2013–2014 Biennial Budget <strong>City</strong> <strong>of</strong> <strong>Tukwila</strong>, WashingtonGoals & AccomplishmentsDEPARTMENT: DCD (08) – Building Division DIVISION: 559.600FUND: General FUND NUMBER : 000RESPONSIBLE MANAGER: Jack PacePOSITION: DirectorDescriptionThe mission <strong>of</strong> <strong>the</strong> Building Division is to ensure building construction conforms to <strong>the</strong> statewidebuilding code and companion codes and <strong>City</strong> ordinances. The focus <strong>of</strong> <strong>the</strong> division is <strong>the</strong> buildingpermit process, plan review process, inspection process, and issuance <strong>of</strong> Certificates <strong>of</strong> Occupancy.2011-2012 Accomplishments♦ Implemented electronic inspection reporting (web base and installed PDF s<strong>of</strong>tware <strong>of</strong> <strong>the</strong> BuildingCodes). Electronic versions <strong>of</strong> building codes have been installed for plans examiners. Electronicversions for <strong>the</strong> inspectors will be implemented in 2013 upon adoption <strong>of</strong> <strong>the</strong> 2012 State BuildingCode and <strong>the</strong> 2011 National Electrical Code.♦ Implemented <strong>the</strong> Rental Housing Inspection Program and responded to inspection requests within24 hours producing a 95%+ achievement rate.♦ Initiated performance audit <strong>of</strong> intake, plan review, and inspection processes.♦ Adopted standard for Five over One Buildings.♦ Implementation <strong>of</strong> <strong>the</strong> Rental Housing Inspection Program, <strong>City</strong> zone 1 inspections completed.♦ Adopted new Mobile Home Park/RV Park Ordinance.♦ Developed a modified cost/revenue allocation methodology for determining permit fees.♦ Responded to inspection requests within 24 hours producing a 95%+ achievement rate.2013 Program Goals♦ Implement changes to <strong>the</strong> 2013/14 Fee ordinance.♦ Complete training for inspectors and plans examiners for <strong>the</strong> 2012 State Building Code.♦ Adopt <strong>the</strong> 2012 State Building Code, <strong>the</strong> 2011 NEC, and <strong>the</strong> 2012 Energy Code.♦ Complete a review <strong>of</strong> <strong>the</strong> current permit fee schedules for potential adjustments that would includeadditional fees for Energy Code administration.♦ Respond to field inspection requests within 24 hours.♦ Implement <strong>the</strong> use <strong>of</strong> electronic versions <strong>of</strong> <strong>the</strong> codes for field inspectors.♦ Implement <strong>the</strong> use <strong>of</strong> I-pad (tablet computers) to replace paper inspection reporting.2014 Program Goals♦ Respond to field inspection requests within 24 hours.♦ Provide training in <strong>the</strong> specific requirements <strong>of</strong> <strong>the</strong> Energy Code.♦ Implement <strong>the</strong> WABO Code Apprenticeship Program for <strong>Tukwila</strong>.Page 152
