is obvious that <strong>the</strong> <strong>SME</strong> sector is not even nearly this attractive as it should be in all <strong>of</strong> <strong>the</strong>secountries.The rivalry in <strong>the</strong> industry or related industries (for <strong>the</strong> <strong>SME</strong> sector in Black Sea Regionwe agreed that <strong>the</strong> tourism related industries would be <strong>of</strong> <strong>the</strong> most interest) depends on1) industry competitive structure;2) cost conditions;3) dem<strong>and</strong> conditions; <strong>and</strong>4) exit barriers.Exit barriers are different in tourism related industries but in majority <strong>of</strong> cases for <strong>SME</strong>sector <strong>the</strong>y are not high so that <strong>the</strong> company could switch to <strong>the</strong> o<strong>the</strong>r pr<strong>of</strong>itable activity fastenough to save <strong>the</strong> invested capital. As for <strong>the</strong> dem<strong>and</strong> conditions, we found out earlier that<strong>the</strong> gradually growing domestic <strong>and</strong> exponentially increasing global dem<strong>and</strong> are <strong>the</strong> drivingforces for <strong>the</strong> <strong>SME</strong> sector development in <strong>the</strong> region. As far as <strong>the</strong> cost conditions go, we wouldis a most critical negative factor for <strong>the</strong> improvements in <strong>the</strong> area. The fixed costs are veryhigh <strong>and</strong> <strong>the</strong> firms are not able to afford to cover <strong>the</strong>m by selling <strong>the</strong>ir products to <strong>the</strong> citizens<strong>of</strong> <strong>the</strong> low-income countries. There is a hidden portion <strong>of</strong> <strong>the</strong> cost <strong>of</strong> <strong>the</strong> product paid as briberyto <strong>the</strong> governmental/municipal authorities, <strong>and</strong> representatives <strong>of</strong> <strong>the</strong> various banks,foundations, <strong>and</strong> insurance companies. The result could be <strong>the</strong> struggle <strong>of</strong> <strong>the</strong> <strong>SME</strong> companiesfor survival at a low pr<strong>of</strong>it. The structure <strong>of</strong> <strong>the</strong> industry is typically ei<strong>the</strong>r fragmented orconsolidated. For <strong>the</strong> entire <strong>SME</strong> sector we could state that <strong>the</strong> structure in every tourismrelated industries is more likely underdeveloped, <strong>and</strong> does not have <strong>the</strong> completecharacteristics <strong>of</strong> even fragmented industry – large number <strong>of</strong> small companies, non <strong>of</strong> which isan a position to determine <strong>the</strong> price st<strong>and</strong>ards for <strong>the</strong> o<strong>the</strong>rs. We would consider <strong>the</strong> <strong>SME</strong>sectors in all <strong>of</strong> <strong>the</strong> targeted countries in <strong>the</strong> embryonic stage <strong>of</strong> its development. Thefragmentation characteristics would appear at <strong>the</strong> more advanced level <strong>of</strong> <strong>SME</strong> development.Again <strong>the</strong> most developed in regard to this indicator is Russia, <strong>the</strong> least is Moldova, withUkraine somewhere in <strong>the</strong> middle. The best scenario <strong>of</strong> <strong>the</strong> sector development should contain<strong>the</strong> important conditions for <strong>the</strong> increase <strong>of</strong> its attractiveness, <strong>and</strong> as a result, a competition.Below please find <strong>the</strong> summary <strong>of</strong> <strong>the</strong> factors <strong>and</strong> conditions negatively <strong>and</strong>positively affecting <strong>the</strong> <strong>SME</strong> sector in Moldova, The Russian Federation <strong>and</strong> Ukraine.In following please find recommendations for fur<strong>the</strong>r <strong>SME</strong> development.73
