2013-2014 Biennial Budget City of Tukwila, WashingtonBuilding on Past DecisionsIn the 2010/2011 budget process, the City created a balanced approach to respond to the changingfinancial situation. With Council support, the City created a three-legged “stool“ which included;implementation of a Revenue Generating Regulatory License (RGRL) for businesses, a focus onmaintaining core services and the reduction of some other City services, and the elimination of payincreases and the assumption of additional job responsibilities as a result of layoffs of our employees.In 2011, the community voted in favor of ongoing financial resources that would continue to supportour current service levels to the public. The first was to create an independent Metropolitan ParkDistrict, which eliminated the City’s subsidy for these services, and the second was to continue toallow existing casinos to operate in the City. The combination of these actions has resulted in nearly$3 million in additional resources, which has helped support the financial health of the City.This year’s budget continues this theme of providing for the future health of our community.Commitment to Review Golf and Sewer Funds in early 2013In response to the Council budget workshops, I have directed staff to work on presenting options formoving forward on improving the financial health of the golf fund and sewer fund in early 2013.These will be brought to the appropriate Council committee and full Council for review and possibleaction.Finally, the City is committed to fully supporting emergency planning efforts, including ourCommunity Emergency Response Teams (CERT) training.Key Accomplishments in 2011/2012Tukwila VillageBeginning in the 1990s, the citizens of Tukwila envisioned the Tukwila Village project to redevelop akey intersection on Tukwila International Boulevard as a catalyst to revitalize the neighborhood. Overthe years, the City invested nearly $9 million in acquiring land and businesses and has explored avariety of development alternatives. In the past two years this inspiring project has gainedmomentum and we are working with a quality developer on a plan that is feasible and will achievethe City’s vision. In October 2012, we reached an important milestone when the Council approved theDisposition and Development Agreement (DDA) and again in December 2012 when the City Councilapproved the Development Agreement. We are looking forward to the first phase of the projectopening in late 2014.Strategic PlanIn the first quarter of 2012, the City Council supported an initiative to implement the City’s firstStrategic Plan to help set the course for Tukwila’s future. It will help us establish a commonunderstanding throughout the community of what we want to achieve in the next 5-10 years anddetermine a path to get there. This phased process has included a community assessment, publicmeetings, stakeholder group discussions, focus-group sessions, surveys and outreach forums.Page 11
2013-2014 Biennial Budget City of Tukwila, WashingtonA Steering Committee made up of representatives from the City Council, Administration, businesses,community groups, and others, was developed and charged with reaching into the broadercommunity to gather input and share feedback with the larger group. A Staff Committee representingvarious departments across the City organization was also established for the same purpose. TheseAmbassadors have worked diligently and faithfully to represent the interests of our residents andbusinesses in creating a vision for our future.Community meetings and forums in schools and neighborhoods have afforded us the opportunity todevelop a better understanding of our ethnically diverse population, and how we can meet some ofthe unique needs and challenges of many of our residents. We have shared information about the Cityand its services, and we look forward to continuing to build on these relationships in the years ahead.The adoption of the City’s Strategic Plan in December 2012 is just the beginning. It will be up to all ofus to use what we’ve learned as a way to prioritize the vast range of needs from all of the community’sstakeholders, plan for the future, and forge better, stronger relationships with each other.Capital InvestmentsThe Tukwila Urban Center Access Project, which rebuilt the connection between Southcenter Parkwayand Klickitat Drive, began in March of 2011 and was completed ahead of schedule and under budgetin October 2011. It has greatly improved traffic flow and improved connections from the I-5 off rampsentering the Tukwila Urban Center.In November 2012, the new Southcenter Extension roadway re-opened to traffic, widening this twolane roadway to five lanes between South 180 th and South 200 th Streets, making the Tukwila SouthDevelopment possible and providing an additional north/south travel option into the Tukwila UrbanCenter.One of the City’s main transportation thoroughfares is Tukwila International Boulevard. The finalphase of the Boulevard was completed in the spring of 2011. The development of Tukwila Village andthe focused efforts to improve safety and reduce crime in this part of our city will do much to bringvitality to this area.Other ProjectsRecently, the King County Flood Control District agreed to provide valley cities with 75% of thefunding needed for the removal of the temporary protection along the Green River – the sandbags andHesco containers. The Super Sacks and Hescos were removed in September 2012 with full trailrestoration to follow in Spring 2013.In November 2012, the City was awarded two grants from the State of Washington; one for $9.7million to improve the Boeing Access Road Bridge and another for $5 million to improve InterurbanAvenue South.The Parks and Recreation Department has implemented new strategies to increase communityparticipation in regional events. The City has redeployed the resources previously allocated tosupport three new events, which nearly doubled the number of participants.Page 12
