Social Work Leads to Office<br />

“if you’re not part of <strong>the</strong> solution, you’re part of <strong>the</strong> problem…”<br />

Harris’ statement could well serve as a call to service for social workers everywhere.<br />

Certa<strong>in</strong>ly <strong>the</strong> logic helped motivate Social Work professor Susan Talamantes Eggman<br />

to pursue a seat on <strong>the</strong> city council <strong>in</strong> Stockton last year.<br />

“Social work professionals are used to work<strong>in</strong>g across systems,” says Eggman. “And I have<br />

always believed that if I did not like someth<strong>in</strong>g <strong>in</strong> a system, I needed to work to change it.”<br />

That “someth<strong>in</strong>g” she did not like <strong>in</strong>cluded <strong>the</strong> way <strong>the</strong> neighborhoods around her home<br />

were deteriorat<strong>in</strong>g. With areas of town becom<strong>in</strong>g rundown<br />

or overdeveloped, with <strong>the</strong> crime rate skyrocket<strong>in</strong>g,<br />

with <strong>in</strong>juries and deaths mak<strong>in</strong>g <strong>the</strong> nightly news,<br />

Eggman decided it was time to take a stand—or actu-<br />

ally a seat—when a spot opened up on <strong>the</strong> six-member<br />

city council. Be<strong>in</strong>g a political outsider, her election<br />

support would have to come from <strong>the</strong> very people she<br />

was so keen on help<strong>in</strong>g.<br />

The professor, <strong>in</strong> her sixth year teach<strong>in</strong>g at Sac <strong>State</strong>,<br />

recognized her grass-roots candidacy as an ideal learn<strong>in</strong>g<br />

opportunity for her students. “As social advocates,”<br />

says Eggman, “policies drive our practice. Understand<strong>in</strong>g<br />

how to work with<strong>in</strong> <strong>the</strong> exist<strong>in</strong>g system to affect<br />

necessary policy change may be <strong>the</strong> key to be<strong>in</strong>g effective<br />

<strong>in</strong> our field.”<br />

Start<strong>in</strong>g <strong>in</strong> fall 2005 semester and work<strong>in</strong>g through<br />

to <strong>the</strong> November 2006 election, students volunteered<br />

time to help out on Eggman’s campaign—and experience<br />

<strong>the</strong> American political process upclose<br />

and personal. They got hands-on<br />

practice <strong>in</strong> research<strong>in</strong>g issues, conduct<strong>in</strong>g<br />

surveys, compil<strong>in</strong>g <strong>in</strong>formation,<br />

and organiz<strong>in</strong>g man-power. Perhaps<br />

even more importantly, <strong>the</strong>y got out<br />

<strong>in</strong>to <strong>the</strong> streets <strong>the</strong>mselves. Knock<strong>in</strong>g<br />

on doors and talk<strong>in</strong>g to people on<br />

<strong>the</strong>ir home ground, students learned<br />

first-hand about social issues that affect<br />

people. For some it was <strong>the</strong>ir first<br />

exposure to poverty or discrim<strong>in</strong>ation;<br />

for all it was enlighten<strong>in</strong>g. Students<br />

also got to work with faculty from<br />

o<strong>the</strong>r discipl<strong>in</strong>es who were also active<br />

supporters. In <strong>the</strong> end, it was all highly<br />

effective.<br />

Eggman is now serv<strong>in</strong>g on <strong>the</strong><br />

Stockton City Council, and <strong>in</strong> do<strong>in</strong>g so, she is liv<strong>in</strong>g<br />

what she teaches.<br />

PerSOnaL nOte: Eggman earned her undergraduate <strong>in</strong><br />

psychology and graduate degree <strong>in</strong> social work from<br />

CSU Stanislaus, and she received her doctorate <strong>in</strong> philosophy<br />

from Portland <strong>State</strong> <strong>University</strong>. Beg<strong>in</strong>n<strong>in</strong>g her<br />

career as a hospital-based hospice counselor, she chose<br />

social work out of a desire to “improve <strong>the</strong> circumstances<br />

of people’s lives.” n<br />

whe<strong>the</strong>r patroll<strong>in</strong>g on foot, <strong>in</strong> a vehicle or on an ATV, a kayak or a jet ski; rid<strong>in</strong>g on<br />

horseback or fly<strong>in</strong>g <strong>in</strong> a helicopter; dressed <strong>in</strong> a uniform or disguised as a hunter or<br />

angler: “Work<strong>in</strong>g as a game warden <strong>in</strong> <strong>California</strong> is <strong>the</strong> best law enforcement job <strong>in</strong><br />

