87members of the project societies are drawn from governments, Departments,representatives of Panchayat <strong>Raj</strong> Institutions, NGO’s, <strong>and</strong> Trade Unions etc.Special schools (Child labour rehabilitation cum welfare centre) can bespecially mentioned here. Under this scheme non-<strong>for</strong>mal education, prevocational<strong>and</strong> Craftsmanship Training are given to the children. The Childrenare provided with supplementary nutrition, stipend, health care services etc.However, the entire project scheme is area specific, time bound <strong>and</strong>participative.(ii) CHILD LABOUR ACTION SUPPORT PROGRAMME AND(iii) INTERNATIONAL PROGRAMME ON THE ELIMINATION OF CHILDLABOURThese programmes are intended to build capacity of Governmental <strong>and</strong> non-Governmental agencies <strong>and</strong> humane resources development of theirfunctionaries. These programmes are funded by the ILO <strong>and</strong> Govt ofGermany under the overall supervision <strong>and</strong> Guidance of the National SteeringCommittee at Central Level, State <strong>and</strong> district committees at state <strong>and</strong> theDistrict level headed by the Secretary (Labour) of the state <strong>and</strong> the Deputycommissioner at district Level, Members from Government Department,NGOs Panchayat <strong>Raj</strong> Institutions Constituted District level steering committee.It has so many action programmes including the ongoing activities of thenational policy on child labour. A major component of IPEC is to encourage,promote <strong>and</strong> support voluntary <strong>and</strong> other originations in implanting actionorientedprogrammes related to child labour.(iv) WELFARE FUNDS:-As directed by the Hon’ble supreme court of India, State Governments haveconstituted child labour rehabilitation cum welfare fund in which provisions <strong>for</strong>funding of survey of the child labour engaged in occupations <strong>and</strong> employmenthave been kept by the central Government. Provisions relating to <strong>for</strong>mal /Non<strong>for</strong>mal education <strong>for</strong> the children withdrawn from hazardous occupationsexpenses of which shall be borne by the employer <strong>and</strong> the state Govtconcern. The Corpus fund so <strong>for</strong>med is deposited in a nationalized bank to beoperated by the Deputy Commissioner from which the parents of the childlabour withdrawn from works are compensated. As a part of regulations, theHon’ble Supreme court directs that at least two hours of in<strong>for</strong>mal schoolingshould be given at the expenses of the employer <strong>and</strong> five hours workingperiod should be maintained in case of children employing non-hazardousoccupations besides human dignity <strong>and</strong> recognition of their labours.ROLE OF GB/PRIsChild labour is an urgent issue of social concern. A proper <strong>and</strong> educativecoverage to this social malaise is needed. The Institutions like village councils<strong>and</strong> panchayats are in the grass root level that can sensitize the societies, theworking children <strong>and</strong> their parents in regards to the ill- effects of child laboureither individually or collectively.
