Most of the countries in the diplomatic front that were behindthe Sudanese peace process are also behind the peace process inSri Lanka. These countries have helped the two waring Nationsin Sudan to agree to an interim federal system with a centralgovernment and a regional government for Southern Sudan withsubstantial powers for 6 years. This 6 year period is consideredan interim period in which there will be two separate armed forces,with a joint coordinating mechanism, to be maintained in theNorth and South. At the end of this 6 year interim period, peopleof the South Sudan will decide the final settlement through areferendum vote based on their right to self-determination.If the IC has supported and encouraged such a solution to theSudan conflict with an interim arrangement, accommodating thefunctioning of the armed forces of both sides, can the same ICrefuse the demand of the Tamil people of the North-East of SriLanka for an ISGA in their homeland?Considering the positions spelt out by both the leaders, Rajapakseand Pirapakaran, the only possible way to avert a resumption ofhostilities in Sri Lanka is for the IC to come up with a similarinterim arrangement to the one they have sponsored in Sudan.The only difference may be President al-Bashir of Sudan is nota prisoner of extremist parties like Rajapakse is to the JVP andJHU in Sri Lanka. The only way for Rajapakse to become anotherPresident al-Bashir is to hold a parliamentary election and forma stronger government with his own SLFP, leaving the JVP andJHU out.More importantly, India needs to be prepared to help Norway andthe rest of the IC by playing the role Kenya played in Sudan.42

Sri Lankaand Tamil Eelam would be re-arranged to suit the current geopoliticalclimes of the region and with the reasonable assuranceof the security of the citizens of both these States.Having held on to the view that Sri Lanka as “Dhammadipa”is entrusted by Lord Buddha to the Sinhala race and that bydivine writ it is ‘one and indivisible,’ the partition is bound tocause a Sinhala hysteria that will manifest itself in the form ofthe massacre of Tamils in all Sinhala provinces and a massivetransfer of wealth from the Tamils in these areas to the Sinhalese--something reminiscent of the partition of India and Pakistanin 1947. It is beyond the scope of this essay to enter into adiscussion of the post-partition international responses andpossible linkages to the two separate States. Our aim here is to43
