The assessments stick to an average as longas opinion differences related to sectors <strong>of</strong> activity are very small.• There is a unitary view point with regard to investigated aspects, irrespective <strong>of</strong> sizecategory. In o<strong>the</strong>r words, no matter how big <strong>the</strong> enterprise is, <strong>the</strong> assessments stickaround <strong>the</strong> average.Table 11. summarizes <strong>the</strong> procedures <strong>and</strong> costs associated with setting up a business inRomania.3.3.3. <strong>SME</strong> SUPPORT INFRASTRUCTUREThe National <strong>Development</strong> Plan is a document similar to <strong>the</strong> scheduling made up by<strong>the</strong> EU Member States for <strong>the</strong> “Convergence” Objective in <strong>the</strong> Structural Funds, with <strong>the</strong>purpose <strong>of</strong> promoting structural development <strong>and</strong> adjustment <strong>of</strong> those slightly under-developedstates/regions, by providing <strong>the</strong>m with basic infrastructure <strong>and</strong> by encouraging investment inproductive activities. NPD 2007-2013. was started in May 2004.43
