年 度 報 告 2010-11 Annual Report43飛 行 標 準 及 適 航Flight Standards andAirworthiness飛 行 標 準 及 適 航 部 負 責 簽 發 航 空 運 輸 企 業 經 營 許 可 證 ( 航 空 經營 許 可 證 ), 以 及 在 發 出 許 可 證 後 監 察 所 有 持 證 公 司 的 運 作 , 確保 這 些 公 司 遵 守 國 際 民 航 組 織 所 訂 定 的 標 準 和 建 議 措 施 。The Flight Standards and Airworthiness Division is responsible for thegrant of Air Operator’s Certificate (AOC) and the subsequent monitoringof all AOC holders to ensure their compliance with the Standards andRecommended Practices of the ICAO.

With a team of experiencedAirworthiness Officers, the Office carried out routine AOC line station audits,approved maintenance and design/production organisation audits, andaircraft surveys locally in Hong Kong as well as other cities in the Mainland,Asia, Middle East, India, Europe and North America, for the purpose ofcontinual monitoring of AOC, approval of maintenance and design/productionorganisation, and the issue and renewal of Certificates of Airworthiness forHong Kong registered aircraft.飛 機 維 修Aircraft Maintenance適 航 事 務 組 繼 續 通 過 機 庫 檢 查 、 公 司 運 作 審 查及 產 品 審 查 , 定 期 監 察 所 有 香 港 認 可 的 飛 機 維修 及 飛 機 部 件 維 修 機 構 。 截 至 二 零 一 一 年 三 月三 十 一 日 , 共 有 24 家 公 司 獲 發 香 港 認 可 維 修 機構 的 資 格 。 適 航 事 務 組 通 過 持 續 審 查 和 定 期 視察 , 監 察 多 家 主 要 維 修 公 司 , 包 括 香 港 飛 機 工程 有 限 公 司 、 香 港 航 空 發 動 機 維 修 服 務 有 限 公司 及 廈 門 太 古 飛 機 工 程 有 限 公 司 。The Airworthiness Office continued to monitor all Hong Kong approved aircraftand aircraft component maintenance organisations regularly through hangarsurveys, company audits and product audits. As at March 31, 2011, there were24 approved maintenance organisations holding Hong Kong approvals. Majormaintenance companies, including Hong Kong Aircraft Engineering CompanyLimited (HAECO), Hong Kong Aero Engine Services Limited (HAESL), andTaikoo (Xiamen) Aircraft Engineering Company Limited (TAECO), are regulatedthrough rolling audits and regular visits.

The key purpose of theprogramme is to apply a risk management approach to the scheduling andcoordination of inspection activities.該 組 收 集 和 分 析 業 界 根 據 強 制 呈 報 事 故 計劃 所 提 交 的 數 據 及 其 他 安 全 數 據 。 年 內 ,該 組 亦 協 助 檢 討 意 外 調 查 法 例 , 以 確 保 法例 與 國 際 民 航 組 織 訂 定 的 標 準 和 建 議 措 施相 符 。Mandatory Occurrence Reporting (MOR) data reported by the industries underthe MOR Scheme and other safety data had been collected for safety dataanalysis. These local airspace usersinclude fixed-wing operators and rotary wing operators (the GFS, the HongKong Garrison of the People’s Liberation Army (PLA), HHK, HEL and the HongKong Aviation Club (HKAC)) as well as the Hong Kong Paragliding Associationand private aircraft owners.協 會 , 以 及 個 別 私 人 航 空 器 擁 有 人 。執 照 事 務 組 處 理 簽 發 空 勤 人 員執 照 、 加 簽 和 覆 檢 等 級 等 申 請 。PELO handles applications ofinitial issue and renewal offlight crew licences, inclusionsand revalidation of ratings etc.

