These include: adding aviation to the greenhouse gasemissions trading scheme; increasing the proportion of biofuelsused in transport; decreasing the carbon intensity of fuel, andrestoring a balance between different modes of transport.The EU is also working in partnership with key players to reversethe current trend towards an increase in energy needs byidentifying and eradicating the main forms of energy waste: newenergy technologies are to be developed to increase the efficiencywith which energy is generated and consumed. They will benefitfrom massive investment thanks to the EU’s Seventh ResearchFramework Programme for 2007-2013. Products, buildings andservices will all be made more energy efficient and fossil fueltechnologies made cleaner.018
