5.3.3. <strong>SME</strong> support infrastructure in Azerbaijan.There a lot <strong>of</strong> organizations which support entrepreneurship development in Azerbaijan.They are governmental, non-governmental <strong>and</strong> private organizations. The main aims <strong>of</strong> <strong>the</strong>seorganizations are to protect <strong>the</strong> rights <strong>of</strong> <strong>the</strong> entrepreneurial subjects, <strong>the</strong>ir property <strong>and</strong> o<strong>the</strong>rlegal interests, assist streng<strong>the</strong>ning <strong>of</strong> <strong>the</strong> market infrastructure <strong>and</strong> entrepreneurshipdevelopment, provide <strong>the</strong> establishment <strong>of</strong> permanent business relations between Azeri <strong>and</strong>foreign businessmen, assist work out <strong>of</strong> <strong>the</strong> investment, innovation <strong>and</strong> o<strong>the</strong>r initiative projects<strong>and</strong> formation <strong>of</strong> sound entrepreneurship environment, prepare <strong>and</strong> realize various socialeconomicoriented projects <strong>and</strong> programs, create conditions for study <strong>of</strong> <strong>the</strong> world experience<strong>of</strong> entrepreneurship <strong>and</strong> its available application in Azerbaijan, etc.1. Several private consulting firms <strong>and</strong> Business Information Centres10.Business Associations <strong>and</strong> Unions (NGOs)In spite <strong>of</strong> <strong>the</strong> existence <strong>of</strong> <strong>the</strong>se organizations, supporting <strong>SME</strong>s development in <strong>the</strong>country <strong>the</strong>re is a gap in support system from Parliament, local executive bodies in <strong>the</strong> regions.So, we don’t have special Commission on "<strong>Entrepreneurship</strong>”, working groups lobbying <strong>the</strong>interests <strong>of</strong> <strong>SME</strong>s in our Parliament yet. The responsibilities <strong>of</strong> our local executive bodies forentrepreneurship development have not been formulated on legal bases yet. Theinterdepartmental coordination on entrepreneurship development <strong>and</strong> support is executed by<strong>the</strong> Ministry <strong>of</strong> Economic development <strong>of</strong> Azerbaijan Republic. But, <strong>the</strong>re is nointerdepartmental Councils or Commissions for effective coordination attached to <strong>the</strong> Ministry<strong>of</strong> Economic <strong>Development</strong> <strong>of</strong> Azerbaijan Republic.By one word, <strong>the</strong> existing support infrastructure to <strong>SME</strong>s assists <strong>the</strong>m in <strong>the</strong> following issues:- protection <strong>of</strong> <strong>the</strong> <strong>SME</strong>s’ rights;- business consulting services;- information supply;- specialists’ training, etc.At <strong>the</strong> moment <strong>SME</strong>s support infrastructure is mostly situated in Baki. The relevantCentral Executive Organs pursuing <strong>the</strong> policy on entrepreneurship support such as Ministry <strong>of</strong>Economic <strong>Development</strong>, Ministry <strong>of</strong> Agriculture are situated in Baki, Ministry <strong>of</strong> Taxes has itsregional <strong>of</strong>fices, Chamber <strong>of</strong> Commerce <strong>and</strong> Industry, o<strong>the</strong>r business associations have <strong>the</strong>ir<strong>of</strong>fices only in Baku.The National Confederation <strong>of</strong> Entrepreneurs (Employers') Organizations <strong>of</strong> AzerbaijanRepublic (AEC) was established on March 5, 1999 <strong>and</strong> <strong>of</strong>ficially registered on 9 April 1999. AECbeing a union <strong>of</strong> employers in Azerbaijan Republic is a non-commercial, non-governmental,self-managing organisation co-ordinating activities <strong>of</strong> <strong>the</strong> juridical <strong>and</strong> physical persons dealingwith <strong>the</strong> entrepreneurial activity not-dependent on <strong>the</strong>ir property <strong>and</strong> organisation-legal form(excluding state-financed organisations) on voluntary basis, protecting <strong>the</strong>ir legal <strong>and</strong> economicrights, having social-effective objectives <strong>and</strong> considering not to get pr<strong>of</strong>it as <strong>the</strong> basic principle<strong>of</strong> its activity.106
