In compliance with <strong>the</strong> Resolution made by <strong>the</strong> Fifth Meeting <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Ministersin Antalya on 26 October 2001, on 27 September 2001 a BSEC Working Group on <strong>SME</strong>s wascreated. The basic goal <strong>of</strong> <strong>the</strong> WG on <strong>SME</strong>s is <strong>the</strong> exchange <strong>of</strong> information <strong>and</strong> knowledgenecessary for <strong>the</strong> promotion <strong>of</strong> entrepreneurship among <strong>the</strong> BSEC Member States. To reach thisgoal <strong>and</strong> its missions which consist <strong>of</strong>:• promoting entrepreneurship <strong>and</strong> <strong>SME</strong>s,• helping to provide an enabling <strong>and</strong> sustainable business environment <strong>and</strong> developmentby giving <strong>the</strong> message to <strong>the</strong> Governments,• promoting innovation <strong>and</strong> technology transfer,• fighting against poverty through creation <strong>of</strong> entrepreneurship,• promoting young <strong>and</strong> women entrepreneurship <strong>and</strong>• contributing to <strong>the</strong> economic growth in <strong>the</strong> region covered by <strong>the</strong> BSEC.The Terms <strong>of</strong> Reference <strong>of</strong> <strong>the</strong> BSEC Working Group on <strong>SME</strong>s see athttp://www.bsec.gov.tr/summit_htm.According to <strong>the</strong> Declaration (28) BSEC PERMIS with <strong>the</strong> assistance <strong>of</strong> <strong>the</strong> BSECBusiness Council review regularly <strong>the</strong> implementation <strong>of</strong> this Declaration <strong>and</strong> <strong>the</strong> development<strong>of</strong> entrepreneurship <strong>and</strong> <strong>the</strong> (private) <strong>SME</strong> sector in BSEC Member States in co-operation with<strong>the</strong> UNECE based on reports collected from all BSEC Member States.The Permanent International Secretary <strong>of</strong> <strong>the</strong> Organization <strong>of</strong> BSEC in cooperation with<strong>the</strong> United Nations Economic Commission for Europe prepared this Questionnaire in order toreview <strong>the</strong> impacts <strong>of</strong> <strong>the</strong> declaration on <strong>the</strong> development <strong>of</strong> <strong>the</strong> entrepreneurship <strong>and</strong> <strong>SME</strong>ssector. The Permanent International Secretary <strong>of</strong> <strong>the</strong> Organization <strong>of</strong> BSEC in cooperation with<strong>the</strong> UNECE intent to prepare a document on this issue to be discussed in <strong>the</strong> future at <strong>the</strong>Meeting <strong>of</strong> <strong>the</strong> Working Group on <strong>SME</strong>s.In this review we intent to get information on progress made by members <strong>and</strong> analysinginformation <strong>and</strong> trends on <strong>SME</strong>s.
