But without involving thecommunity, SSA programme can not fulfill its aim.So, to ensure effective participation of the community /VEC / PRIMembers, it is essential to have faith in the community’s ability without whichall efforts to bring about their participation would be half hearted. For this ineach village there is provision for Village Education Committee (VEC) for theiractive participation to achieve the SSA goal.Motives behind the formation of Village Education Committee (VEC):1. To acquaint the members of the community with the aims and objectivesof the SSA.2. Cent percent enrolment of children in school.3. To ensure the completion of primary education of five years by allchildren by the year 2007.4. To ensure the completion of the eight years of elementary education byall children by the year 2010.5. To motivate all the members of community to send their childrenbetween the age group 6 -14 years to school in order to achieve thegoals of SSA.6. To ensure the availability of the Education Guarantee Centres / AlternateSchools / Back to School Camp by the year 2007.7. Creation of a socially sound and strong platform to put an end to thegender discrimination between a male and female child by the year2010.8. To eliminate the cases of dropouts.Constitution of Village Education Committee (VEC):In every village there shall be a VEC with the following members:a). Chairman : Person should be village elder selectedby village community / village panchayatb). Member Secretary : Headmaster / Teacher Incharge of theSchool.c). Three Members : The representative should be inhabitantof the village and should have ward inthe school.d). Other Members : One educated youth / one womanmember or other prominent person ofthe village.In town area there is a provision for Urban Education Committee orSchool Managing Committee. In each school, Village Education Registershould be maintained and VEC should help and monitor in the maintaining ofthe VER.Responsibility of VEC / PRI Members / GBs:The VEC members should take active part in micro planning at village /Habitation level as they know the ground reality, problems and solution.
