the <strong>Caribbean</strong> <strong>ICT</strong> <strong>Roadshow</strong> is to promote innovation in <strong>ICT</strong> as an engine for allaspects of <strong>Caribbean</strong> development. It will also demonstrate the transformative power of innovationin <strong>ICT</strong> policy formulation, entrepreneurship and business development, education and governmentservice delivery for the <strong>Caribbean</strong> Community.2 Invitation to Prospective <strong>Speaker</strong>sCTU invites experts and innovators in the field of information and communications technologies tosubmit proposals for presentations that are consistent with the theme and contribute to theachievement of the <strong>Caribbean</strong> <strong>ICT</strong> <strong>Roadshow</strong>’s objectives.CTU would particularly welcome the presentation of CASE STUDIES in any of the subject areas asit relates to the general objectives of the conference. These case studies must have practicalapplication and relevance to economic and social development.Prospective candidates who wish to be considered for speaking positions are required to follow theprocedure outlined hereunder.1. Submit full name, Job Title, Company and contact information2. Provide a brief professional biography detailing responsibilities and educational backgroundnot exceeding 150 words3. Provide a one paragraph description of their organisation4. Identify the Forum in which you would like to present5. Submit a 250-word abstract of the proposed topic.2


3 Obligations of <strong>Speaker</strong>sBy submitting a request to speak at this event, you must certify that you are the proposed speaker oran agent acting on behalf of the speaker and that you will comply, or will ensure the speakercomplies with the following terms and conditions:1. The <strong>Caribbean</strong> <strong>ICT</strong> <strong>Roadshow</strong> sessions are to educate and enlighten attendees, rather thanadvertise products and services. <strong>Speaker</strong>s are therefore required to refrain from makingcommercial presentations that advertise their organisation’s products and services.2. Audiences will be diverse in composition so speakers are required to refrain from using acronymsand technical jargon. Any such use should be accompanied by an explanation in layman’s terms.3. <strong>Speaker</strong>s are requested to actively interact with and engage the audience to ensure that there isa general understanding of the topic being presented.4. Presentations are to be closely aligned to the objectives of the Forum.5. Presenters should demonstrate thought leadership in the effective and innovative use of <strong>ICT</strong> inevery sphere of endeavour.6. Presentations which demonstrate innovative applications of <strong>ICT</strong> to practical situations areencouraged.7. PowerPoint presentations must be accompanied by a 1500-word text/narrative.8. <strong>Speaker</strong>s will be required to submit their final presentation by the deadlines stipulated by CTU.9. CTU reserves the right to reschedule speakers to different fora if required to ensure relevancy tothe forum<strong>10</strong>. CTU reserves the right to publish the presentation in its final report with the appropriate credits.All Submissions must be sent via e-mail for the attention of the Administrative Officer, Ms. RosannMurray, at Email: Rosann.Murray@ctu.intPLEASE NOTE that PowerPoint presentations are visual aids and a minimum 1500-wordtext/narrative on the topic is required.4 Programme OverviewThe <strong>Roadshow</strong> has been designed to be educational and structured to enable interactiveparticipation and the free exchange of ideas, knowledge and experiences from all sectors andstakeholders of the <strong>Caribbean</strong> national citizenry.3