Within its goals <strong>the</strong> Confederation carries out <strong>the</strong> following functions:• To protect rights <strong>of</strong> <strong>the</strong> entrepreneurial subjects, <strong>the</strong>ir property <strong>and</strong> o<strong>the</strong>r legalinterests before <strong>the</strong> corresponding state structures, municipality bodies <strong>and</strong> o<strong>the</strong>rorganizations;• To assist streng<strong>the</strong>ning <strong>of</strong> <strong>the</strong> market infrastructure <strong>and</strong> development <strong>of</strong>entrepreneurship relevant to <strong>the</strong> trends <strong>of</strong> <strong>the</strong> State <strong>Entrepreneurship</strong> <strong>Development</strong>Program;• To participate in <strong>the</strong> collective negotiations with <strong>the</strong> Azerbaijan Government <strong>and</strong>Trade Unions Confederation with <strong>the</strong> purpose <strong>of</strong> regulation <strong>of</strong> <strong>the</strong> labor relationsaccording to <strong>the</strong> Labor Legislation in <strong>the</strong> country, to sign <strong>the</strong> tripartite GeneralCollective Agreement toge<strong>the</strong>r with <strong>the</strong> Azerbaijan Government <strong>and</strong> Trade UnionsConfederation;• To provide <strong>the</strong> establishment <strong>of</strong> permanent business relations among its members,to assist work out <strong>of</strong> <strong>the</strong> investment, innovation <strong>and</strong> o<strong>the</strong>r initiative projects <strong>and</strong>formation <strong>of</strong> sound entrepreneurship environment;• To participate in preparation <strong>and</strong> realization <strong>of</strong> various social-economic orientedsector, regional <strong>and</strong> country programs;• To assist local entrepreneurs in search <strong>of</strong> partners in <strong>the</strong> country <strong>and</strong> abroad,participate in <strong>the</strong>ir information supply;• To realize <strong>the</strong> preparation <strong>of</strong> <strong>the</strong> social-economic oriented draft laws <strong>and</strong> o<strong>the</strong>rnormative-legal acts related to <strong>the</strong> development <strong>of</strong> entrepreneurship;• To create conditions foe study <strong>of</strong> <strong>the</strong> world experience <strong>of</strong> entrepreneurship <strong>and</strong> itsavailable application in Azerbaijan;• To assist <strong>the</strong> establishment <strong>of</strong> social-economic oriented organizations.At present time more than 3,500 entrepreneurs’ subjects including about 35Associations <strong>and</strong> Unions <strong>of</strong> economic <strong>and</strong> social orientation are united in AEC. AEC implementsits responsibilities as <strong>the</strong> representative <strong>of</strong> <strong>the</strong> employers being a social partner in <strong>the</strong> trilateralGeneral Collective Agreement signed between Cabinet <strong>of</strong> Ministries, Trade UnionsConfederation <strong>and</strong> AEC on 7 July 2004 for determination <strong>of</strong> social-economic policy in Azerbaijan<strong>and</strong> regulation <strong>of</strong> labor relations.AEC is <strong>the</strong> member <strong>of</strong> International Organization <strong>of</strong> Employers, World Association <strong>of</strong>NGOs, International Industrialists <strong>and</strong> Entrepreneurs Congress, Azerbaijan-British TradeIndustrial Council. Confederation works closely with <strong>the</strong> embassies <strong>of</strong> USA, Great Britain,Germany, France, Iran, Turkey, Egypt <strong>and</strong> Israel, international organizations, such as UNDP<strong>and</strong> participates in <strong>the</strong>ir various meetings. AEC has its representatives in 35 regions <strong>of</strong>Azerbaijan Republic.Support <strong>and</strong> control by <strong>the</strong> state can be registration <strong>of</strong> entrepreneurship activity, legal,financial, special permission, informational, consulting, technical, scientific, <strong>and</strong> training <strong>and</strong>o<strong>the</strong>r kinds <strong>of</strong> assistance.The main directions for state support to enterprises according to <strong>the</strong> Law <strong>of</strong> AR “OnState Support <strong>of</strong> <strong>SME</strong>” are <strong>the</strong> creation <strong>of</strong> favorable legal environment, financial <strong>and</strong>investment assistance, promotion <strong>of</strong> foreign economic activities, performance <strong>of</strong> favorable taxpolicy, vocational education <strong>and</strong> training, creation <strong>of</strong> simplified systems for statistic reports <strong>and</strong>accountancy, improvement <strong>of</strong> state regulation on entrepreneurship, permanent improvement<strong>of</strong> license systems, enabling <strong>the</strong> promotion <strong>of</strong> quality level <strong>and</strong> competitiveness <strong>of</strong> services <strong>and</strong>goods producing in <strong>SME</strong> sphere, provision <strong>of</strong> participation <strong>of</strong> <strong>SME</strong> subjects in implementation <strong>of</strong>State orders, support <strong>of</strong> structure changes <strong>and</strong> technological development in <strong>SME</strong> sector,support <strong>of</strong> exp<strong>and</strong>ing cooperation links among <strong>the</strong> small, medium-sized <strong>and</strong> large enterprises,establishment <strong>of</strong> sale-exhibition center for goods <strong>of</strong> <strong>SME</strong> subjects, etc.107
