TwitterDear Reader,As we shift gears and celebrate the beginning ofsummer, I wanted to share a few updates on howthe District 2 staff has been working for you over thepast few months:WebsiteEmail Earlier this month, the Board of Supervisorsgave preliminary approval to a $316 millionbudget for fiscal year <strong>2013</strong>-14. A number ofuncertainties in the state budget remain,which we will monitor closely before adoptinga final budget in September. At my request the Local Mental Health Boardand the Mental Health Services ActStakeholder groups have launcheddiscussions of implementing “Laura’s Law,” toserve some of the most seriously mentally illpeople in our county. This issue will beconsidered at the upcoming Board ofSupervisors meeting on <strong>June</strong> 25. The Yolo Food Connect is taking the nextstep in collaboration with the Ag & FoodAlliance. We are working on a range ofactivities for Farm to Every Fork this fall. The Board has started to consider land useplanning issues related to ag tourism, zoningupdates and housing in agricultural areas.I love the places and people of Yolo County. In January <strong>2013</strong>, Supervisor Saylor chose theKid's Farmers Market as the beneficiary of the9th Annual Soup's On Fundraiser. Together weraised funds to sponsor the addition of one newschool site in Winters-- Waggoner Elementary!Given that nearly 13,000 children in YoloCounty struggle with hunger, Supervisor Saylorstrongly supported the Food Bank's efforts torespond to hunger in Winters.Supervisors UrgeDavis, Woodland toFluoridate WaterSupplyThe Davis EnterpriseFluoridation Endorsedfor City WaterSupplies by YoloSupervisorsThe Daily DemocratThe Food Bank's program also operates at 3school sites in Woodland, West Sacramentoand Esparto to promote nutritional lifestyles.The program has many activities that aim toget kids excited about healthy living, includingexercising, sampling of the “vegetable or fruit ofthe week,” and best of all, "purchasing" up tofive pounds of fresh produce to take home with"funny money". Putah Creek Council 25th AnniversaryBack in 1988, a group of people came togetherto figure out ways to help Putah Creek andpreserve its water level and riparian habitat.Now, 25 years later, community support for thecreek is strong and the habitat is thriving.The Putah Creek Council celebrated theirsuccess and longevity in April with a barbecueand potluck at Berryessa Brewing Co. TheBuckhorn Steakhouse supplied the barbecueand, in the spirit of community involvement,residents supplied the side dishes for apotluck-style meal. All those in attendanceenjoyed live music from the Bonanza KingBand, while feasting on roasted pork andsmoked chicken, and taking a moment toappreciate how far the Council has come in thelast quarter century.For all of its hard work, Supervisor Saylorhonored the Council with a proclamationcommemorating its efforts 25 years strong:"The Council has accomplished a lot in 25years. They have built a legal foundation toprotect in-stream flows, cleaned up hugeamounts of trash, and worked hard to get thecommunity involved in keeping the creek cleanand the ecosystem healthy", said Don Saylor.

