3.1.2. Before enrolment, the insurance company / service provider will download thecertified BPL data from the RSBY website and would ensure that the complete,validated beneficiary data for the district is placed at the district server and thatthe URNs are generated prior to beginning the enrollment.3.1.3. The enrollment kits should contain the validated beneficiary data for the areawhere enrollment is to be carried out.3.1.4. The beneficiary and members <strong>of</strong> PRI should be informed at the time <strong>of</strong>enrollment about the location <strong>of</strong> district kiosk and its functions.3.1.5. The insurance company needs to install and maintain the devices to read andupdate smart cards at the district kiosk and the empanelled hospitals. While theinsurance company owns the hardware at the district kiosk, the hospital owns thehardware at the hospital.3.1.6. It is the insurance company’s responsibility to ensure in-time availability <strong>of</strong> thes<strong>of</strong>tware(s) required, at the district kiosk and the hospital, for issuing Smart cardsand for the usage <strong>of</strong> smart card services. All s<strong>of</strong>tware(s) must conform to thespecifications laid down by MoLE. Any modifications to the s<strong>of</strong>tware(s) for ease<strong>of</strong> use by the insurance company can be made only after confirmation fromMoLE. All s<strong>of</strong>tware(s) would have to be certified by a competent authority asdefined by MoLE.3.1.7. It is the responsibility <strong>of</strong> the service provider to back up the enrollment andpersonalization data to the district server. This data (including photographs andfingerprints) will thereafter be provided to the MoLE in the prescribed format.3.1.8. It is the responsibility <strong>of</strong> the Insurance co or their service provider to set up ahelpdesk and technical support centre at the district. The helpdesk needs to caterto beneficiaries, hospitals, administration and any other interested parties. Thetechnical support centre is required to provide technical assistance to the hospitalsfor both the hardware & s<strong>of</strong>tware. This may be co-located with the District Kiosk.* * * *101
