2013–2014 Biennial Budget <strong>City</strong> <strong>of</strong> <strong>Tukwila</strong>, WashingtonGoals & AccomplishmentsDEPARTMENT: DCD (08) - Planning DIVISION: 558.600/601/602/604FUND: General FUND NUMBER : 000RESPONSIBLE MANAGER: Jack PacePOSITION: DirectorDescriptionThe Planning and Community Services Division is responsible for processing applications fordevelopment under <strong>the</strong> Zoning Code, Subdivision Ordinance, Sign Code, SEPA Ordinance,Comprehensive Plan and Shoreline Master Program. The development process includes preparation <strong>of</strong>staff reports for <strong>the</strong> Planning Commission, Board <strong>of</strong> Architectural Review, and Hearings Examiner. Per<strong>the</strong> Growth Management Act, <strong>the</strong> division manages <strong>the</strong> update <strong>of</strong> <strong>the</strong> Comprehensive Plan through <strong>the</strong>Planning Commission and <strong>City</strong> Council. This also involves coordination <strong>of</strong> issues through o<strong>the</strong>r agencies<strong>of</strong> <strong>the</strong> State, County and o<strong>the</strong>r cities. This division also manages <strong>the</strong> <strong>City</strong>'s residential and commercialrecycling program, and administers <strong>the</strong> community-wide Commute Trip Reduction (CTR) program andGIS service for <strong>the</strong> department.2011-2012 Accomplishments♦ Manufacturing-Industrial Center Plan and Comp Plan updated but Planned Action on hold forBoeing Duwamish Corridor EIS update.♦ Developed a GIS browser available to <strong>the</strong> public - NW Maps.♦ Conducted outreach for <strong>the</strong> New Sign Code to owners <strong>of</strong> non-conforming signs.♦ State Mandated Electric Vehicle Infrastructure Regulations adopted.♦ <strong>Tukwila</strong> Urban Center Plan - PC review completed.♦ Studied <strong>the</strong> potential annexations <strong>of</strong> <strong>the</strong> areas west <strong>of</strong> Orillia Road and NW <strong>of</strong> <strong>the</strong> MIC.♦ Began update <strong>of</strong> <strong>the</strong> Tree Ordinance.♦ Update <strong>of</strong> <strong>the</strong> Comprehensive Plan. (6/2015 adoption target) - TUC, Community Image, NaturalEnvironment, and Transportation in progress.♦ Permit System Replacement - Committee made vendor and system recommendation and a contractwas negotiated.2013 Program Goals♦ <strong>Tukwila</strong> Urban Center Plan- SEPA and CC recommendation.♦ Update Manufacturing-Industrial Center Planned Action after Boeing Duwamish Corridor EISupdate.♦ Update Tree Ordinance - Committee recommendations, PC & CC review <strong>of</strong> ordinance andlandscape standards.♦ Update <strong>of</strong> <strong>the</strong> Comprehensive Plan. (6/2015 adoption target) - <strong>Tukwila</strong> South, TIB, Annexation,Utilities, Roles and Responsibilities.♦ Update <strong>the</strong> <strong>Tukwila</strong> International Boulevard Plan.♦ Develop a Transit Oriented Development Plan for <strong>the</strong> area around <strong>the</strong> Link Light Rail station at<strong>Tukwila</strong> International Boulevard.♦ Amend <strong>Tukwila</strong>’s SEPA ordinance (Title 21) per state Bill 6406.Page 142
