EstablishingQuantum <strong>GIS</strong>28BULETIN GEOSPATIAL Sektor Awam Edisi 2/2010SECOND OPINIONQ<strong>GIS</strong> simultaneously retrieves shape and tab files without the needfor data conversion between flood and administrative maps.Eva Dodsworths in her review on the usabilityof Q<strong>GIS</strong> 0.11.0, July 2008 concluded “Thefeatures of Q<strong>GIS</strong> are easy to work with anda simple map can be generated quickly. Someof the more complex features such as thematicmapping and querying take more time tounderstand, and learn to successfully applyit. Some of the more basic features that <strong>GIS</strong>users would expect are surprisingly not available,such as text or graphic insertion, custom labelingand any image-related manipulation (clipping)or high resolution image export. However, fora free program it is remarkably sophisticatedwith some very valuable <strong>GIS</strong> tools. Whatstands out the most about this program is itsediting tools - the ability to easily create, edit anddelete shape files and files within it. The rastergeo-referencing plug-in is also a remarkablefeature. Q<strong>GIS</strong> would satisfy any <strong>GIS</strong> userwho is in need of viewing and manipulatinggeo-spatial files in a variety of formats, and isinterested in creating simple maps with thesedatasets.”Much of these shortcomings have been addressedwith the release of Q<strong>GIS</strong> 1.0.2.promote the use of the Ubuntu operatingsystem, OpenOffice.org and Q<strong>GIS</strong> at thedesktop level.2. A slide presentation entitled “EstablishingQuantum <strong>GIS</strong> as the principal <strong>GIS</strong> for thePublic Sector” was presented at the <strong>Malaysia</strong>nOpen Source Conference (MyGOSCCON)2009 to introduce Q<strong>GIS</strong> to the local OpenSource community.3. The article “Establishing Quantum <strong>GIS</strong> asthe principal <strong>GIS</strong> for the Public Sector” wonthe OSCC MAMPU Case Study Awards2009. This recognition by MAMPU endorsesthe point that Q<strong>GIS</strong> is a viable OSS againstproprietary <strong>GIS</strong>.4. The same article “Establishing Quantum <strong>GIS</strong>as the principal <strong>GIS</strong> for the Public Sector”has been approved for publication in theSurvey and Mapping Department’s firstquarterly <strong>GIS</strong> Bulletin 2010 as efforts todisseminate <strong>GIS</strong> knowledge sharing.CURRENT PROJECTS1. Q<strong>GIS</strong> PluginPROMOTIONSome efforts carried by JPBD to promote Q<strong>GIS</strong>are as follow:1. An article entitled “Towards Open Source atthe Desktop” was published in the OSCCNewsletter and the Townplan Journal toJPBD is currently embarking on a pilot projectto implement a hill analysis module inthe form of a plugin based on the PlanningGuideline for Hilly Areas and Highlands.This will assist local planning authoritiesat processing planning applications aroundhilly areas and JPBD Project Officesidentify for development plans such as a