До речі, урочиста церемонія нагородження переможців пройшлатеж дуже творчо – разом із олімпійцями на Майдані Незалежності під час святкуванняДня фаната України.- А дівчат у вас багато?Т.: – О…так! Дівчата дуже гарні вболівальниціJ. З дівчатами веселіше!- Дмитре, Терезо, за чемпіонатом з футболу, мабуть, в Україні спостерігали усі.А ви де вболівали – на стадіоні, у фан-зоні чи вдома перед телевізором?Д.: – Мені пощастило бути на стадіоні у Донецьку на декількох матчах завдяки тому,що мене з групою «Тор secret» запросили виступати в «УЄФА клубі», де переважнобули іноземні фани. Але наша акредитація дозволяла перебувати і на іграх.Т.: – Під час чемпіонату я вперше спостерігала за матчем на стадіоні! Звичайно ж, занашу збірну вболівала, а вже у фіналі – за іспанців, бо у збірній Іспанії грає дуже хорошийі гарний хлопець Фернандо Торрес (посміхається). This year, Diane had a great time in theYouth Day Fun Run supporting the Winters PTA!The Winters LibraryThe collaboration between the school district, city andcounty makes the Winters Library an outstandingexample of our spirit of shared service. Don isextremely proud of this public asset and has hadseveral opportunities to attend meetings in theconference room. He purchased a book from the booksale on his last visit! Don is a huge supporter of theregularly scheduled outreach sessions to provideassistance with social services to residents of Winters.Watching the sunset over Berryessa GapWe live in a place of amazing beauty! Don recentlyhad the opportunity to sit with friends and watch thesun set from Glide Ranch. They had a stunning viewand a few moments of quiet time to cap off the eventmarking the kick-off for his campaign for re-election tothe Yolo County Board of Supervisors.Breakfast & HikingAn avid hiker, Don enjoys hiking at Cold CreekCanyon enjoying nature and getting some exercise.To make sure you don't get hungry during the hike,make a stop at the Putah Creek Cafe for a deliciousbreakfast. Biscuits & gravy anyone?Beer, Wine and Out-of-Town GuestsOne of Don's favorite ways to entertain visitors is withan evening in Winters. They often start with tapas atFicelle's where Don always orders empanadasgrandes and they are always different and delicious!Next stops might include a visit to Rootstockespecially if it's Friday and there's live music!Depending on the interests of his guests, there will besampling beer at Berryessa Brewing Co. or winetasting at Turkovich and Berryessa Gap tasting rooms.Top it all off with a walk on the Northbank Trail startingjust south of Rotary Park.The Palms PlayhouseDespite his demanding schedule, Don has beenknown to rearrange everything to make time to attendmusical performances. Enhancing Traffic SafetyIntersection of County Roads 31 and 95Based on his concern over serious traffic accidents at the intersection of Roads 95 and 31, Don urgedcounty staff to act quickly to explore additional options for intersection improvements. The initial fix wasto improve signage, trim the vegetation beyond the required four-foot clearance and install rumble stripson CR 95 to assist drivers approaching the intersection.But, we didn't stop there. Based on the work of Yolo County staff, Yolo County applied for and received$899,000 in federal funds through the Highway Safety Improvement Program (HSIP) to install left turnlanes at this intersection (CR 31). Our application demonstrated that this intersection met the stringentsafety criteria set by Caltrans and the Federal Highway Administration. This required an intensive reviewof detailed accident history and related information. Work on this project is expected to start in latesummer 2014.In addition, we have applied for a Tiger V grant from the federal government. A portion of the road (CR93A) was reconstructed with ARRA funds in 2012; the Tiger V funding will allow for reconstruction of thefinal 5.5 miles of Road 31, from the Davis city limits west to the 2012 reconstruction near DQU. Weexpect to hear the results of our proposal by Mid-November <strong>2013</strong>.Improving Winters Ambulance ServiceOver the past two years, Supervisor Saylor has served as the Yolo County representative on the Boardof the Sierra/Sacramento Valley Emergency Medical Services Authority. Having concerns aboutresponse time and accountability in Winters, Don requested that an assessment of ambulance servicesbe conducted. Based on the results, Yolo County has withdrawn from SSV and is forming a separateambulance authority, starting in July <strong>2013</strong>.As an early indicator of improvements to come, there is an ambulance stationed in Winters for the firsttime in decades and response times have dropped from over 18 minutes to about 3 minutes. This criticalimprovement in service was made possible by the active collaboration between county staff, Winters’City Manager John Donlevy, Supervisor Saylor, State Senator Lois Wolk, and Yolo County HealthDirector Jill Cook.Intern PerspectiveRoxana Topete, UC Davis District 2 InternMy name is Roxana Topete, and I am finishing my double major inCommunity and Regional Development and Spanish at UC Davis. I havea passion for helping the community and would like to continue mypassion by pursuing a career in government.I have been interning with Yolo County Supervisor Don Saylor, and wehave been working on helping members of the community becomeaware of food assistance programs that they have available to them. Ithas taken a lot of persistence and dedication to take on this task,especially given that time has been limited, but we have accomplished alot in so little time.For this internship we focused on CalFresh, formerly known as FoodStamps, and raising awareness among students, whom we believe are amajor portion of those who qualify, but do not apply. I helped organize a workshop where we talkedabout eligibility for students and helped them apply. We put up flyers and brochures all over campus and


gave presentations in classes in efforts to raise awareness.
