Annex 4.DECLARATION ON SMALL AND MEDIUM-SIZED ENTERPRISES ATTHE DAWN OF THE 21 st CENTURYQUESTIONNAIREonIMPLEMENTATION OF THE DECLARATION AND THE DEVELOPMENTOF ENTREPRENEURSHIP AND <strong>SME</strong> SECTOR IN BLACK SEA ECONOMICCOOPERATION (BSEC) MEMBER STATES.Note by <strong>the</strong> SecretariatThe core element <strong>of</strong> <strong>the</strong> political <strong>and</strong> economic transformation <strong>of</strong> any country in transitionis <strong>the</strong> creation <strong>of</strong> a sound private sector <strong>and</strong> fur<strong>the</strong>r development <strong>of</strong> <strong>SME</strong> & entrepreneurship.These are considered as <strong>the</strong> principal driving forces in economic development. <strong>SME</strong>s promoteprivate ownership, stimulate innovations <strong>and</strong> develop entrepreneurial skills. Their flexibilityenables <strong>the</strong>m to match quick changes in market dem<strong>and</strong>s. They generate <strong>the</strong> majority <strong>of</strong> jobs,promote diversification <strong>of</strong> economic activities, support sustainable development <strong>and</strong> make asignificant contribution to exports <strong>and</strong> trade.The following draft has been prepared by <strong>the</strong> BSEC PERMIS in compliance with <strong>the</strong>Resolution made by <strong>the</strong> Fifth Meeting <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Ministers in Antalya on 26 October2001,While convening seminars <strong>and</strong> workshops on <strong>SME</strong>s within <strong>the</strong> BSEC region <strong>and</strong>recognizing <strong>the</strong> importance <strong>of</strong> <strong>the</strong> entrepreneurship <strong>and</strong> <strong>SME</strong>s in <strong>the</strong> economic growth <strong>and</strong>welfare in a globalized word, <strong>the</strong> Ministers in charge <strong>of</strong> <strong>SME</strong> policies in <strong>the</strong> Member States <strong>of</strong><strong>the</strong> Organization <strong>of</strong> <strong>the</strong> Black Sea Economic Cooperation adopted a BSEC Declaration on“Small <strong>and</strong> Medium-sized Enterprises at <strong>the</strong> Dawn <strong>of</strong> <strong>the</strong> 21 st Century” on 27 September 2001 inIstanbul similar to one adopted for <strong>the</strong> CEI countries in November 2000 in Budapest. In thisDeclaration <strong>the</strong> BSEC countries have been highlighted <strong>the</strong> achievements in <strong>the</strong> field <strong>of</strong>entrepreneurship <strong>and</strong> <strong>SME</strong>-sector <strong>and</strong> pawed <strong>the</strong> way to foster <strong>the</strong> acceleration <strong>of</strong> <strong>the</strong> transitionto a market economies <strong>and</strong> creating a better enabling environment for private sector <strong>and</strong> <strong>SME</strong>development.153
