Annexure 16GUIDELINES FOR SMART CARD1. Introduction:The Ministry <strong>of</strong> <strong>Health</strong> and Family Welfare and Employment has launched a smartcard based <strong>Health</strong> Insurance scheme, ‘Rashtriya Swasthya Bima Yojana’ (RSBY) forapproved beneficiaries in the unorganised sector. These guidelines give in brief thetechnical specifications <strong>of</strong> the smart card, devices & infrastructure to be used underthis project. The standardization is intended to serve as a reference, providing stategovernment agencies with guidance for implementing an interoperable smart cardbased cashless health insurance programme.It is the Ministry’s mandate and intention to operate this scheme under the PPP modelthus ensuring that the best <strong>of</strong> health facilities can be provided to the approvedbeneficiaries <strong>of</strong> the country without causing any inconvenience to them and at a veryreasonable cost for the government. While the services are envisaged by variousagencies, the ownership <strong>of</strong> the project and thereby that <strong>of</strong> complete data – whethercaptured or generated as well as that <strong>of</strong> smart cards lies with the Government <strong>of</strong> India,Ministry <strong>of</strong> <strong>Health</strong> and Family Welfare and Employment.In creating a common health insurance card across India, the goals <strong>of</strong> the smart healthinsurance card program are to:• Allow verifiable & non repudiable identification <strong>of</strong> the health insurancebeneficiary at point <strong>of</strong> transaction.• Validation <strong>of</strong> available insurance cover at point <strong>of</strong> transaction without anydocuments• Support multi vendor scenario for the scheme• Allow usage <strong>of</strong> the health insurance card across states and insurance providers• Develop smart card interoperability across all states in India• Establish a set <strong>of</strong> mandatory requirements with optional value-added services• Build in the capability to add multiple applications and migrate to advancedopen platform technologies.This document pertains to the stakeholders, tasks and specifications related to the Smart Cardsystem only. It does not cover any aspect <strong>of</strong> other parts <strong>of</strong> the scheme. The stakeholders needto determine any other requirements for completion <strong>of</strong> the specified tasks on their own even ifthey may not be defined in this document.87
