2.1. Pres. Angelica introduced the guest<br />

speaker.<br />

<strong>Mr</strong>. <strong>Scott</strong> M. <strong>Bernat</strong> was born in the United<br />

States and completed his undergraduate studies<br />

at the University of Massachusetts, receiving a<br />

Bachelor of Arts Degree in Journalism, with a<br />

concentration in Political Science. He is a<br />

Distinguished Honor Graduate of the U.S.<br />

Federal Law Enforcement Training Center. His<br />

academic credentials also include the U.S.<br />

Defense Intelligence Agency, as well as the<br />

U.S. Merchant Marine Academy Global<br />

Maritime and Transportation School. He<br />

served as an Army National Guard and U.S.<br />

Army Reserve Infantry Officer (Air Assault).<br />

<strong>Mr</strong>. <strong>Bernat</strong> is a civilian Special Agent of the<br />

U.S. <strong>Naval</strong> <strong>Criminal</strong> <strong>Investigative</strong> Service<br />

(NCIS), currently assigned to the U.S.<br />

Embassy Jakarta, Indonesia Force Protection<br />

Detachment as the Resident Agent in Charge<br />

and Chief of U.S. Military Security. He is<br />

directly responsible for the organization,<br />

implementation and management of U.S.<br />

Department of Defense programs focusing on<br />

Counterintelligence Support to Force<br />

Protection, threat awareness and mitigation,<br />

physical security, logistics/supply chain<br />

security, risk assessments and vulnerability<br />

studies, emergency preparedness and crisis<br />

response, executive protection and investigations<br />

relative to personnel, ships and aircraft visiting<br />

Indonesia.<br />

For the past 24 years, <strong>Mr</strong>. <strong>Bernat</strong> has worked in<br />

direct support to significant security, loss and<br />

crime prevention, logistics/supply chain security,<br />

law enforcement, counter-drug, counterintelligence,<br />

counter-espionage, counter-terrorism<br />

and executive protection operations in the United<br />

States, Australia/Oceania, Caribbean, Central<br />

America, Europe, Middle East, South East Asia<br />

and the Far East. His background includes<br />

operational and managerial security support to the<br />

U.S. Departments of State and Justice, U.S.<br />

Department of Defense Conventional and Special<br />

Operations Forces, as well as the U.S. Military<br />

Sealift Command Civilian Maritime Fleet. His<br />

global security expertise is routinely called upon<br />

<strong>by</strong> various government and private sector<br />

organizations in furtherance of mutually supportive<br />

security programs.<br />

He has developed, organized and managed<br />

comprehensive safety, security and law<br />

enforcement seminars and training programs for<br />

U.S. and Foreign law enforcement, military and<br />

security services, all designed to test, evaluate and<br />

focus security efforts.<br />

His professional awards include six U.S.<br />

Department of State Meritorious Honor Awards<br />

and two U.S. Navy Meritorious Civilian Service<br />

Awards.<br />

<strong>Mr</strong>. <strong>Bernat</strong>’s published work includes professional<br />

security articles and he is a frequent guest lecturer<br />

and speaker on international safety and security<br />

issues.<br />

2.2. The Navy <strong>Criminal</strong> <strong>Investigative</strong> Service<br />

(NCIS) is responsible for providing law<br />

enforcement on behalf of United States Navy<br />

and Marine Corps personnel and their<br />

families. Originally part of the Office of <strong>Naval</strong><br />

Intelligence (ONI), the organization was<br />

staffed primarily <strong>by</strong> military personnel,<br />

whereas today it is a largely civilian<br />

organization and concentrate in<br />

counterintelligence and criminal<br />

investigations.


<strong>Mr</strong>. <strong>Scott</strong> <strong>Bernat</strong>, Chief of US Millitary is<br />

civilian special agent of the NCIS currently<br />

assigned to the US Embassy in Jakarta and he<br />

is in charge as Residence Agent. He is<br />

commanding 150’000 specialist.<br />

The activities and mission of NCIS is to<br />

investigate and defeat criminal, terrorist<br />

Terorist Investigation includes :<br />

- Law Enforcement<br />

- Counter Intelligence<br />

- Counter Teroris<br />

- Anti Terorism.<br />

How they do the investigations ?<br />

- Interviews / Interrogations<br />

- Collection of Evidence<br />

- Processing of Crime Science<br />

- Application of Forensic Science<br />

How they do the operations ?<br />

- Operations under cover expertise<br />

- surveillance<br />

- special technical support<br />

- protective services<br />

NCIS is under the Force Protection Detachment in<br />

US Embassy<br />

- to protect in transit military forces<br />

- NCIS built a comprehensive partnership with<br />

INP and TNI<br />

- Help in Disaster Relief i.eg. to help Padang.<br />

NCIS helped <strong>by</strong> bringing in helicopters with<br />

humanitarian help.<br />

- Work together with President Guards<br />

(PASPAMPRES)<br />

For <strong>Mr</strong>. <strong>Scott</strong> networking is important.<br />

<strong>Mr</strong>. <strong>Scott</strong> brought several samples, and tools which<br />

they use to investigate, as to investigate<br />

fingerprint.<br />

Thank to <strong>Mr</strong>. Kevin, from Shangri-La <strong>Mr</strong>. <strong>Scott</strong> could<br />

easily bring in the items.<br />

3. President Angelica overhands the Certificate of<br />

Appreciation and RCJ Banner to <strong>Mr</strong>. <strong>Scott</strong> <strong>Bernat</strong><br />

<strong>Mr</strong>. <strong>Scott</strong> thanks Pres. Angelica and overhands a<br />

certificate from US Embassy and overhands the board<br />

a cap of NCIS to remember.<br />

4. Pres. Angelica overhand RCJ Banner to Rtn Arlan<br />

Setiawan from Rotary Club Surabaya Metropolitan.<br />

5. IPP Yvonne informed the Club that Shangri-La<br />

increases the light meal cost to Rp. 1’200’000.-<br />

It needs approval from the Club.<br />
