promoting <strong>SME</strong> sector, cooperation with international organizations <strong>and</strong> institutions <strong>and</strong>initiating numerous project <strong>of</strong> importance for <strong>SME</strong> development <strong>and</strong> organizing <strong>and</strong> providing awide range <strong>of</strong> consulting services.In <strong>the</strong> Republic <strong>of</strong> Serbia, for <strong>the</strong> last couple <strong>of</strong> years, a great deal has been done in <strong>the</strong>field <strong>of</strong> development <strong>of</strong> business information, advisory <strong>and</strong> consultancy services. One <strong>of</strong> <strong>the</strong>features related to <strong>the</strong>se services in <strong>the</strong> previous period was inaccessibility to information <strong>and</strong>unreliability <strong>of</strong> data which could be found in different places <strong>and</strong> with different institutions.Since <strong>the</strong>re was no proper cooperation, coordination <strong>and</strong> information links among <strong>the</strong>institutions, obtaining reliable information was a big problem.In <strong>the</strong> field <strong>of</strong> information <strong>and</strong> consulting <strong>the</strong> Agency for <strong>Development</strong> <strong>of</strong> <strong>SME</strong>s had animportant role; it developed <strong>the</strong>, so called, “entrepreneurial service” through <strong>the</strong> network <strong>of</strong> itsregional <strong>of</strong>fices. The main purpose <strong>of</strong> <strong>the</strong> service was to provide legal <strong>and</strong> financial consultingservices to potential <strong>and</strong> existing entrepreneurs. In 2005 <strong>the</strong> largest number <strong>of</strong> questionsrelated to <strong>the</strong> possibilities <strong>of</strong> obtaining financial assets, credits, resources for privatization,agricultural credits, Guarantee Fund services, assistance in drawing up financial parts <strong>of</strong>business plans, etc.The field <strong>of</strong> legal consulting provided by <strong>the</strong> Agency for <strong>Development</strong> <strong>of</strong> <strong>SME</strong>s concerns<strong>the</strong> following questions:• <strong>of</strong>fering information about legal business form,• acquiring <strong>the</strong> status <strong>of</strong> an entrepreneur <strong>and</strong> enterprise establishing,• necessary documents for registration,• special preconditions for particular business activities,• possibility <strong>of</strong> foreign trade,• foreign exchange regulations,• import charges,• tax relief,• Labour Law,• social issues, etc.The o<strong>the</strong>r services in <strong>the</strong> field <strong>of</strong> information <strong>and</strong> consulting, worth mentioning are:• providing information about <strong>the</strong> choice <strong>of</strong> business activities,• possibilities <strong>of</strong> market research home <strong>and</strong> abroad,• possibilities <strong>of</strong> providing business premises under favourable conditions,• purchasing <strong>of</strong> machines <strong>and</strong> equipment, etc.One <strong>of</strong> <strong>the</strong> particularly important services <strong>of</strong>fered to entrepreneurs <strong>and</strong> owners <strong>of</strong> <strong>SME</strong>sthat should be pointed out are <strong>the</strong> education programmes. They are organized by manyinstitutions – Agency for <strong>Development</strong> <strong>of</strong> <strong>SME</strong>s, Serbian Chamber <strong>of</strong> Commerce through <strong>the</strong>network <strong>of</strong> its branch <strong>of</strong>fices, The National Employment Service, Serbian Investment <strong>and</strong>Export Promotion Agency (SIEPA) <strong>and</strong> several scientific institutes. Educational programmeshave very diversified concepts depending on <strong>the</strong> foreknowledge <strong>and</strong> needs <strong>of</strong> <strong>the</strong> participants.Serbian Investment <strong>and</strong> Export Promotion Agency – SEIPA must be pointed out asa particularly important body for providing information <strong>and</strong> consulting services – it providesnumerous services to foreign as well as domestic entrepreneurs in considering possibilities <strong>of</strong>investing in Serbia <strong>and</strong> opportunities for exporting Serbian products into foreign countries.The National Employment Service has main aim to increase <strong>the</strong> competitiveness <strong>and</strong>employability <strong>of</strong> labor force <strong>and</strong> employment through <strong>the</strong> system <strong>of</strong> active labor market policymeasures. It also must be pointed out as an important body for giving incentives forentrepreneurship development. The activities on initiating <strong>and</strong> development <strong>of</strong>60