<strong>the</strong> world,” claims CRJ alumnus Capta<strong>in</strong> John Baker.<br />

Grow<strong>in</strong>g up <strong>in</strong> Columbia <strong>State</strong> Park <strong>in</strong> Tuolomne County, Baker already had a love of <strong>the</strong><br />

environment, and as <strong>the</strong> son of a constable, he had a respect for law. The Department of Fish and<br />

Game was a natural blend of both.<br />

An <strong>in</strong>ternship with <strong>the</strong> Department of Fish & Game developed <strong>in</strong>to a student assistantship,<br />

help<strong>in</strong>g Baker support his education. Graduat<strong>in</strong>g from <strong>Sacramento</strong> <strong>State</strong> with his B.S. <strong>in</strong> crim<strong>in</strong>al<br />

justice <strong>in</strong> 1989, he cont<strong>in</strong>ued to work for Fish & Game, becom<strong>in</strong>g a game warden <strong>in</strong> 1992. His<br />

areas of responsibility have encompassed some of <strong>the</strong> most beautiful country <strong>in</strong> <strong>California</strong>, start<strong>in</strong>g<br />

<strong>in</strong> nor<strong>the</strong>rn Santa Barbara County. A promotion to lieutenant <strong>in</strong> 1998 brought him to <strong>the</strong><br />

Fresno area; when promoted to capta<strong>in</strong> <strong>in</strong> 2005, his duties branched out to <strong>in</strong>clude oversee<strong>in</strong>g<br />

<strong>the</strong> law enforcement function for <strong>the</strong> Department<br />

<strong>in</strong> <strong>the</strong> counties of Madera, Fresno, Tulare, K<strong>in</strong>gs,<br />

Kern, Inyo, Mono and San Bernard<strong>in</strong>o County<br />

north of HWY 58.<br />

Baker savors <strong>the</strong> stewardship role that is <strong>in</strong>herent<br />

<strong>in</strong> his job. Although game wardens need to be<br />

prepared to deal with crim<strong>in</strong>al activity from spousal<br />

assault and drunk driv<strong>in</strong>g to poach<strong>in</strong>g and unlawful<br />

sell<strong>in</strong>g, <strong>the</strong> end result of all <strong>the</strong>ir efforts focus on<br />

protect<strong>in</strong>g <strong>the</strong> environment and <strong>the</strong> wild life with<strong>in</strong><br />

it. Over-<strong>the</strong>-limit fish<strong>in</strong>g or hunt<strong>in</strong>g may impact<br />

future resources; unlawful dump<strong>in</strong>g and pollution<br />

can endanger species and cost millions of dollars;<br />

marijuana farm<strong>in</strong>g or meth labs can adversely affect<br />

<strong>the</strong> surround<strong>in</strong>g area and hamper <strong>the</strong> ability of <strong>the</strong><br />

public to enjoy <strong>the</strong> natural resources. And <strong>the</strong>se are<br />

John Baker just a few examples.<br />

Wardens generally work alone which <strong>in</strong>volves a lot of freedom—and a lot of responsibility.<br />

“It’s like be<strong>in</strong>g an entire police department by yourself,” says Baker. “We work alone, ga<strong>the</strong>r<strong>in</strong>g<br />

evidence and follow<strong>in</strong>g <strong>the</strong> case through to <strong>the</strong> end. We have to f<strong>in</strong>d justice for victims who don’t<br />

speak.” Baker has found <strong>the</strong> career to be challeng<strong>in</strong>g, but so personally reward<strong>in</strong>g that he <strong>in</strong>vites<br />

anyone <strong>in</strong>terested <strong>in</strong> f<strong>in</strong>d<strong>in</strong>g out more about a possible career <strong>in</strong> <strong>the</strong> Department of Fish & Game<br />
