But, some <strong>of</strong> <strong>the</strong>se legislative acts don’t meet <strong>the</strong> requirements <strong>of</strong>today <strong>and</strong> <strong>the</strong>re is a need for adoption <strong>of</strong> new investment law stimulating <strong>the</strong> foreigninvestment to <strong>the</strong> regions. With this purpose laws on “Investment activity” <strong>and</strong> “Special freeeconomic zones” have been prepared toge<strong>the</strong>r with <strong>the</strong> experts <strong>of</strong> World Bank. The law on“Investment activity” will substitute o<strong>the</strong>r 2 laws that are into force at <strong>the</strong> moment.The development <strong>of</strong> private sector is a priority <strong>and</strong> that is why it is envisaged in <strong>the</strong>State program on “Poverty reduction <strong>and</strong> economic development” (2003-20005), on “Small <strong>and</strong>medium entrepreneurship development” (2002-2005), “Investment program for 2004-2007”,on “Social-economic development <strong>of</strong> <strong>the</strong> regions <strong>of</strong> Azerbaijan Republic” (2004-2008), etc.100
Due to <strong>the</strong> decree <strong>of</strong> <strong>the</strong> president <strong>of</strong> <strong>the</strong> Azerbaijan Republic <strong>the</strong> number <strong>of</strong> activitiesrequired license was reduced to 50 <strong>and</strong> <strong>the</strong> price <strong>of</strong> license was increased. Generally, <strong>the</strong>amount <strong>of</strong> credits allocated to <strong>the</strong> entrepreneurs had been increased 65% <strong>and</strong> reached up toUSD 2.2 billion in 2006. The half <strong>of</strong> <strong>the</strong>se credits were long period credits.Besides <strong>of</strong> all <strong>the</strong>se achievements <strong>the</strong>re are several problems that entrepreneurs face.They are monopolism, weakness <strong>of</strong> protection at courts, lack <strong>of</strong> business information <strong>and</strong>financial resources, insufficient level <strong>of</strong> market infrastructure, lack <strong>of</strong> pr<strong>of</strong>essional staffs, etc.The number <strong>of</strong> persons engaging with <strong>the</strong> entrepreneurial activity is less than existedpotential. The level <strong>of</strong> regional development <strong>of</strong> entrepreneurs is not relative to real potential.So, 57.24 % <strong>of</strong> all small <strong>and</strong> medium entrepreneurs are situated in Baku. The cooperation withlocal producers is not well developed <strong>and</strong> relation <strong>of</strong> <strong>SME</strong>s with big companies <strong>and</strong> integrationis not sufficient. It is fact that <strong>the</strong> share <strong>of</strong> private sector in <strong>the</strong> country economy is high, bu<strong>the</strong> development <strong>of</strong> entrepreneurs generally is not sufficient.During 6 months <strong>of</strong> 2007 <strong>the</strong> cooperation in import-export sphere with 127 foreigncountries was held.
