Meeting was commenced by Pres Angelica
Halim at 6:30pm in Medan Room.
1. Sergeant at Arms welome the guests and
Rotaractors, especially Rtn Arlan Setiawan
from Rotary Club Surabaya Metropolitan,
the guest speaker Mr. Scott Bernat with his
son Matthew and his technical friend Mr.
Mitchel Winsberg and Brigjen Sudibyo and
YES Aybi, who is coming back from Germany.

Topic : Naval Criminal Investigative Services
2.1. Pres. Angelica introduced the guest
speaker.
Mr. Scott M. Bernat was born in the United
States and completed his undergraduate studies
at the University of Massachusetts, receiving a
Bachelor of Arts Degree in Journalism, with a
concentration in Political Science. He is a
Distinguished Honor Graduate of the U.S.
Federal Law Enforcement Training Center. His
academic credentials also include the U.S.
Defense Intelligence Agency, as well as the
U.S. Merchant Marine Academy Global
Maritime and Transportation School. He
served as an Army National Guard and U.S.
Army Reserve Infantry Officer (Air Assault).
Mr. Bernat is a civilian Special Agent of the
U.S. Naval Criminal Investigative Service
(NCIS), currently assigned to the U.S.
Embassy Jakarta, Indonesia Force Protection
Detachment as the Resident Agent in Charge
and Chief of U.S. Military Security. He is
directly responsible for the organization,
implementation and management of U.S.
Department of Defense programs focusing on
Counterintelligence Support to Force
Protection, threat awareness and mitigation,
physical security, logistics/supply chain
security, risk assessments and vulnerability
studies, emergency preparedness and crisis
response, executive protection and investigations
relative to personnel, ships and aircraft visiting
Indonesia.
For the past 24 years, Mr. Bernat has worked in
direct support to significant security, loss and
crime prevention, logistics/supply chain security,
law enforcement, counter-drug, counterintelligence,
counter-espionage, counter-terrorism
and executive protection operations in the United
States, Australia/Oceania, Caribbean, Central
America, Europe, Middle East, South East Asia
and the Far East. His background includes
operational and managerial security support to the
U.S. Departments of State and Justice, U.S.
Department of Defense Conventional and Special
Operations Forces, as well as the U.S. Military
Sealift Command Civilian Maritime Fleet. His
global security expertise is routinely called upon
by various government and private sector
organizations in furtherance of mutually supportive
security programs.
He has developed, organized and managed
comprehensive safety, security and law
enforcement seminars and training programs for
U.S. and Foreign law enforcement, military and
security services, all designed to test, evaluate and
focus security efforts.
His professional awards include six U.S.
Department of State Meritorious Honor Awards
and two U.S. Navy Meritorious Civilian Service
Awards.
Mr. Bernat’s published work includes professional
security articles and he is a frequent guest lecturer
and speaker on international safety and security
issues.
2.2. The Navy Criminal Investigative Service
(NCIS) is responsible for providing law
enforcement on behalf of United States Navy
and Marine Corps personnel and their
families. Originally part of the Office of Naval
Intelligence (ONI), the organization was
staffed primarily by military personnel,
whereas today it is a largely civilian
organization and concentrate in
counterintelligence and criminal
investigations.

Mr. Scott Bernat, Chief of US Millitary is
civilian special agent of the NCIS currently
assigned to the US Embassy in Jakarta and he
is in charge as Residence Agent. He is
commanding 150’000 specialist.
The activities and mission of NCIS is to
investigate and defeat criminal, terrorist

NCIS is under the Force Protection Detachment in
US Embassy
- to protect in transit military forces
- NCIS built a comprehensive partnership with
INP and TNI
- Help in Disaster Relief i.eg. to help Padang.
NCIS helped by bringing in helicopters with
humanitarian help.
- Work together with President Guards

For Mr. Scott networking is important.
Mr. Scott brought several samples, and tools which
they use to investigate, as to investigate
fingerprint.
Thank to Mr. Kevin, from Shangri-La Mr. Scott could
easily bring in the items.
3. President Angelica overhands the Certificate of
Appreciation and RCJ Banner to Mr. Scott Bernat
Mr. Scott thanks Pres. Angelica and overhands a
certificate from US Embassy and overhands the board
a cap of NCIS to remember.
Sergeant at Arms thanks officially Mr. Scott.
4. Pres. Angelica overhand RCJ Banner to Rtn Arlan
Setiawan from Rotary Club Surabaya Metropolitan.
5. IPP Yvonne informed the Club that Shangri-La
increases the light meal cost to Rp. 1’200’000.-
It needs approval from the Club.
