Greece <strong>of</strong>fered <strong>the</strong> HellenicOrganization <strong>of</strong> <strong>SME</strong>s <strong>and</strong> H<strong>and</strong>icraft S.A. (EOMMEX) to assist <strong>the</strong> WG on <strong>SME</strong>s, however noconcerned suggestion was made expect <strong>of</strong> <strong>the</strong> PLASTICA invitation.Turkey presented <strong>the</strong> draft project proposal “BSECNET” (Black Sea EconomicCooperation Network) aiming at improve economical <strong>and</strong> cultural relations among BSECcountries.Nearly two years delay <strong>the</strong> WG approved <strong>the</strong> project entitled “Identification <strong>of</strong> barriersto trade that <strong>SME</strong>s <strong>of</strong> BSEC member countries face in intra-BSEC trade, as well as proposals forcountry-specific policy recommendations for <strong>the</strong> elimination <strong>of</strong> <strong>the</strong>se barriers”. The WGsubmitted it to <strong>the</strong> Committee <strong>of</strong> Senior Officials for endorsement, on <strong>the</strong> condition that <strong>the</strong>authorized representatives <strong>of</strong> <strong>the</strong> project partners forward to <strong>the</strong> PERMIS within one monthsigned <strong>and</strong> stamped copies <strong>of</strong> <strong>the</strong> “St<strong>and</strong>ard Application for Funding a BSEC Project”.The Fourth Meeting <strong>of</strong> <strong>the</strong> WG on <strong>SME</strong>s was held on 4 July 2006 under <strong>the</strong> RussianChairmanship-in-Charge in Istanbul. While during <strong>the</strong> previous three Meetings high-levelgovernment <strong>of</strong>ficial chaired <strong>the</strong> event, this time <strong>the</strong> Russian Federation was headed only by aCounselor from <strong>the</strong> Economic Cooperation <strong>of</strong> <strong>the</strong> Ministry <strong>of</strong> Foreign Affairs <strong>and</strong> without anyinstitutional support.The main agenda <strong>of</strong> <strong>the</strong> Meeting was discussion <strong>of</strong> <strong>the</strong> Draft Action Plan for <strong>the</strong> termbetween <strong>the</strong> dates <strong>of</strong> 1 November 2005 – 1 November 2007, submitted by Turkey <strong>and</strong> itsadaptation. The project aims to share Turkish experience <strong>and</strong> best practice in <strong>SME</strong> clustering<strong>and</strong> develop this in <strong>the</strong> BSEC region.In <strong>the</strong> life <strong>of</strong> <strong>the</strong> BSEC WG on <strong>SME</strong>s it was a positive element, that <strong>the</strong> representative <strong>of</strong><strong>the</strong> International Network for <strong>SME</strong>s (IN<strong>SME</strong>) made a presentation on <strong>the</strong> IN<strong>SME</strong>’s structure,institutional framework <strong>and</strong> actions <strong>and</strong> considered <strong>the</strong> IN<strong>SME</strong>’s application for SectoralDialogue Partnership with BSEC. 12At <strong>the</strong> last, Fifth Meeting <strong>of</strong> <strong>the</strong> WG on <strong>SME</strong>s held again <strong>the</strong> Turkish Chairmanshipin-Officeon 4-5 October 2007 in Istanbul, <strong>the</strong> Project Coordinator <strong>of</strong> BSEC PERMIS made apresentation regarding <strong>the</strong> BSEC Project <strong>Development</strong> Fund (PDF), its goals <strong>and</strong> activities, <strong>the</strong>procedures <strong>of</strong> drafting, submitting, considering <strong>and</strong> financing <strong>of</strong> project proposals. The WGacknowledged <strong>the</strong> lack <strong>of</strong> project proposals in <strong>the</strong> field <strong>of</strong> <strong>SME</strong>s for PDF funding.The Hellenic Republic, Country-Coordinator <strong>of</strong> <strong>the</strong> Working Group on InstitutionalRenewal <strong>and</strong> Good Governance, highlighted <strong>the</strong> pilot project for <strong>the</strong> implementation <strong>of</strong> <strong>the</strong>regulatory reform principles in <strong>the</strong> topic <strong>of</strong> <strong>the</strong> facilitation <strong>of</strong> business action in <strong>the</strong> area <strong>of</strong><strong>SME</strong>s, <strong>and</strong> invited <strong>the</strong> WG on <strong>SME</strong>s jointly implemented this project by <strong>the</strong> two BSEC WGs.The WG took note <strong>of</strong> <strong>the</strong> willingness <strong>of</strong> <strong>the</strong> Hellenic Republic to assume <strong>the</strong> role <strong>of</strong>Country Coordinator <strong>of</strong> <strong>the</strong> WG on <strong>SME</strong>s for <strong>the</strong> next two years period. The Working Groupwelcomed <strong>the</strong> willingness <strong>of</strong> Ukraine to organize <strong>the</strong> next, 5 th Meeting <strong>of</strong> WG on <strong>SME</strong>s inUkraine in March 2008.12 See at http://www.insme.info/page.asp?IDArea=1&page=partnership.9
