2013-2014 Biennial Budget <strong>City</strong> <strong>of</strong> <strong>Tukwila</strong>, WashingtonBuilding on Past DecisionsIn <strong>the</strong> 2010/2011 budget process, <strong>the</strong> <strong>City</strong> created a balanced approach to respond to <strong>the</strong> changingfinancial situation. With Council support, <strong>the</strong> <strong>City</strong> created a three-legged “stool“ which included;implementation <strong>of</strong> a Revenue Generating Regulatory License (RGRL) for businesses, a focus onmaintaining core services and <strong>the</strong> reduction <strong>of</strong> some o<strong>the</strong>r <strong>City</strong> services, and <strong>the</strong> elimination <strong>of</strong> payincreases and <strong>the</strong> assumption <strong>of</strong> additional job responsibilities as a result <strong>of</strong> lay<strong>of</strong>fs <strong>of</strong> our employees.In 2011, <strong>the</strong> community voted in favor <strong>of</strong> ongoing financial resources that would continue to supportour current service levels to <strong>the</strong> public. The first was to create an independent Metropolitan ParkDistrict, which eliminated <strong>the</strong> <strong>City</strong>’s subsidy for <strong>the</strong>se services, and <strong>the</strong> second was to continue toallow existing casinos to operate in <strong>the</strong> <strong>City</strong>. The combination <strong>of</strong> <strong>the</strong>se actions has resulted in nearly$3 million in additional resources, which has helped support <strong>the</strong> financial health <strong>of</strong> <strong>the</strong> <strong>City</strong>.This year’s budget continues this <strong>the</strong>me <strong>of</strong> providing for <strong>the</strong> future health <strong>of</strong> our community.Commitment to Review Golf and Sewer Funds in early 2013In response to <strong>the</strong> Council budget workshops, I have directed staff to work on presenting options formoving forward on improving <strong>the</strong> financial health <strong>of</strong> <strong>the</strong> golf fund and sewer fund in early 2013.These will be brought to <strong>the</strong> appropriate Council committee and full Council for review and possibleaction.Finally, <strong>the</strong> <strong>City</strong> is committed to fully supporting emergency planning efforts, including ourCommunity Emergency Response Teams (CERT) training.Key Accomplishments in 2011/2012<strong>Tukwila</strong> VillageBeginning in <strong>the</strong> 1990s, <strong>the</strong> citizens <strong>of</strong> <strong>Tukwila</strong> envisioned <strong>the</strong> <strong>Tukwila</strong> Village project to redevelop akey intersection on <strong>Tukwila</strong> International Boulevard as a catalyst to revitalize <strong>the</strong> neighborhood. Over<strong>the</strong> years, <strong>the</strong> <strong>City</strong> invested nearly $9 million in acquiring land and businesses and has explored avariety <strong>of</strong> development alternatives. In <strong>the</strong> past two years this inspiring project has gainedmomentum and we are working with a quality developer on a plan that is feasible and will achieve<strong>the</strong> <strong>City</strong>’s vision. In October 2012, we reached an important milestone when <strong>the</strong> Council approved <strong>the</strong>Disposition and Development Agreement (DDA) and again in December 2012 when <strong>the</strong> <strong>City</strong> Councilapproved <strong>the</strong> Development Agreement. We are looking forward to <strong>the</strong> first phase <strong>of</strong> <strong>the</strong> projectopening in late 2014.Strategic PlanIn <strong>the</strong> first quarter <strong>of</strong> 2012, <strong>the</strong> <strong>City</strong> Council supported an initiative to implement <strong>the</strong> <strong>City</strong>’s firstStrategic Plan to help set <strong>the</strong> course for <strong>Tukwila</strong>’s future. It will help us establish a commonunderstanding throughout <strong>the</strong> community <strong>of</strong> what we want to achieve in <strong>the</strong> next 5-10 years anddetermine a path to get <strong>the</strong>re. This phased process has included a community assessment, publicmeetings, stakeholder group discussions, focus-group sessions, surveys and outreach forums.Page 11
