Every year with the onset of monsoon, the havoc of flood <strong>and</strong>l<strong>and</strong>slide is also evident in the lose of human life in several hundreds <strong>and</strong>property worth several crores of Rupees.Arunachal Pradesh, the l<strong>and</strong> of rising sun <strong>for</strong>ms the eastern most tip ofNortheast India. Located in the eastern most part of Arunachal Pradesh, theLohit district, the L<strong>and</strong> of blue misty hills is the abode of tribe viz. Mishmi,Khampti, Singhpos etc. The newly created Anjaw District was the part ofLohit District until it was bifurcated in December’2003. The population of thisdistrict comprises of the native tribal <strong>and</strong> the outsider mainly the governmentservant, labourers etc., which <strong>for</strong>ms a substantial bulk of the population of thedistrict. The region is comprised of mountainous terrains with hundreds ofrivulets <strong>and</strong> streams cascading down from the high hills <strong>and</strong> mountain all withits diverse flora <strong>and</strong> fauna. Thus the district becomes a perfect traveler’sparadise. The region is drained by mighty Lohit river with its tributaries viz.Demwe, Tezunallah, Duranallah, Digaru, Kamlang, Nao-Dehing, Tabangetc. Moreover, this l<strong>and</strong> of natural beauties is also a l<strong>and</strong> of disasters, bothnatural <strong>and</strong> artificial.PROFILE OF LOILIANG VILLAGE:-The Loiliang village is situated in the heart of Lohit district, 110 metersabove the sea level. It is situated 8 k.ms. Northwestern side of the districtheadquarter (Tezu). The area of the village is slightly sloppy towards thesouth. The population of the village is around 2478 (excluding the tenants whoare the temporary settler’s) with 510 households. Subsistence <strong>for</strong>m ofagricultural is the main occupation since Jhum type of cultivation is mainlypracticed. The electricity is supplied from the micro-hydel situated in thevillage itself. The Loiliang village is also well connected with Tezu by metalledroad <strong>and</strong> by village link roads. The village is criss-crossed by dozens of floodstreams <strong>and</strong> the major flood stream/ Nallah that cuts through the middle of thevillage are Denning Nallah, Tabang Nallah, <strong>and</strong> Tezu Nallah etc. all of whichgets overflowed during rainy seasons. The watershed of Tezu Nallah <strong>for</strong>ms itseastern boundary with Tafragam village <strong>and</strong> the watershed of Tabang Nallah<strong>for</strong>ms its western boundary <strong>and</strong> both the rivers has been causing greatdamage to the village from the sides.Loiliang as a project model village was upgraded in the year 1970.According to the village elders, prior to that, the village was totally a densejungle infested with all kinds of wild flora <strong>and</strong> fauna, with few houses <strong>and</strong>hunter sheds. In the past all the Nallah/ stream were very small streams withthe width of couple of meters or more, some of which were even nonexistence.But with the course of time, with the clearing up of <strong>for</strong>est <strong>for</strong> Jhumcultivation <strong>and</strong> rampant cutting down of trees, the ecosystem of the village gotaltered. As a result many fresh flood streams came up to existence some ofwhich has got the maximum width of 150 meters (especially Denning Nallah,Tabang Nallah, <strong>and</strong> Tezu Nallah). With every monsoon flood, many freshstreams were created every year, thereby increasing the number of floodstreams <strong>and</strong> Nallah, some of which has not even sot names. The DenningNallah, Tabang Nallah, Tisap Nallah, Tezu Nallah etc. which cascade down