In the same period, two Airbus 330, one Boeing 737, one Boeing737 Freighter, one Boeing 747 and one Boeing 747 Freighter were removedfrom the Register. As at March 31, 2011, the total number of civil aircraft inthe Hong Kong Civil Aircraft Register was 246. These includedtraining on specific aircraft types, simulator evaluation, auditing techniques aswell as on safety management. In addition, officers participated in internationaland regional conferences, seminars and working group meetings to exchangeand share experiences and best practices with the international experts. Theseinternational events included the ICAO conference/seminar on PerformanceBased Navigation; the Airbus, Boeing and ARJ 21 working group meetings onCertification and Maintenance Review Board; the Flight Recorder & Data andAutomatic Dependent Surveillance Broadcast; and accident investigation seminar.本 部 人 員 進 行 直 升 機 檢 查 。An FSAD officer conductshelicopter inspection.年 內 , 飛 行 標 準 組 巡 查 人 員 執 行 了98 次 飛 行 檢 查 。During the year, inspectorate staffof the Flight Standards Officeconducted 98 flight operationsinspections.

52香 港 民 航 處Civil Aviation Department Hong Kong飛 行 標 準 及 適 航 Flight Standards and Airworthiness意 外 調 查ACCIDENT INVESTIGATION民 航 處 是 本 港 的 飛 機 意 外 調 查 當 局 , 負 責 調查 於 香 港 發 生 的 飛 機 意 外 及 嚴 重 事 故 。 這 些調 查 由 受 過 訓 練 的 意 外 調 查 主 任 , 根 據 國 際民 航 組 織 附 件 13 的 標 準 和 建 議 措 施 而 進 行 ,目 的 是 確 定 發 生 事 故 的 情 況 及 因 由 , 以 免 事 故再 次 發 生 。The Department is also the aircraft accidents investigation authority forany aircraft accidents and serious incidents occurred in Hong Kong. Theseinvestigations are carried out by trained Inspectors of Accidents in line withthe ICAO Annex 13 Standards and Recommended Practices with the purposeof determining the circumstances and causes of the occurrences to preventrecurrence in future.年 內 , 民 航 處 公 布 一 份 調 查 報 告 , 當 中 涉 及 一架 Robinson,R22 型 直 升 機 撞 向 宋 皇 臺 道 香港 飛 行 總 會 毗 鄰 停 車 場 的 旅 遊 車 。 事 發 於 二零 零 九 年 五 月 一 日 , 直 升 機 在 意 外 中 損 毀 。 另外 , 仍 在 調 查 的 意 外 及 嚴 重 事 故 如 下 :During the year, CAD published the Report on the investigation of a RobinsonR22 helicopter crashed into a coach at the parking lot adjacent to the HongKong Aviation Club in Sung Wong Toi Road. The accident happened on May 1,2009 and the helicopter was damaged. In addition, the following accidents andserious incidents were under investigation:• 二 零 一 零 年 四 月 十 三 日 , 一 架 屬 國 泰 航 空公 司 的 空 中 巴 士 A330 型 飛 機 因 兩 台 發 動機 出 現 控 制 問 題 , 於 香 港 國 際 機 場 緊 急降 落 。 一 名 乘 客 在 疏 散 期 間 嚴 重 受 傷 。• On April 13, 2010, an Airbus 330 aircraft operated by CathayPacific Airways conducted an emergency landing at the Hong KongInternational Airport due to control problem on both engines. Onepassenger suffered serious injury during the evacuation.• 二 零 一 零 年 七 月 三 日 , 一 架 屬 亞 太 航 空 的阿 古 斯 塔 威 斯 特 蘭 AW139 型 號 直 升 機 ,在 上 環 空 中 快 線 直 升 機 場 起 飛 後 不 久 , 尾槳 脫 落 , 在 維 多 利 亞 港 水 面 迫 降 。 機 上 機組 人 員 和 乘 客 全 部 獲 救 。• On July 3, 2010, an Agusta Westland AW139 helicopter of East AsiaAirlines from Macao experienced a loss of tail rotors shortly aftertakeoff from the Sky Shuttle Heliport in Sheung Wan and ditchedin the Victoria Harbour. All crew and passengers onboard wererescued.意 外 調 查 主 任 調 查 於 香 港 發 生 的飛 機 意 外 及 嚴 重 事 故 。Inspectors of Accidents carry outinvestigations for any aircraftaccidents and serious incidentsoccurred in Hong Kong.
