It represents payment to <strong>the</strong> Water fund for hydrant services.(c) Replacement reserves for <strong>the</strong> aerial ladder truck and o<strong>the</strong>r fire equipment are nowaccomplished through <strong>the</strong> Internal Service Fund, Equipment Rental & Replacement Fund.Transfers to <strong>the</strong> Fund 107 will no longer be needed for this purpose.(d) Transfer represents a major purchase set aside made to even out expenditure spikes derivedfrom large, periodic purchases. At <strong>the</strong> end <strong>of</strong> <strong>the</strong> 2013-2014 biennium, $300,000 will have beenset aside for <strong>the</strong> Police Department records system.PROJECT TRANSFERSGeneral Fund project transfers are made to support capital and governmental projects. Thecontribution required is based on <strong>the</strong> financial status <strong>of</strong> <strong>the</strong> project fund (such as <strong>the</strong> ArterialStreet fund, <strong>the</strong> Land/Parks Acquisition fund, etc.), <strong>the</strong> amount <strong>of</strong> dedicated revenues receivedinto <strong>the</strong> fund, <strong>the</strong> amount <strong>of</strong> specific funding sources such as grants and <strong>the</strong> amount <strong>of</strong> <strong>the</strong>existing fund balance.Priority <strong>of</strong> use for project fund revenues generally are as follows:1. Specific project funding such as grant revenue.2. Dedicated taxes such as REET or parking tax.3. Fund balance, debt or General Fund contributions/transfers depending on <strong>the</strong> uniquecircumstances <strong>of</strong> <strong>the</strong> project and <strong>the</strong> overall financial plan.Page 353
