Annex 4.DECLARATION ON SMALL AND MEDIUM-SIZED ENTERPRISES ATTHE DAWN OF THE 21 st CENTURYQUESTIONNAIREonIMPLEMENTATION OF THE DECLARATION AND THE DEVELOPMENTOF ENTREPRENEURSHIP AND SME SECTOR IN BLACK SEA ECONOMICCOOPERATION (BSEC) MEMBER STATES.Note by the SecretariatThe core element of the political and economic transformation of any country in transitionis the creation of a sound private sector and further development of SME & entrepreneurship.These are considered as the principal driving forces in economic development. SMEs promoteprivate ownership, stimulate innovations and develop entrepreneurial skills. Their flexibilityenables them to match quick changes in market demands. They generate the majority of jobs,promote diversification of economic activities, support sustainable development and make asignificant contribution to exports and trade.The following draft has been prepared by the BSEC PERMIS in compliance with theResolution made by the Fifth Meeting of the Council of Ministers in Antalya on 26 October2001,While convening seminars and workshops on SMEs within the BSEC region andrecognizing the importance of the entrepreneurship and SMEs in the economic growth andwelfare in a globalized word, the Ministers in charge of SME policies in the Member States ofthe Organization of the Black Sea Economic Cooperation adopted a BSEC Declaration on“Small and Medium-sized Enterprises at the Dawn of the 21 st Century” on 27 September 2001 inIstanbul similar to one adopted for the CEI countries in November 2000 in Budapest. In thisDeclaration the BSEC countries have been highlighted the achievements in the field ofentrepreneurship and SME-sector and pawed the way to foster the acceleration of the transitionto a market economies and creating a better enabling environment for private sector and SMEdevelopment.153