The <strong>Roadshow</strong> will be structured around the following dedicated fora:POLICY MAKERS & REGULATORS’ FORUMThis forum will present an overview of the CTU and its work in recent years in <strong>Caribbean</strong> especially in theareas of Spectrum Management, Internet Governance and IPv4 to IPv6 Migration.It will feature what should regulators now regulate in an environment of rapid technological innovationand convergence of formerly distinct disciplines and research initiatives on the transformational powers ofnew Information and Communication Technologies (<strong>ICT</strong>s) as a means to foster sustainable developmentin the <strong>Caribbean</strong>.Finally the forum will address the challenges presented by Internet Protocol (IP) and application oftechnology in the context of Triple-Play Revolution demands imposed on policy makers and regulators.SME BUSINESSAssessment and consideration of key areas for redefining small business and how existing <strong>ICT</strong> tools canbe used in small and medium size businesses to improve their efficiency and extend their reach to marketswhich could not be tapped in the traditional ways. Particular applications for research, accounting,procurement, inventory management, marketing and customer service will be explored.THE INTERNET GOVERNANCE FORUMThis forum will explore the value of the Internet and how the global decision making process operates byengagement of all stakeholders. It will extensively discuss the value of Generic Top Level domain namesand explore the options for the management of these resources at the country level. Of importance to thisdiscussion is the imminent exhaustion of the Ipv4 numbering and naming system which will be replacedby IPv6.NETWORK OPERATORS’ FORUMThis forum seeks to facilitate the collaborative work of operators in the establishment of InternetExchange Points (IXPs) and Computer Emergency Response Teams (CERTS) and in the formation of a<strong>Caribbean</strong> Network Operators’ Group (CARIBNOG).<strong>ICT</strong> INNOVATOR’S FORUMThis will be a highly interactive session in which we will showcase <strong>ICT</strong> Innovations. We will also share withyou a variety of opportunities for the effective use of <strong>ICT</strong> by promoting a better understanding of theinnovation ecosystem. You will hear from practitioners in the field who will share their experiences withyou. We will also discuss the prerequisites to encourage innovation and the use of the technologies toadvance the region to higher levels of prosperity.YOUTH FORUMThe keen affinity of youth to <strong>ICT</strong> will be used as a motivator for innovation in this forum which will dealwith issues directly focused on the youth.4


The programme will consist of:• Lectures and presentations,• Technology demonstrations / exhibitions,• Hands-on workshops,• Case studies,• Showcase of <strong>ICT</strong> innovation,• Youth-focused programs and• Stakeholder consultations.5 Objectives of the <strong>ICT</strong> <strong>Roadshow</strong>The main objectives of the <strong>Caribbean</strong> <strong>ICT</strong> <strong>Roadshow</strong> are as follows:1. To foster innovation in the application of <strong>ICT</strong> to <strong>Caribbean</strong> challenges in government, the privatesector and civil society through activities which include:• Showcase of <strong>ICT</strong> innovators and entrepreneurs and demonstrations of <strong>ICT</strong> innovation• Youth-focused <strong>ICT</strong>-based programs• Executive lectures for leaders in government, business and civil society2. To build regional awareness among the public sector, the private sector and civil society of theinnovative and effective use of <strong>ICT</strong>s in every aspect of <strong>Caribbean</strong> life through presentations on• <strong>ICT</strong> infrastructure and services• The Internet, its resources, institutions and issues• Internet Exchange Points (IXPs)• <strong>ICT</strong> in business, entrepreneurship, banking and community development• The benefits of a <strong>Caribbean</strong> Network Operators’ Group3. To accelerate the effective use of <strong>ICT</strong> by regional governments in the delivery of public servicesand transparent governance through open discussion among policy makers, regulators and otherstakeholders on the topics including spectrum management policy reform, Internet governanceand business incubators.4. To encourage greater regional collaboration in the development of regional <strong>ICT</strong> solutionsthrough the presentation of <strong>Caribbean</strong> and international <strong>ICT</strong> best practices.5. Promote the work, role and programmes of the CTU as a resource to the region6. To forge closer relationships between <strong>Caribbean</strong> <strong>ICT</strong> stakeholders and the regional Internetcommunities and to encourage participation in international <strong>ICT</strong> fora through the5


• Creation and support of regional Special Interest Groups for <strong>ICT</strong> matters• Promotion of fora for ongoing collaboration and stakeholder relationship developmentIt is envisaged that the knowledge, exposure and relationships forged from the <strong>Roadshow</strong> wouldresult in an increased awareness of available resources and current and planned <strong>ICT</strong> initiatives. Itwill also aid positively in the effective use and management of <strong>ICT</strong> resources and services. Together,these would redound to increased economic and social development for <strong>Caribbean</strong> peoples.Each national event would be held over a period not exceeding two and a half days and will includekey aspects of <strong>ICT</strong> development in industry, the regulatory environment, government and civilsociety6 The AudienceEach <strong>Roadshow</strong> stop will include features specifically designed for:• <strong>ICT</strong> Stakeholders and professionals• The Private Sector• The Public Sector• Leaders• Youth• The general public• Civil societyIt is anticipated that regional Government <strong>ICT</strong> Ministers and other senior policy makers, legislators,regulators, the private sector and <strong>ICT</strong> practitioners from the <strong>Caribbean</strong> would participate in targetedsessions of the <strong>Roadshow</strong>.
