86In addition to this, Govt enact statuary laws to prevent <strong>and</strong> eradicatechild labour. To cite a few among them are pledging of Children Act,1933,Employment of Children Act, 1938,Factory act 1948,plantation labourAct 1951,Mines Act 1952,Motor Transport Act 1961,Beedi <strong>and</strong> Cigar worker(CE) Act 1966 <strong>and</strong> the Child labour (prohibition <strong>and</strong> regulation) Act,1986.There have been committees <strong>and</strong> commissions to suggest <strong>and</strong> advise theways <strong>and</strong> means on implementation of the law <strong>and</strong> amend wherevernecessary. The National Commission <strong>for</strong> child labour, Indian labourconference, st<strong>and</strong>ing labour committees, National Authority <strong>for</strong> elimination ofchild labour, Central advisory board on Child labour, National resource center<strong>for</strong> child labour are working tirelessly <strong>for</strong> eradication of child labour in India.Govt of India, besides all above, with the intervention of the internationalbodies <strong>and</strong> under the direction of the judiciary <strong>and</strong> with its capacity, has<strong>for</strong>mulated many policies <strong>and</strong> programme <strong>for</strong> eradication <strong>and</strong> <strong>for</strong> welfare ofthe working children <strong>and</strong> their parents. These programmes are beingimplemented through various departments of the central <strong>and</strong> the Stategovernments. National Child Labour Project scheme is one such whichconsists of three main ingredients implemented through the state labourdepartment. (1) Legal action plans which emphasized on strict <strong>and</strong> effectiveen<strong>for</strong>cement of legal provisions relating to child labour under various laws. (ii)Focusing of general development programme on utilization of various ongoingdevelopment programmes of other ministries/Departments <strong>for</strong> the benefit ofchild labour wherever possible <strong>and</strong> (iii) project based plan of action underwhich projects schemes <strong>for</strong> the welfare of working children areadopted/implemented.1. NATIONAL CHILD LABOUR PROJECT SCHEME: - Under the projectbased plan of action of national Child labour policy the Government of Indiahas introduced the national Child labour project scheme with the objective toeliminate child labour <strong>and</strong> to suitably rehabilitate them. The target group is allworking children below the age of 14 (fourteen) years. For implementations ofthis scheme, the working children are to be identified through a surveyconducted by the state/Dist mechanism, withdraw them from employment <strong>and</strong>admit to the special schools called child labour rehabilitation cum welfarecentre in order to enable them to be mainstreamed into the <strong>for</strong>mal schoolingsystem.The programme components are (i) stepping up of en<strong>for</strong>cement of childlabour laws (ii) Formal/Non <strong>for</strong>mal education (iii) Provisions of vocationaltraining, (iv) Income <strong>and</strong> employment generation activities <strong>for</strong> the parents ofthe working children withdrawn.(v) Direct rehabilitation, (vi) Raising of publicawareness <strong>and</strong> (vii) Survey <strong>and</strong> evaluation.Stepping up of en<strong>for</strong>cement of child labour laws is geared through labouren<strong>for</strong>cement machineries of the state/ Central Govt. However, the otherproject components are implemented through both the GovernmentalOrganizations <strong>and</strong> various agencies like NGO’s working in the field of childlabour, Trade unions, <strong>Panchayati</strong> <strong>Raj</strong> Institutions etc. All the expenses areentirely funded by the central Government <strong>and</strong> released to the concernedproject societies headed by the Deputy Commissioner as Chairman.