entrepreneurship in National Employment Service are realized through <strong>the</strong> activities <strong>of</strong> Businesscenters. The activities <strong>of</strong> Business centers are based on development <strong>of</strong> completeentrepreneurship culture, through entrepreneur <strong>and</strong> business training, advisory <strong>and</strong> informationactivities, acquainting with economic structure changes, innovations <strong>and</strong> flexible forms <strong>of</strong>operations, competitiveness, efficiency in production <strong>and</strong> service sector.The Business Centers <strong>of</strong>fer <strong>the</strong> following services:• Motivational training for entrepreneurship• Information <strong>and</strong> consultations on:o <strong>the</strong> most favorable legal form <strong>of</strong> entrepreneurshipo registration procedure <strong>of</strong> shop/enterpriseo sources <strong>of</strong> financingo tax obligationso expert assistance in making <strong>the</strong> business plan (for foundation or development)• Business training for unemployed <strong>and</strong> surplus <strong>of</strong> employees (organizing <strong>of</strong> information<strong>and</strong> education seminars for future entrepreneurs)• Information on necessary documentation <strong>and</strong> forms which are to be delivered toNational Employment Service <strong>and</strong> how <strong>the</strong>y should be filled in)• Consultations between <strong>the</strong> employers <strong>and</strong> individuals seeking for job on regulations in<strong>the</strong> filed <strong>of</strong> work <strong>and</strong> employment (Article 30 <strong>of</strong> Law on Employment)• Expert conference <strong>of</strong> entrepreneurs who used subventions <strong>of</strong> NES aimed at sustainability<strong>and</strong> promotion <strong>of</strong> entrepreneur operations.The business centers <strong>of</strong> National Employment Service <strong>of</strong>fer <strong>the</strong> following pr<strong>of</strong>essionalinformation <strong>and</strong> advice on:• corresponding laws• sub-law regulations• collective agreements• job agreements• rights, duties <strong>and</strong> responsibilities <strong>of</strong> employers <strong>and</strong> employees, <strong>and</strong> <strong>the</strong>ir associations.The Entrepreneurs Society <strong>of</strong> <strong>the</strong> Serbian Chamber <strong>of</strong> Commerce was founded in2003. The main activities <strong>of</strong> <strong>the</strong> Society are mainly to protect <strong>the</strong> interests <strong>of</strong> its members –entrepreneurs. So far, <strong>the</strong> Society was mainly occupied by <strong>the</strong> issues relating to promotion <strong>of</strong>business activities conditions <strong>of</strong> entrepreneurs <strong>and</strong> necessities for <strong>the</strong>ir development:entrepreneurship development <strong>and</strong> financing programs for entrepreneurs , work improvement<strong>of</strong> general associations <strong>of</strong> entrepreneurs, employment capacity conditions improvement ineconomy, competitiveness <strong>and</strong> domestic manufacturers protection, return <strong>of</strong> publicauthorization to chambers, discussion on economic policy measures, development <strong>of</strong>information system <strong>of</strong> Society, connecting <strong>the</strong> activities different participants onentrepreneurship improvement <strong>and</strong> entrepreneurs promotion, promotion <strong>of</strong> <strong>the</strong>ir associations<strong>and</strong> Society. Besides this, Serbian Chamber <strong>of</strong> Commerce provides wide range <strong>of</strong> advisoryservices.Ministry <strong>of</strong> Economy’s Policy <strong>of</strong> <strong>Entrepreneurship</strong> Growth provides easier access to fundsfor business start – up, growth <strong>and</strong> development. <strong>Development</strong> fund <strong>of</strong> <strong>the</strong> Republic directsover 90% <strong>of</strong> means to <strong>SME</strong>s. <strong>Development</strong> fund was established by <strong>the</strong> Law fund fordevelopment for Republic <strong>of</strong> Serbia (Official Gazette 20/92 <strong>and</strong> 107/05), with <strong>the</strong> basic aim toenhance dynamic economic growth, provide even regional development, improvecompetitiveness, promote employment, <strong>and</strong> develop capital market.
